Re:

What Happens to Federal Loan Benefits When You Refinance Student Loans?

Refinancing federal loans into a private loan can lower the rate, but federal repayment, forgiveness, discharge, and other protections do not transfer.

If you refinance federal student loans into a private loan, the refinanced balance becomes private debt and loses the federal protections attached to it. That can mean giving up federal income-driven repayment, deferment and forbearance options, forgiveness and discharge programs, and—in some cases—servicemember interest-rate protections. A private refinance is different from federal Direct Consolidation, which does not replace federal debt with a private loan.

What changes when you refinance federal student loans?

Refinancing replaces one or more existing loans with a new loan from a private lender. If the loans being paid off are federal, the replacement loan is private. Federal benefits do not transfer to the new loan. Federal Student Aid cautions that a private loan may offer a lower interest rate but does not necessarily carry the same terms as a federal loan: Federal Student Aid’s refinancing guidance.

As an Amazon Associate I earn from qualifying purchases.

The key distinction is the kind of transaction. A private refinance moves federal debt into a private loan; federal Direct Consolidation combines eligible federal loans into a new federal Direct Consolidation Loan. Consolidation has separate rules for interest, repayment, and payment-credit history. It is not a way to get a private interest rate, and it is not the same as giving up federal-loan status.

The consequences described here apply to the balance you refinance into private debt. They do not, by themselves, change the status of other federal loans you keep separate. If you have multiple loans, check which balances an offer would pay off and consider the federal program eligibility attached to each before agreeing to the transaction.

Which federal benefits can you lose?

Income-driven repayment and federal repayment options

Federal repayment plans can set payments according to income and family circumstances, subject to the plan and loan eligibility rules in effect. A private refinance replaces those federal options with the repayment terms in the lender’s contract. A private lender may offer flexible payments, but it is not required to provide a federal income-driven plan.

Do not assume a particular forgiveness timeline applies to every federal borrower. Federal Student Aid’s current guidance qualifies the 20- or 25-year income-driven repayment discharge statement for borrowers without loans disbursed on or after July 1, 2026; eligibility and plan rules depend on loan type and disbursement date. Review the current rules for your own loans before deciding.

This is one reason to look at more than the payment quoted for the first month. A private loan’s payment schedule is governed by its contract, while federal plans and eligibility can depend on your circumstances and the rules in effect. If your income changes, the availability of an income-based federal option may matter more than a lower initial payment from a private lender.

Deferment and forbearance

Federal loans may qualify for approved deferment or forbearance in circumstances such as financial hardship, continuing education, or military service. Refinancing removes access to those federal arrangements for the refinanced balance. A private lender may provide hardship deferment or forbearance, but the contract controls its eligibility, duration, interest treatment, and other conditions.

There is also a difference in how interest can work during deferment: qualifying deferment periods may prevent interest from accruing on subsidized federal loans. Do not assume a private loan will provide the same treatment.

Before refinancing, ask what the private lender requires to approve relief, how long it can last, and what happens to interest while payments are paused. These are lender-specific terms, not federal guarantees. Read the promissory note and current servicing terms; a general statement that a lender offers “forbearance” does not tell you whether you would qualify or how much the balance could change.

Federal forgiveness and discharge

A private refinanced balance is not eligible for federal forgiveness or discharge programs. Potentially affected programs include Public Service Loan Forgiveness (PSLF), Teacher Loan Forgiveness, total and permanent disability discharge, and borrower-defense discharge. If any of these could apply to you, refinancing can eliminate an important future option for the refinanced balance.

Federal protections related to death or permanent disability are another point of comparison. Many, but not all, private lenders offer some form of death or disability provision, and the details may differ from federal rules. Confirm how the specific contract treats the borrower’s death or permanent disability rather than assuming that a private loan will be discharged on the same terms.

Death, disability, and military-service protections

Federal loans include protections related to death or permanent disability. Some private lenders offer comparable provisions, but availability and conditions vary; many do, but not all. Check the actual promissory note and servicing terms rather than treating a lender’s general description as a guarantee.

