After receiving advice that a floating barge was not appropriate at that location, the City of South Perth pursued a separate, small-scale food-and-beverage outlet process for Coode Street. That expression of interest closed in April 2025. A distinct floating-venue proposal for Mends Street is listed by the state as under assessment—not approved.
What happened to the Coode Street floating restaurant?
The proposal changed course in February 2025. Council minutes record that the Department of Biodiversity, Conservation and Attractions (DBCA) had advised that a floating barge and entertainment venue was not appropriate for Coode Street, which the minutes identify as Node 2. The minutes say DBCA considered the Node 1 location, at Mends Street, more appropriate for that type of proposal, while a café was considered appropriate at Coode Street. This is the Council’s account of DBCA’s advice, not a direct quotation from the agency’s letter.
On 25 February 2025, Council adopted an alternative motion by a 4–3 vote. It noted the advice and that The Raft was preparing a Part 5 application under the Swan and Canning Rivers Management Act 2006 to redesign and relocate its proposal to Mends Street. Council also asked the City to seek expressions of interest for a temporary, small-scale café and/or temporary food-and-beverage outlets at Coode Street. Read the Council minutes and motion.
What was offered at Coode Street?
The City published an expression of interest on 1 April 2025 for temporary small-scale food-and-beverage outlets during 2025/26, with possible multi-year agreement renewal options. Examples included a small café or kiosk and food-and-beverage outlets. The submission deadline was 4 p.m. on 30 April 2025, so that opportunity is closed. The City’s notice does not establish that an operator was selected or that an outlet opened.

What is the status of the separate Mends Street proposal?
DBCA’s application register lists an Old Salt Perth Pty Ltd proposal for a floating restaurant, bar and kiosk, with a public jetty and boat moorings adjacent to Mindeerup (Mends St Piazza), South Perth. The register identifies it as application 2025-3295 and gives its status as “Under Assessment.” That is a separate proposal at Mends Street, not Coode Street, and the status does not establish approval or an opening date. Application status can change; check the DBCA Riverpark applications register for the latest listing.

The City’s planning vision for Coode Street Node 2 is broader than any single venue. It describes a family recreation area with improved facilities, food-and-beverage choices and activities such as an all-ages playground, rowing, sailing, boat mooring and water play. That is a strategic vision, not approval for a particular restaurant or operator. The City’s foreshore strategy and projects page provides wider project context.

Council minutes from February 2025 also summarized responses to the City’s 2022 Coode Street engagement survey. The survey received 853 responses; the minutes report that 90% of respondents lived in the City of South Perth and just over 75% visited the foreshore at least weekly. Reported preferences included:
- 81% wanted pop-up vans year-round.
- 75% wanted an additional café.
- 72% wanted an additional kiosk.
- 64% wanted an additional restaurant.
These are results from the 2022 survey as reported in 2025 Council minutes, not a current poll. The same minutes described the food options at the time of the survey, including limited operating hours or weather protection for some outlets; those descriptions should not be read as verified current schedules.
