What you can establish is the structure of the bill: an upfront share purchase or lease payment, a recurring management fee, an hourly charge for flying, a fuel component, and taxes or trip-level extras. Each piece is billed differently, and your real cost depends mostly on how many hours you fly and how long you stay in the program.
What a 2024 price can and cannot tell you
Fractional providers publish how they charge, not what a specific aircraft cost to access in a given year. Flexjet and NetJets pages describe current program structures, and the 10-K filing from Jet.AI Inc. describes the fee categories used by its own fractional program. None of these is an archived 2024 price list, and none supports a market-wide average. Any figure you see quoted as “the 2024 cost” of fractional ownership should be traced to a named proposal from that year, with its assumptions attached.
That means the useful question is not “what was the average price in 2024?” but “what would a written proposal for my trip pattern cost over my contract term, and which parts of that cost are fixed?”
The charges that make up the bill
Most fractional programs combine a capital component with recurring operating charges. The line items below appear in the provider material reviewed; the wording and inclusions differ by company, so compare each proposal against the same list.

1. Share purchase or lease payment
Flexjet describes buying an undivided interest in an aircraft, with the price depending on annual hours and aircraft type. NetJets describes a one-time investment based on aircraft type. This is the largest single cheque in most structures, and it is the item most sensitive to aircraft choice and share size.
A lease is the alternative to buying a share. It avoids the acquisition payment but replaces it with a recurring payment and its own access rules. NetJets says its leases are offered on select aircraft, typically in 25-hour blocks, and its lease page currently states a 36-month minimum. Those are current terms, not terms confirmed for 2024.
2. Monthly management fee
NetJets describes a fixed monthly management fee (MMF) that covers indirect operating costs. In its own words, the fixed MMF “covers indirect operating costs, such as pilot salaries and training, insurance, and hangar space.” Flexjet lists training, insurance, crew provisions, cabin support, trip management, and administration among its indirect costs. This fee is due whether you fly one hour or fifty in a month, so it is the charge that most affects owners who fly less than they planned.
3. Occupied-hour charge
The hourly charge is billed when the aircraft is occupied for a trip. NetJets describes its occupied hourly fee as variable with flight activity and says it covers direct costs such as maintenance, landing fees, cleaning, catering, and part of fuel. Flexjet bills per hour in flight plus two tenths of an hour for taxi, and says its direct expenses include maintenance, standard catering, and engine operation. Because the taxi allowance and the inclusions differ, two hourly rates are not directly comparable until you know what each one covers.

4. Fuel and variable charges
Fuel is handled differently by each provider. Flexjet adds an hourly fuel variable to the base rate, and says that variable changes monthly. NetJets says its variable fuel rate depends on aircraft type and the prior month’s fuel cost. Actual burn also varies with weather, runway conditions, and aircraft performance, so a fuel assumption made in advance can differ from what you are billed. Ask each provider how the fuel formula is calculated, how often it resets, and whether it includes a base-fuel assumption.
5. Taxes, catering and trip extras
Flexjet notes that certain federal taxes may apply. Landing, catering, repositioning and other pass-through charges are handled differently across proposals, and some may sit outside the hourly rate. Read the specific proposal to see what is excluded before you compare totals.
6. Exit: sale-back at contract end
Flexjet says a portion of the share purchase may be sold back at contract end. That is a possibility described in the provider’s program, not a guaranteed resale amount. Timing, valuation method, fees, and conditions are set by the contract, and they should be read before you assume any residual value.

How the two providers’ fee descriptions compare
The table places the two providers’ published descriptions side by side. It describes how each company explains its billing, and it does not show a price comparison.

Flexjet also says provider comparisons should go beyond cost to aircraft age and performance, onboard service and amenities, personalization and flexibility, service area, peak-day availability, and fuel adjustments. Those are provider claims, and they belong in the comparison alongside price.

Jet.AI Inc.’s 2024 Form 10-K describes its own fractional program as involving share payments, a monthly management fee and an occupied hourly fee. That confirms the same three-part structure appears in a second company’s reported program. It does not establish what fractional shares cost across the market in 2024.

Build a comparable five-year estimate
A proposal is only comparable to another when both are priced on the same assumptions. Use this method and fill it in from written quotes, not from published averages.
- Fix the aircraft model and the number of annual hours you will buy, and use the same figures in every proposal you collect.
- Record the upfront share purchase or the total lease payments, plus any financing cost if you borrow for the share.
- Multiply the monthly management fee by the number of months in your contract term, which can be up to 60 months at Flexjet and at least 36 months at NetJets.
- Multiply your expected occupied hours by the hourly rate, including taxi allowance, for each year.
- Add a fuel estimate using the provider’s stated formula, and test it with a higher and a lower fuel price than the one you assume.
- Add taxes and trip-level extras that the proposal does not include in the hourly rate.
- Subtract any sale-back value only if the contract states how it is calculated, its timing, and any fees.
The formula reduces to: upfront share cost (or lease payments) + (monthly fee × months) + (occupied hours × hourly rate) + fuel + taxes and extras − contract-defined sale-back value. Run it at two or three utilization levels. Because the monthly fee is fixed, a low-usage scenario will show a much higher cost per flight hour than a heavy-usage one.
Questions to put in a written proposal
- Which aircraft model and share size does the quote cover, and how many hours per year does it allocate?
- What does the monthly management fee include, and does it change during the contract?
- Is taxi billed, and how much is included in each occupied hour?
- What is the fuel formula, how often does it reset, and what base-fuel assumption does it use?
- Which taxes, landing fees, catering and repositioning costs are excluded from the hourly rate?
- When does the contract end, what notice is required, and how is any sale-back valued, with what fees and on what timetable?
- What access guarantees apply on peak days, and which service area does the program cover?
Tax treatment of a share depends on your jurisdiction and your use of the aircraft. Flexjet’s page says owners may be able to use deductions that apply to a capital asset, but it does not establish that you can claim them. Confirm the position with a qualified tax adviser before you rely on it.

Alternatives such as charter, prepaid jet-card hours, and leasing can cost less than ownership for some travel patterns. NetJets presents its ownership share, lease, and prepaid jet-card hours as separate ways to fund access, and the cheapest option depends on your actual trips and the written terms of each proposal.