Servicemembers should also check the Servicemembers Civil Relief Act (SCRA). The Consumer Financial Protection Bureau warns that refinancing may cause a borrower to lose an interest-rate reduction on qualifying obligations taken out before active-duty service. See the CFPB’s guidance on student-loan consolidation and refinancing. If you are serving or expect to enter active duty, check whether any existing rate reduction applies before replacing the loan.

What refinancing means for PSLF and past payments

PSLF is tied to qualifying federal loans, qualifying employment, an eligible repayment plan, and qualifying monthly payments. Federal Student Aid identifies income-driven repayment plans and the 10-year Standard Repayment Plan among the qualifying plans. Periods in deferment or forbearance generally do not count, except in specified circumstances. Its PSLF guidance explains the program’s conditions.

Once you refinance a federal loan into private debt, that balance exits the federal PSLF program. Do not assume that refinancing will preserve an opportunity to earn future qualifying payments on it. Before applying, check your federal account for the loan types, employment and payment records, and any credited payments that matter to your plans. The point is to confirm your own record—not to assume that every past payment is automatically erased or that every payment will transfer to a private loan.

If you are pursuing PSLF, check whether your loans, employer, repayment plan, and monthly payment history meet program rules before you make a decision. The rules identify qualifying employment and eligible loans as well as qualifying payment conditions; having public-service employment alone does not establish that every loan or payment qualifies. Use your federal account and current PSLF guidance to understand your own status, including any payments already credited.

Repayment rules are changing. Federal Student Aid says a court order ended the SAVE Plan in March 2026, and that options for remaining plans depend in part on loan type and disbursement date. Its SAVE borrower FAQ states that changing plans does not remove qualifying PSLF payments or IDR payments credited before SAVE forbearance, while time in SAVE forbearance does not count toward PSLF or IDR discharge under that guidance. A new Direct Consolidation Loan has its own payment-credit rules; those rules should not be confused with a private refinance.

Because plan and payment-credit rules are specific to the loan and period involved, avoid relying on a broad promise that a transaction will “preserve your progress.” Confirm the record and current guidance for the relevant program. Refinancing to a private lender is not a substitute for changing federal repayment plans or applying for federal consolidation.

How to compare a private refinance with keeping federal loans

A lower advertised rate alone does not show whether refinancing is a good financial decision. Compare the proposed loan’s cost and terms with the repayment flexibility and protections you would surrender. The CFPB notes that a variable rate can rise above the original fixed rate, increasing the payment. It also cautions that the lowest private refinance rates are likely to be associated with shorter repayment periods; a longer term may lower each payment but increase interest over the life of the loan.

  • Rate type: Identify whether the offer is fixed or variable. For a variable rate, find out how it can change and how a rate increase could affect the payment.
  • Total cost: Compare the current balance, any fees, the proposed monthly payment, repayment term, and total amount payable over that term.
  • Term and cash flow: A shorter term may mean a higher monthly payment; a longer term may reduce the payment while increasing total interest.
  • Private relief terms: Verify hardship relief, deferment, forbearance, cosigner release, and death or disability terms in the actual contract. These vary by lender.
  • Federal benefits at stake: Consider whether you may need income-driven repayment, deferment, forbearance, forgiveness, discharge, or SCRA protections.
  • Your loan and payment history: Check each loan’s type and disbursement date, your federal account records, and whether PSLF or another federal program is part of your plan.

Ask what happens if your income falls, you return to school, you enter public service, or you become unable to work. A private loan’s relief provisions may be narrower, shorter, or conditional in ways that matter when you actually need them.

Make the comparison over the proposed term, not just by looking at the headline rate or first monthly payment. A longer term can make the monthly bill lower while increasing total interest; a shorter term may be associated with a lower offered rate but can require larger payments. Check fees and the total amount you would repay alongside the federal benefits you would no longer have on the refinanced balance.

