In the European Union, a new packaging regulation entered into force during the year but will apply from 2026; meanwhile, industry surveys pointed to planned investment in flexible packaging, and later data offered a partial picture of what was actually placed on the market. The practical result depends on food safety, shelf life, local collection and return systems, and the rules in each market.
What changed in 2025—and what was still a forecast?
Packaging news from 2025 mixes three different kinds of evidence: regulations adopted during the year, company investment intentions reported before it, and market estimates published afterward. Keeping those categories separate matters. A planned investment is not proof that a format became widespread, and a regulation entering into force does not mean every requirement applies immediately.
- Policy direction: the EU adopted a common packaging framework in Regulation (EU) 2025/40. It entered into force on 11 February 2025 and applies from 12 August 2026. Its measures address sustainability, labeling, recyclability, reuse and restrictions. The regulation is EU-specific, not a worldwide packaging rule. European Union summary of Regulation (EU) 2025/40.
- Industry priorities: the Sustainable Packaging Coalition’s 2025 trends report groups its focus around innovation, design, policy and recovery, and highlights refill, material-specific design, material health and specialized recycling. - Planned investment: in the Institute of Food Technologists’ 2024 Technology Trends Survey, nearly 30% of respondents said they planned to invest in flexible packaging and packaging materials, coatings and films in 2025. That is a survey intention, not a measured adoption rate for the food industry as a whole. Institute of Food Technologists, November 2024 outlook.
The shift toward regulation is also reflected in the Sustainable Packaging Coalition’s April 2025 announcement. Its executive director, Paul Nowak, wrote: “The days of voluntary sustainable packaging initiatives are numbered as we march toward mandatory compliance.” Sustainable Packaging Coalition, 30 April 2025.
Why packaging decisions will become more market-specific
“Recyclable” is not a useful standalone promise unless the package can be collected, sorted and processed in the relevant system. The Coalition’s emphasis on recovery and material-specific design reflects a practical constraint: a package’s material and construction have to work with local infrastructure, not just be theoretically recyclable. The EU regulation adds policy definitions and requirements within its jurisdiction, but those do not automatically apply elsewhere.

For food businesses, a packaging choice has to balance several factors rather than optimize a single environmental label. A lighter or more easily recycled package may not work if it compromises product protection; a reusable package is not a functioning reuse system without a way to collect, clean and return it.
- Protection and food safety requirements
- Shelf life and the possibility of food waste
- Local collection, sorting and recycling access
- Whether a reusable package can be returned and used again in practice
- Material health, transport weight and logistics
- The regulations that apply in the target market
Reuse and refill depend on return systems
Reuse and refill are prominent design and policy directions, but they depend on convenient systems that make repeated use possible. Under the EU regulation’s terms, takeaway businesses must allow customers to bring their own containers by 2027 and offer reusable packaging by 2028. For individuals, reusable food-storage containers can make it easier to carry leftovers or bring a container for takeaway food where a business accepts them. That personal habit is separate from commercial compliance: using a household container does not establish that a food business’s packaging meets applicable food-safety, hygiene or regulatory requirements.
Flexible packaging and intelligent features: areas to watch
The IFT survey indicates that flexible packaging and packaging materials, coatings and films were investment priorities for some respondents planning for 2025. It does not show how much was ultimately invested, how many products changed formats or whether flexible packaging displaced other materials. Any shift also has to account for protection, shelf life and the local ability to recover the package.

IFT also describes intelligent packaging features such as freshness indicators and temperature control, linking them to demand for transparency and traceability. These features are an area to watch, not evidence that they are common in all food packaging. Institute of Food Technologists, “Outlook 2025: Technology Trends”.
What later market data says about materials
Retrospective figures help ground the outlook, but they cover particular regions and years rather than the global packaging market. The European Commission Joint Research Centre estimated that 42.8 million tonnes of packaging were placed on the market in 2024 across 19 EU Member States representing more than 97% of the EU population. In the JRC’s analysis of that same 19-country dataset, plastic packaging grew by 11% in absolute terms from 2011 to 2025. This is not a global trend estimate. The figures also show why a single-material victory narrative would be misleading: packaging volumes and uses remain material-specific, and a tonnage comparison alone says nothing about food protection, reuse, collection or environmental performance per use.
FEVE, the European container-glass industry association, reported that food and beverage glass production in Europe rose 2% in both tonnage and units in 2025, reaching 20.3 million tonnes and 73.3 billion units. FEVE also said around 40% of glass beverage containers were returnable in 2025 and that the EU glass recycling rate was over 80%. These are industry-association figures with European scope, not measures of all packaging or proof that glass is the best option for every product. FEVE, 24 July 2026.

How to judge a packaging choice
For a consumer or business comparing formats, the useful question is not simply which material sounds most sustainable. Compare the package and the system that handles it:
- Start with the food: identify the protection, safety and shelf-life needs. Consider whether changing the package could increase spoilage or food waste.
- Check the local system: confirm that collection and sorting are available where the product is sold, and that the package’s specific material combination can be handled.
- For reuse, test the loop: ask how containers are returned, cleaned and circulated. A reusable design without a workable return system may not deliver repeated use.
- Compare logistics and material health: consider transport weight and handling alongside the package’s composition and intended contact with food.
- Check the applicable rules: identify the target market and the requirements that apply there; EU rules should not be assumed to govern other jurisdictions.
These checks make the trade-offs visible without assuming that one material is universally superior. Packaging performance depends on the product and the collection or reuse infrastructure available where it is used.
