What Happened at the China-U.S. Trade Talks in Sweden?

The China-U.S. dialogue in Stockholm took place July 28–29, 2025. Here are the participants, the subjects described by China, and the limits of the tariff commitments recorded afterward.

The China-U.S. trade talks in Sweden took place in Stockholm on July 28–29, 2025; they are not an upcoming event. Vice Premier He Lifeng led China’s delegation, while U.S. Treasury Secretary Scott Bessent and U.S. Trade Representative Jamieson Greer represented the United States. A joint statement issued afterward recorded temporary tariff-pause commitments, but it does not establish current tariff rates.

When the talks took place—and who attended

China announced on July 23, 2025, that He Lifeng would visit Sweden July 27–30 for consultations. The Government of Sweden’s July 31 retrospective confirms that the dialogue itself took place in Stockholm on July 28–29, at the joint request of China and the United States. Sweden’s Prime Minister Ulf Kristersson and other Swedish ministers also held separate bilateral meetings with the delegations.

China was represented by Vice Premier He Lifeng. The U.S. delegation included Treasury Secretary Scott Bessent and U.S. Trade Representative Jamieson Greer. China’s announcement of He’s planned visit and Sweden’s account of the completed dialogue distinguish the announced travel window from the actual meeting dates.

What the sides discussed

China’s contemporaneous account says the delegations discussed bilateral economic and trade relations, macroeconomic policies, and other economic and trade matters of mutual interest. They also reviewed implementation of the consensus reached in Geneva and the framework agreed in London. The public account does not provide a detailed agenda or negotiating transcript, so it does not show which specific issues were debated or how individual proposals were resolved.

On July 29, He said, “A stable, healthy and sustainable China-U.S. economic and trade relationship serves not only the two countries’ respective development goals but also contributes to global economic growth and stability.” The quotation appears in the Chinese government’s account of his remarks.

What the August 2025 statement committed each side to

A joint statement dated August 12, 2025, recorded temporary measures by both countries. Under the terms stated, each side would suspend 24 percentage points of its specified additional tariff rate for another 90 days, while retaining a 10 percent rate. China also committed to adopt or maintain measures suspending or removing non-tariff countermeasures covered by the Geneva statement.

These figures describe the commitments in that particular 2025 statement—not tariff rates that can be assumed to apply now. The statement does not establish the current status of tariffs in October 2026. Read the August 12 joint statement for the measures and terms as recorded at the time.

What is known about later consultations

A Chinese announcement published September 19, 2026, said He would lead a delegation to the United States for consultations on issues of mutual concern from September 19 to 23. The announcement provides no outcome. It therefore does not show what, if anything, was agreed in those consultations or whether the Stockholm arrangements remain in force. The announcement of the later U.S. consultations states the planned dates, but not a result.
