If your federal income-driven repayment (IDR) plan is unavailable, you generally need to move to another plan your loans qualify for. Switching does not erase qualifying PSLF payments or IDR credit earned before SAVE forbearance, but months spent in SAVE forbearance do not count toward forgiveness under Federal Student Aid’s October 2026 guidance. Your replacement plan, payment amount, deadline, and eligibility depend on your loans and your servicer’s notice.
What it means when an income-driven plan is unavailable
An IDR plan sets payments using income and other plan rules, and some borrowers may qualify for loan discharge after meeting the requirements of a forgiveness program. If a plan ends, is closed to new enrollment, or does not cover a particular loan, the borrower may have to choose a different eligible plan. That change can affect future payments and the path to forgiveness, but it does not automatically wipe out qualifying credit already earned.

For borrowers in the United States with federal loans, this is an immediate issue for people enrolled in Saving on a Valuable Education (SAVE). Federal Student Aid (FSA) says a court order ended SAVE in March 2026. Affected borrowers are being notified by their servicers to choose another eligible plan. The guidance described here is current to October 2026; court actions and repayment rules can change, so confirm the current instructions in your StudentAid.gov account and the latest notice from your servicer. FSA’s SAVE transition FAQs
What happens if you do not choose a plan
The transition clock is individual, not a single nationwide deadline. Your servicer provides a 90-day period to select another plan. If you do not act during that period, the servicer sends a final 30-day notice. If you still do not choose by the deadline in that final notice, the servicer may place you automatically into a fixed-payment plan. Use the deadline in your own notice rather than calculating one from the date SAVE ended or from a news story.

FSA says the fallback is generally the Standard Repayment Plan for borrowers without a loan disbursed on or after July 1, 2026, and the Tiered Standard Plan for borrowers who have such a loan already in repayment. A fixed-plan payment may be higher than your former IDR payment. For borrowers pursuing Public Service Loan Forgiveness (PSLF), this distinction matters because FSA says payments on the Tiered Standard Plan do not count toward PSLF.
Which replacement IDR plans may be available
There is no one replacement plan that applies to every borrower. Loan type and first-disbursement date affect eligibility, and a borrower with several loans may have different options for different loans. FSA’s current guidance lists the following IDR plans, subject to those requirements: FSA’s IDR plan FAQs.
| Plan | What the October 2026 guidance establishes | What to check |
|---|---|---|
| Income-Based Repayment (IBR) | Listed for loans disbursed before July 1, 2026, subject to loan-type requirements. FSA also lists it as a PSLF-qualifying plan. | Whether each loan and borrower meets the plan’s eligibility rules. |
| Income-Contingent Repayment (ICR) | Listed for loans disbursed before July 1, 2026, subject to loan-type requirements. It is scheduled to end no later than July 1, 2028, and FSA lists it as PSLF-qualifying. | Whether you can enroll and whether a later plan transition will be needed. |
| Pay As You Earn (PAYE) | Listed for loans disbursed before July 1, 2026, subject to loan-type requirements. It is scheduled to end no later than July 1, 2028, and FSA lists it as PSLF-qualifying. | Whether you meet the applicable loan and borrower requirements, and the timing of any later transition. |
| Repayment Assistance Plan (RAP) | Listed as an IDR option for Direct Loans and as a PSLF-qualifying plan. FSA says RAP is the only IDR plan for borrowers whose loans were all disbursed on or after July 1, 2026. | Whether the loan is a Direct Loan and how the plan rules apply to your disbursement history. |
The July 1, 2026 distinction does not mean every borrower with a loan on either side of that date has the same options. A mixed portfolio may include loans subject to different eligibility rules. Look up each loan’s type and disbursement date in your StudentAid.gov account and compare them with FSA’s current eligibility chart before applying. Do not assume that a plan shown for one loan is available for all the loans in your account.

Will switching plans reset forgiveness progress?
No, not by itself. FSA states that changing repayment plans does not remove qualifying PSLF payments or credited IDR payments made before entering SAVE forbearance. Those earlier credits remain part of the borrower’s record, subject to the applicable program rules. A move to a different plan changes the terms for future repayment; it is not a reset of valid past credit.
The important exception is time in SAVE forbearance. Under FSA’s current guidance, months in that forbearance do not count toward PSLF or IDR discharge. A month without a required qualifying payment is not made qualifying simply because the borrower later enters another IDR plan. Keep your own record of the plan-change notice and payment history, and check the count displayed for each loan against the account information and program requirements.
Some borrowers pursuing PSLF may be able to buy back certain months in an ineligible forbearance or deferment. FSA’s stated condition is that the borrower must already have 120 months of qualifying employment. Buyback is not a general way to turn every nonqualifying month into credit, and eligibility is account-specific; review the current instructions before relying on it.

