That can mean negotiating or communicating about a player’s contract or transfer, but agents may also represent coaches, clubs, leagues and football associations. The work is governed by licensing rules and a written representation agreement; fees and other requirements depend on the client, transaction and applicable regulations.
What does a football agent do?
FIFA defines a football agent as an individual licensed by FIFA to perform football-agent services on a client’s behalf to conclude a transaction. The definition covers more than arranging a high-profile player transfer: the relevant work may include negotiation, communications relating to a deal, preparation for it, or other related activity. FIFA’s agent FAQ sets out the definition and examples.
Transactions in FIFA’s definition include a player’s employment, registration or deregistration with a club or single-entity league; a coach’s employment; a player’s transfer between clubs; and creating, ending or changing an individual’s employment terms. The client might be a player or coach, but FIFA also identifies clubs, single-entity leagues and member associations as possible clients.
What does a football agent do for a player?
For a player, an agent’s work may relate to employment terms, registration with a club, or a transfer between clubs. Depending on the matter, the agent can negotiate, communicate about the transaction and handle related preparation. The precise services should be set out in the representation agreement rather than assumed from the job title.

An agent is not simply a dealmaker who appears when a transfer is announced. FIFA’s definition ties the services to the purpose of concluding a football transaction, and includes relevant work before and during negotiations. The client may also be a coach or an organisation, so an agent’s duties are not always focused on a player’s move.
How does the agent-client relationship work?
FIFA says an agent may provide football-agent services only after entering into a written representation agreement with the client. FIFA’s FAQ lists these minimum terms:
- The names of the parties
- The duration, if applicable
- The amount of the service fee
- The nature of the services
- The parties’ signatures
FIFA’s parent education materials describe the agreement as the document that establishes the legal relationship, defines the agent’s services and responsibilities, and sets out the client’s obligations. Read the terms carefully before signing so that the work, duration and fee are clear.
For a player or coach, FIFA’s FAQ says a representation agreement may not last longer than two years and cannot renew automatically. Extending the relationship requires a new agreement. Rules for other client types or a particular domestic matter may differ, so check the applicable regulations as well as the contract.

How do football agents get paid?
FIFA describes the client-pays approach as the general rule, subject to conditions and exceptions. Its published service-fee framework uses different categories based on client type and remuneration band; there is no single commission percentage that applies to every agent, client or deal. The applicable fee treatment depends on the representation and current rules. See FIFA’s agent FAQ for its fee framework.
Before agreeing to representation, confirm in writing how the fee is calculated, who is responsible for paying it, what services it covers and when it becomes due. Do not assume that a fee arrangement reported for one transfer or jurisdiction applies to another.

How are football agents licensed and regulated?
FIFA says candidates apply through the FIFA Agent Platform, meet eligibility requirements and, unless exempt, pass the FIFA football-agent exam. FIFA’s licensing information lists an exam lasting 60 minutes, with 20 multiple-choice questions and a 75% pass mark. FIFA says it moved to one exam edition per year beginning in 2025. These are licensing-process details, not measures of agents’ earnings or activity; check FIFA’s current licensing page for application instructions and schedules.
FIFA’s FAQ says only individuals licensed by FIFA may provide football-agent services to clients. For representation agreements without an international dimension, national football-agent regulations apply. As a result, the rules for a domestic matter depend in part on the country and football association involved; consult that association’s current rules rather than assuming FIFA’s international framework answers every local question. FIFA’s national regulations overview can help identify the relevant framework.
On 16 July 2026, FIFA announced that the Court of Justice of the European Union had issued a judgment concerning the FIFA Football Agent Regulations. FIFA said the court confirmed that key elements—including licensing, service-fee caps, multiple-representation restrictions, the client-pays rule and pro-rata payment—can be justified. That is FIFA’s characterization of the judgment; it does not establish the outcome for every country or transaction. For a specific case, check current rules in the relevant jurisdiction.

Representation involving a minor carries additional safeguards. FIFA’s FAQ and parent education materials identify age-related limits and a role for a legal guardian. The relevant age threshold is connected to the law in the territory where the minor may be employed, so one age rule should not be treated as universal. Consult current FIFA guidance, the relevant national association’s rules and local law before an agent approaches or represents a minor.
