Gabe Brown’s main takeaway from testifying before the U.S. House Committee on Agriculture was that a politically divided hearing missed a chance to bring lawmakers together around practical ways to make farms more resilient. That was Brown’s interpretation of the February 25, 2021, hearing—not an independent finding about Congress or proof that his farming methods will work the same way on every farm.
What Brown said happened at the hearing
Brown was invited to discuss how climate change was affecting farmers and ranchers. In his retrospective account, he said five witnesses each received five minutes for oral testimony before members questioned them. He described the discussion as largely partisan and argued that lawmakers missed an opportunity to unite around shared agricultural goals.
“These distinguished members of Congress were missing a genuine opportunity to UNITE for the common good,” Brown wrote in 2021. The statement captures his assessment of that particular hearing; it should not be mistaken for a neutral finding about every member’s position or the hearing’s full record. Why he argued for common ground
Brown’s case drew on his own farm’s experience. In written testimony to the committee, he said his family began farming conventionally in 1991. Crop failures amid erratic weather, rising costs, and increasing debt prompted them to change their practices. He said the family adopted regenerative soil-health methods and associated that transition with improved profitability, increased soil carbon on their measured land, and greater resilience to climatic uncertainty.

Those are Brown’s reported experiences and conclusions, not independently verified results or a guarantee for farms with different soils, climates, crops, finances, or management. His testimony is useful for understanding why he favored a change in approach; by itself, it does not establish the size or generality of the benefits.
The practices Brown put forward
Brown’s hearing account emphasized two broad practices: keep diverse living plants in the soil for as much of the year as possible, and integrate animals into the farming system. He linked those approaches to soil biology, carbon, resilience, and farm economics. These are the connections he argued for; his account does not independently validate their scale of impact across agriculture.

The broader lesson Brown drew
Brown’s point was not only about particular farm practices. He argued that lawmakers could focus on practical outcomes—such as healthier soil and more resilient farms—even when they disagree about climate policy. His account presents that possibility as a missed opportunity, rather than evidence that members reached agreement or that a specific policy would deliver those results.

He also shared a saying he attributed to Alberta rancher Don Campbell, whom he heard at a 1997 conference: “If you want to make small changes, change the way you do things; if you want to make major changes, change the way you SEE things.” Brown used the line to frame the shift in perspective he believed was needed.
