If no candidate wins an absolute majority of valid votes in Brazil’s presidential first round, the two candidates with the most votes advance to a runoff. The runoff is a new election: first-round votes do not carry over, and the valid votes cast in the second round determine the winner.
What counts as a majority?
A presidential candidate must receive more than half of the valid votes to win in the first round. Blank and null votes are excluded from the valid-vote total, so the threshold is not more than half of every ballot cast. Brazil’s Superior Electoral Court (TSE) explains the rule in its majority-election glossary and presidential-election explainer.

What happens if no one reaches that threshold?
The two first-round leaders face each other in a second round, or runoff. The other candidates do not advance. Voters cast ballots again, and the runoff’s valid votes decide which finalist wins; first-round totals are not added to the second-round count. The rule is set out in Brazil’s election law.

| Office or election | Decision rule |
|---|---|
| President | Absolute majority of valid votes; if no candidate reaches it, the top two compete in a runoff. |
| Governor | Absolute-majority, two-round rule. |
| Mayor in a municipality with more than 200,000 registered voters | Absolute-majority, two-round rule. |
| Senator | Relative majority; no runoff. |
| Mayor in a municipality with fewer than 200,000 registered voters | Relative majority; no runoff. |
These distinctions follow the TSE’s glossary of Brazil’s majority-vote system. The 200,000 figure is a registered-voter threshold for municipal elections, not a rule for all Brazilian races.
When would the 2026 presidential runoff be held?
The 2026 first round was scheduled for October 4. If a runoff was required, it was scheduled for October 25, the last Sunday in October under the statutory calendar. The dates are schedule information, not confirmation that a runoff took place or an account of its result. The calendar rule appears in the Brazilian election regulation; the scheduled 2026 dates were also reported by the Associated Press on October 3, 2026.