For each private offer, look for written answers to practical questions: Is the rate fixed or variable? If variable, what can make it rise? Can you pause payments, and under what conditions? Is interest charged during a pause? Are there terms for a cosigner’s release, death, or disability? The answers vary among lenders, so do not treat one lender’s features as standard across the private market.

Check current federal rules before you decide

Federal repayment choices are not static. As of Federal Student Aid’s 2026 guidance, SAVE ended after a March 2026 court order, and remaining plan eligibility depends in part on loan type and disbursement date. Use your account and current federal plan guidance to establish what options you have now, rather than making a decision based on an older estimate or a general description of IDR.

Federal Student Aid’s payment-preparation guidance also describes a temporary 1% auto-pay interest-rate reduction beginning July 1, 2026, for eligible federal borrowers enrolled in auto pay under stated conditions. It is scheduled to run through June 30, 2028. This is a dated, conditional federal benefit, not a refinance offer or a permanent reduction for every borrower. Check the current terms at Federal Student Aid’s payment-preparation page before including it in your comparison.

These dated details are a reason to verify rather than assume: the available plan and related terms depend on the borrower’s loans and current federal rules. Check your own account and the relevant Federal Student Aid guidance before deciding whether a quoted private rate is worth giving up options that may matter later.

When to pause before refinancing

  • You are pursuing PSLF, Teacher Loan Forgiveness, or another federal discharge program, or you have qualifying employment or payment history to verify.
  • You may need federal income-driven payments or federal deferment and forbearance protections.
  • You have subsidized federal loans and could rely on qualifying deferment treatment.
  • You are an active-duty servicemember or may qualify for SCRA protections on pre-service obligations.
  • You have not checked the private lender’s written rules for hardship relief, interest during forbearance, death or disability, and cosigner release.
  • You are comparing only the monthly payment or headline interest rate, without calculating the proposed term’s total cost and the value of federal options you would give up.

If one of these applies, first confirm your loan and payment records and the current program terms. Refinancing a federal balance is not merely a rate change: it changes which repayment system and protections govern that debt.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Federal Student Aid puts the tradeoff plainly: “While refinancing your federal student loans into a private student loan can sometimes lower your interest rate, your private student loan will not necessarily have the same terms and conditions as your federal student loan.” Treat a possible lower rate as one factor in the decision, not as proof that the exchange is favorable.

Frequently Asked Questions

Do I lose federal benefits if I refinance my federal student loans?

Yes, for the balance refinanced into a private loan. Federal benefits do not transfer, and that private balance is not eligible for federal repayment plans, forgiveness, or discharge programs. Other federal loans you do not refinance are not changed by that transaction.

Is refinancing the same as federal Direct Consolidation?

No. Private refinancing replaces federal debt with a private loan. Direct Consolidation combines eligible federal loans into a new federal Direct Consolidation Loan and has separate repayment and payment-credit rules.

Will my past PSLF payments count if I refinance?

A balance refinanced into private debt exits the federal PSLF program, so you cannot earn future federal PSLF credit on that private loan. Check your federal account and payment record before applying; do not assume all past payments are erased or that they transfer to a private loan.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Can a private lender offer deferment, forbearance, or death and disability relief?

Some private lenders offer these provisions, but terms and availability vary. Check the actual promissory note and servicing terms for eligibility, duration, interest treatment, and conditions; they are not automatically equivalent to federal protections.

What should I compare before accepting a refinance offer?

Compare fixed versus variable rate, possible rate increases, fees, monthly payment, term, and total repayment cost. Also review private relief and cosigner-release terms and weigh them against any federal repayment, forgiveness, discharge, subsidized-loan deferment, or SCRA protections you may give up.

The Bottom Line

Refinancing federal loans into private debt can change the rate and payment, but it also removes federal protections from the refinanced balance. Before signing, verify your loan and payment records, check current federal eligibility, and compare the private contract’s rate, total cost, and relief terms with the federal benefits you may be giving up.