How a plan change affects Public Service Loan Forgiveness
PSLF has requirements beyond choosing an IDR plan. FSA describes the program as requiring eligible Direct Loans, full-time employment for an eligible government or nonprofit employer, and 120 qualifying monthly payments. Its SAVE transition guidance lists IBR, ICR, PAYE, and RAP as qualifying repayment plans, while specifically excluding Tiered Standard Plan payments. Confirm the requirements and your employer status with the FSA forgiveness guidance and the PSLF Help Tool.
If you are pursuing PSLF, do not choose a replacement solely because its payment looks manageable. Check that the plan is PSLF-qualifying under current guidance, that the loans are eligible Direct Loans, and that your employment qualifies. A plan can lower a payment but still fail to advance the forgiveness path you intend to use. If you have received a notice, act promptly enough to avoid falling into a plan that is unsuitable for your goal.
For IDR discharge outside PSLF, check the terms of the specific plan and the account’s progress rather than assuming that every repayment month counts in the same way. FSA’s calculator can estimate potential IDR or PSLF discharge, but an estimate is not a final determination of eligibility or a servicer’s binding payment terms.

How to choose and apply for a replacement plan
- Check your loan records. Sign in to StudentAid.gov and review the Dashboard for each loan’s type, disbursement date, current plan, and displayed payment counts. This matters particularly if your account contains loans from different periods or loan programs.
- Find your individual transition deadline. Check your servicer’s inbox and the email or other communications tied to your account. Record when the notice arrived and the deadline it gives. The transition period runs from the servicer’s notice, not from a general public announcement.
- Compare plans shown as available. Use the Federal Student Aid Repayment Calculator to estimate monthly payments, repayment period, possible IDR or PSLF discharge, principal and interest paid, and total paid. When logged in, the calculator may use your loan information for a more personalized estimate. Its results are estimates, not the servicer’s final terms.
- Check the forgiveness fit. If you are pursuing PSLF, verify that the replacement plan qualifies and use the PSLF Help Tool to check employer and loan eligibility. For any forgiveness route, make sure you understand which months and payments are expected to count.
- Submit through StudentAid.gov and monitor the result. Apply for a plan available to your loans, then follow the application status and any requests for information. If your servicer’s account view differs from your estimate, ask the servicer to explain the terms for each loan.
When two or more plans are available, compare more than the first monthly bill. Weigh present affordability against whether payments count toward your intended forgiveness program, the estimated repayment end date, potential discharge, total principal and interest paid, eligibility by loan, and whether the plan is scheduled to end and require another transition. A lower payment may mean a longer repayment period or a different forgiveness outcome; the calculator helps frame those trade-offs but does not replace plan eligibility checks.
What if the replacement payment is unaffordable?
FSA’s guidance recognizes the question, “What if I can’t afford my monthly payment under a different plan?” Start by comparing every IDR option that your loans actually qualify for. If none appears manageable, contact your servicer to ask about a temporary payment pause or reduction through deferment or forbearance. Those are different tools from enrolling in an IDR plan and may have different effects on your balance and forgiveness timeline.

Interest can accrue during a deferment or forbearance, and a pause can affect progress toward PSLF or IDR discharge. Before accepting one, ask the servicer how it would apply to each loan, whether interest would accrue, what the start and end dates would be, and how the pause would appear in your payment history. Get a clear account-specific explanation rather than assuming that any temporary relief counts as a qualifying payment.

If the quoted payment or plan does not match what you expected, ask the servicer to review the income and loan information used in the calculation, explain the plan’s eligibility determination, and confirm when the new payment is due. Keep copies of the notice, application confirmation, and written responses so you can resolve a disagreement about dates or account treatment.
Consolidation can change how payment credit is calculated
Consolidation is not a routine substitute for choosing a repayment plan. FSA’s stated rule for a Direct Consolidation Loan is that it receives a weighted average of the qualifying payments from the Direct Loans included in the consolidation; other loan types are not included in that stated count calculation. For example, combining a $30,000 Direct Loan with 60 qualifying payments and another $30,000 Direct Loan with no qualifying payments produces a 30-payment count under the described weighted-average method.
That example illustrates why consolidation can affect a borrower’s count even when it combines federal loans. Before consolidating, verify the current treatment for your specific loans and compare the consequences with keeping them separate. Do not assume that a count on one existing loan will transfer unchanged to a new consolidation loan.

Avoid paid application help and verify account-specific facts
FSA says help from federal loan servicers is free and borrowers do not need to pay a company to apply for a repayment plan or manage federal loans. Use your official StudentAid.gov account and servicer channels for applications, notices, and account questions. Be cautious of anyone claiming that a fee is required to access federal repayment or forgiveness programs.
The facts that determine your next step are personal to your account: loan type, disbursement date, notice deadline, plan availability, payment count, and the effect of a pause or consolidation. FSA’s general guidance explains the rules, but only your account and servicer can confirm the particulars of your transition and payment schedule.
