The best published cost figure remains the €10.6 billion reported for the 12-year concession when it was signed in 2024; an August 2026 update describes additional investment but gives no revised total.
What is IRIS²?
IRIS² stands for Infrastructure for Resilience, Interconnectivity and Security by Satellite. The EU describes it as a multi-orbit satellite system intended to provide secure connectivity to Member States and government authorities, while also supporting commercial connectivity for businesses and citizens, including in areas with connectivity gaps.
Its central public purpose is continuity: keeping government and critical operations connected when terrestrial networks are unavailable, disrupted or insufficient. Intended government uses include defence, border control and crisis management. Commercial application areas include aviation, maritime communications and Internet of Things (IoT) networks. The Joint Research Centre also describes work related to 5G non-terrestrial network standards. These are planned capabilities and application areas, not evidence that IRIS² services are already operating.
How much will IRIS² cost?
The European Space Agency (ESA) reported a €10.6 billion cost for the full 12-year concession when the contract was signed in December 2024. That is a contract-era figure, not a confirmed revised programme total for 2026.

On 7 August 2026, the European Union Agency for the Space Programme (EUSPA) said that faster deployment and added defence and security capacity would require further investment. It identified resources from the 2028–2034 EU budget and contributions from Member States and third countries. The same update reported that Poland committed €656 million, Hungary €500 million, and Spain announced investments between €1.6 billion and €2 billion. EUSPA did not publish a revised total programme cost or explain a basis for adding those national figures to the 2024 concession total, so they should not be treated as a new all-in price.
Who is building and operating the system?
The European Commission signed a 12-year concession with SpaceRISE on 16 December 2024 for development, deployment and operation of IRIS². SpaceRISE comprises satellite operators SES, Eutelsat and Hispasat. Its European subcontractors include Thales Alenia Space, OHB, Airbus Defence and Space, Telespazio, Deutsche Telekom, Orange, Hisdesat and Thales SIX.

How many satellites will IRIS² have?
The published baseline configuration is around 290 satellites across three orbital layers, according to the EU Space Policy explainer:

The August 2026 EUSPA update says the constellation is being expanded as part of the reinforced architecture, but does not give a new satellite count. The baseline numbers therefore describe the announced configuration, not a confirmed final count.

When will IRIS² be operational?
The schedule has moved toward earlier services, but the milestones remain plans rather than completed launches or operational results.

European Commissioner for Defence and Space Andrius Kubilius said in 2026 that the reinforced architecture was expected to increase secure governmental capacity within the Union by more than 60%. That is an official projection about the planned system, not a measured result from an operating network.

Is IRIS² Europe’s answer to Starlink?
It is an answer to some of the same connectivity challenges, but the two systems are not currently equivalent consumer products. The European Commission describes Starlink as an available low-Earth-orbit household broadband service, while IRIS² is being developed around secure government connectivity and partner-delivered commercial services.

The Commission’s €50–€90 monthly Starlink range is a policy-page snapshot, not an IRIS² price or a complete comparison of equipment, coverage, speed or service terms. Official sources cited here do not establish an IRIS² consumer price, operational performance trial or user-experience result. It would therefore be premature to claim that IRIS² currently outperforms Starlink on speed, latency or reliability.

Will IRIS² provide satellite internet to consumers?
Commercial connectivity for companies and citizens is part of the programme’s stated ambition, including service in areas with connectivity gaps. However, the planned commercial model is through partners, and the official programme descriptions do not establish a retail IRIS² signup offer, consumer tariff or currently available home internet service. For now, its defining role is a European public secure-connectivity programme with commercial services planned alongside it—not a ready-made household Starlink substitute.
