What Happened to the 2025 Wave of U.S. Soybeans Bound for China?

Reuters’ 2025 forecast of U.S. soybeans bound for China was only a snapshot. Later USDA reports describe a months-long halt in arrivals, renewed procurement and continued state-owned buying in 2026.

The reported wave was a forecast, not a final count: Reuters estimated that about 3 million metric tons of U.S. soybeans would reach China in April and May 2025, with most cargoes reportedly bought by state-owned stockpiler Sinograin. Later USDA reports show arrivals then stopped for several months, before procurement resumed. By September 2026, state-owned buying was continuing, but commercial buyers were still turning to South America amid a 10% retaliatory tariff on U.S. beans.

What did the April 2025 headline actually report?

Reuters’ April 9, 2025 report described expected arrivals, not completed deliveries. Based on shipping data and accounts from sources, it forecast about 3 million metric tons of U.S. soybeans reaching China in April–May. Four sources told Reuters that Sinograin, China’s state stockpiler, had bought most of the cargoes.

The report said Sinograin might pay the higher duties, but could have to absorb the added cost or sell the beans at a discount because Brazilian soybeans were cheaper. That was a description of the commercial problem facing the buyer, not confirmation of how the cargoes were ultimately handled or what they cost.

Why were U.S. cargoes still headed to China after tariffs were announced?

Shipments already arranged do not necessarily stop when trade conditions change. Reuters’ shipping-data analysis identified 15 vessels carrying around 800,000 metric tons that were expected to arrive after May 13, 2025, and therefore face the combined 44% tariff described in that report. Reuters said China had imposed a 10% duty in early March and announced an additional 34% levy on April 9. These are historical rates reported at that time, not the tariff rate described by later USDA reporting.

For a buyer with cargoes in transit or purchases already made, the choice was not simply whether to buy U.S. soybeans again. The buyer could face a higher landed cost on committed shipments, absorb the tariff, discount the beans, or shift subsequent purchases toward another origin. The Reuters account identified cheaper Brazilian beans as a competing option; it did not establish the final financial outcome for those cargoes.

What happened to U.S. soybean arrivals after the forecast?

Later USDA Foreign Agricultural Service reporting shows that the near-term forecast did not describe an uninterrupted flow. USDA’s 2026 China annual report recorded zero arrivals of U.S. soybeans in China from September through December 2025 after the April tariff escalation. It said procurement resumed after the October 2025 presidential meeting in Busan.

For the full 2024/25 marketing year, USDA reported 22.9 million metric tons of Chinese imports of U.S. soybeans, 8% below the previous year. This marketing-year total is a separate measure from Reuters’ April–May forecast; it should not be treated as a count of cargoes that arrived during those two months.

What did USDA report about buying by 2026?

Purchases tied to the Busan commitment

USDA’s annual report said export-sales data as of February 26, 2026 showed 10.8 million metric tons purchased or shipped toward a 12 million metric ton commitment. The figure combines purchases and shipments, so it is not a completed-arrivals total.

New-crop sales and unknown destinations

In a September 2026 update, USDA said state-owned enterprises continued buying under the Busan agreement. Its export-sales snapshot as of August 13, 2026 showed 5.7 million metric tons purchased by China for delivery in the 2026/27 marketing year. Separately, 3.8 million metric tons had been sold to “unknown destinations.” USDA noted that unknown-destination sales can indicate purchases by Chinese state-owned enterprises, but those sales are not confirmed China purchases and should not be added to China’s confirmed figure.

The same USDA update described a 10% retaliatory tariff on U.S. soybeans and said commercial buyers were relying on South American origins. China imported record volumes from Brazil from June through August 2026, according to that update. Thus state-backed purchases and private commercial sourcing were moving differently: state-owned buyers continued buying under the agreement while commercial buyers favored South American supply.

The measures cover different periods and stages of trade—forecast arrivals, marketing-year imports, sales, and shipments. Adding them together would double-count or mix unlike categories.

What does the soybean story say about U.S.–China trade exposure?

The scale of the relationship made the interruption consequential for agricultural trade, but the figures are not interchangeable. Reuters reported that U.S. soybean exports to China were worth $12.84 billion in 2024, citing U.S. Census Bureau data. It also cited trade data showing China imported 105 million tons of soybeans overall that year, then a record. The latter is China’s imports from all origins, not U.S. exports alone.

That is an all-agriculture figure, not a soybean-only total, and should not be read as a measurement of the soybean decline by itself.

What should readers take away?

The headline captured a short-term 2025 forecast: cargoes were expected to arrive despite tariffs because purchases and shipping schedules were already in motion. The later record is more complicated. USDA reported a halt in arrivals late in 2025, resumed procurement after the October meeting, and continued state-owned buying in 2026 alongside commercial reliance on South American soybeans. The different data points describe distinct stages and periods of trade, not one continuous shipment total.
