What Does the Conflict in Ukraine Mean for U.S. Wheat?

The Ukraine conflict affects U.S. wheat through global supply risk and export competition, but domestic crop conditions and buyer demand also matter.

The conflict in Ukraine affects U.S. wheat chiefly through global prices and competition for export customers—not through a simple one-for-one replacement of Ukrainian grain. Black Sea supply and shipping risks can lift world prices, but U.S. crop size, drought, transport, and buyer demand also shape American prices and exports. As of USDA’s September 18, 2026 outlook, the United States is forecast to rank fifth among wheat exporters in 2026/27, with exports at a three-year low.

How the conflict affects U.S. wheat

The main channel is uncertainty over wheat supply and shipping from the Black Sea. Russia and Ukraine together accounted for 28 percent of world wheat exports in marketing year 2020/21, before the invasion. When buyers and traders worry that production or exports from a major supply region may be disrupted, prices and expectations can change across the global market—including for U.S. wheat.

That does not mean every change in U.S. wheat prices is caused by the conflict. Prices also reflect domestic crop conditions, transportation capacity, export demand, available stocks, and the prices offered by competing suppliers. The conflict is one influence within a connected market.

What happened to U.S. wheat prices in 2022?

USDA’s Economic Research Service reported that average U.S. export prices in March 2022 were 78 percent higher year over year for Hard Red Winter wheat and 64 percent higher for Soft Red Winter wheat. Those are export-price comparisons between March 2022 and March 2021—not current prices, and not a measure of how much of the increase the conflict alone caused.

Hard Red Winter and Soft Red Winter wheat competed more directly with Russian and Ukrainian wheat than Hard Red Spring did, helping explain why the price response differed by class. ERS also pointed to already-tight global supplies, U.S. transportation challenges, and dry conditions in major Hard Red Winter growing areas as factors supporting prices.

How the market changed after the initial shock

Prices later retreated from their May 2022 peaks as supply concerns eased. In August 2023, ERS said the end of the Black Sea Grain Initiative and attacks on Ukrainian port infrastructure affected wheat prices, but the moves were relatively small compared with the extreme swings early in the war. U.S. Hard Red Winter export prices remained elevated relative to some competitors in part because of drought in U.S. growing regions.

This contrast matters: a continuing risk to Black Sea shipping does not necessarily recreate the early-2022 price surge. The market response depends on what buyers expect about available supply, shipping routes, and competing exporters at that time.

Why U.S. wheat does not simply replace Ukrainian supply

Wheat buyers compare offers from Russia, Ukraine, the European Union, the United States, Canada, Australia, and Argentina. A buyer’s choice depends on crop availability, price, logistics, and destination-market needs. A shortfall from one exporter can create an opportunity for others, but it does not guarantee that the United States can or will fill it.

USDA’s September 18, 2026 outlook forecasts Russia as the leading wheat exporter and the United States as fifth in 2026/27. It also forecasts U.S. exports at a three-year low, citing limited domestic supplies, drought, and the smallest planted area in its series, which begins in 1919. These are forecasts, not final marketing-year results. The outlook says Black Sea transit complications contribute to higher prices, while strong crops among some importing countries reduce their need for imports.

In a separate July 2025 USDA Foreign Agricultural Service report, Russia and the United States were projected to have higher exports in 2025/26 than previously estimated, while Ukraine’s projected exports were reduced because of a smaller crop. That report also described Russia as the dominant supplier to North Africa and Ukraine’s exports there as recovering from their sharp decline at the beginning of the war. Those dated projections illustrate how trade shares can shift; they should not be confused with USDA’s newer 2026/27 forecast.

What the current outlook means for U.S. producers and trade

USDA’s current outlook captures two forces that can pull in different directions. Complications in Black Sea transit may support world prices, but limited U.S. supplies and drought constrain the amount of wheat available for export. Meanwhile, strong crops in some importing countries can reduce demand for imported wheat. A supportive global price signal therefore does not, by itself, promise higher U.S. export volumes or stronger returns for every U.S. producer.

ERS notes that the United States was historically the world’s leading wheat exporter by volume but has lost that position in recent years. The 2026/27 forecast places it fifth, behind Russia and the European Union. That ranking is a forecast for the specified marketing year, not a statement that U.S. wheat has stopped participating in world trade.

Why grain prices and grocery prices do not move in lockstep

A wheat export price is not the same thing as the price a U.S. household pays for bread, pasta, or another wheat-based product. ERS’s wheat overview summarizes agency analysis finding that wheat-grain prices are more volatile, while prices for wheat-based products are relatively stable over time. A change in commodity wheat prices therefore does not automatically produce an equal or immediate change at the grocery store.

The USDA material cited here does not quantify a current pass-through from conflict-related wheat-price movements to U.S. retail prices. Without current retail data, it would be misleading to assign a specific grocery-price increase to the conflict.

How to interpret the numbers

  • March 2022 export-price increases: 78 percent for Hard Red Winter and 64 percent for Soft Red Winter, each measured year over year against March 2021 by USDA ERS.
  • World trade exposure: Russia and Ukraine together supplied 28 percent of world wheat exports in marketing year 2020/21, according to USDA ERS.
  • Current trade position: the United States is forecast to be the fifth-largest exporter in 2026/27, with exports at a three-year low, in USDA ERS’s September 18, 2026 outlook.
