What exactly did the Chief Economic Adviser predict?
Speaking at an event in Kolkata on September 18, 2025, Nageswaran said: “My hunch is that in the next eight to ten weeks, we will likely see a solution to the tariffs imposed by the US on Indian goods.” Scroll reported his remarks the following day and said he noted that conversations between the two governments were taking place. Counting eight to ten weeks from September 18 put the forecast window roughly in mid-to-late November 2025. It did not mean a resolution was guaranteed by a particular date.
Was the dispute resolved within that window?
The later development identified in the official statements came on February 6, 2026, several months after the forecast window. On that date, the United States and India announced a framework for an Interim Agreement concerning reciprocal and mutually beneficial trade. What did the February 2026 framework say about tariffs?
The framework described an 18 percent reciprocal tariff rate for specified goods of Indian origin. It also said reciprocal tariffs would be removed on a range of goods subject to the successful conclusion of the Interim Agreement. The 18 percent figure should not be confused with Nageswaran’s earlier comments. Scroll also reported that he hoped a penal tariff might be removed by the end of November and thought a reciprocal levy could move from 25 percent to a 10-to-15-percent band. The February announcement was a framework for an Interim Agreement, not evidence that every provision had been completed or implemented. The framework also reaffirmed continued negotiations toward a broader Bilateral Trade Agreement (BTA), so the interim arrangement and the wider trade talks were separate matters. A later answer in India’s Parliament said the government was engaged with the United States in finalizing the framework agreement. That statement supports describing finalization as ongoing when the answer was given; it does not establish the implementation status of every tariff term as of October 8, 2026.
