China’s central bank has approved Visa’s Beijing entity to prepare to establish a domestic bankcard clearing institution. The decision is a preparation approval—not permission to begin clearing domestic transactions—and it does not change what Visa cards an individual can use in China today.
What China approved
The People’s Bank of China (PBOC) approved Visa Information Technology (Beijing) Co. to prepare for a domestic bankcard clearing institution. Xinhua identifies the company as Visa’s domestic foreign-invested legal entity. The approval concerns the company’s next regulatory steps, not a new consumer card or a change to card acceptance. Xinhua’s report and Visa’s October 13, 2026 announcement describe the decision.

What happens before Visa could begin clearing
The approval starts a multi-stage process. Xinhua says the company has one year to complete preparations; after that, it may apply to open. The PBOC and National Financial Regulatory Administration must approve before a bankcard clearing business license is issued.
- Preparation approval: The PBOC has approved Visa’s application to prepare.
- Preparation: The Beijing company has one year, according to Xinhua, to complete the preparatory work.
- Application to open: Once preparations are complete, the company may apply to open the institution.
- Regulatory approval and license: The PBOC and National Financial Regulatory Administration must approve before a clearing business license is issued.
Visa says it will continue efforts to complete the process and begin operations. Neither the one-year preparation period nor the approval itself is a promised launch date: additional steps and approvals remain.

Could this change how Visa cards work inside China?
Not immediately. The approval does not authorize Visa to start domestic bankcard clearing, and the cited reports do not announce any change to whether a particular Visa card is accepted at a merchant in China. Travelers and residents should not treat the news as confirmation that a card that does not work today will work after this announcement.
If the institution completes the process and receives the required license, it could give Visa a route to clear domestic yuan transactions directly through its own network, as CNA explains. That is a possible future capability, not an outcome already in effect. The reports do not establish a launch date, forecast revenue or market share, or demonstrate a consumer impact.

What Visa means by “more than 40 years”
Visa CEO Ryan McInerney said in the company’s October 13, 2026 announcement: “For more than 40 years, Visa has been an active contributor to China’s dynamic payments landscape.” The statement describes Visa’s history as a contributor to China’s payments landscape. It does not mean Visa has operated a domestic clearing institution in China for 40 years.
