Production can rise, demand can weaken, inventories can fill, or the risk of a supply disruption can recede. Because oil markets price expected future conditions, a change in forecasts can lower benchmark prices before physical production or consumption changes.
There is no single universal “oil price.” Any quoted figure must identify its benchmark, crude grade, location or delivery basis, date or futures contract month, currency and unit, and whether it is a spot assessment, futures trade or official settlement.

Why are oil prices falling?
The central mechanism is a change in the expected balance between supply and demand. If buyers believe available crude will exceed consumption, sellers generally have to accept lower prices to clear the market. Short-run production and consumption respond slowly, so a relatively small change in expected supply, demand or storage conditions can produce a large price move while the market adjusts. The U.S. Energy Information Administration (EIA) explains this balance in its crude-oil price analysis.
Supply grows relative to demand
Prices can decline when producers pump more, previously restrained supply returns, or an outage is restored. More barrels available at a given price create pressure for the market price to fall until consumption increases, production is reduced, exports absorb the surplus or inventories take up the difference.

The effect depends on where the additional crude appears and whether pipelines, ports and refineries can move or process it. A global benchmark can fall even when one local market is tight, while a regional price can weaken more sharply if nearby supply has few alternative outlets.
Demand weakens
Economic slowdowns reduce fuel use in transport and industrial activity. A sudden fall in travel, manufacturing or other oil-intensive activity can remove buyers faster than producers can cut output. In explaining the April 2020 WTI episode, the Commodity Futures Trading Commission (CFTC) cited the unprecedented COVID-19 demand reduction alongside an already oversupplied market: CFTC interim report announcement, November 23, 2020.
Demand expectations can move first. A weaker economic outlook may lower futures prices even before official consumption data show a decline, because traders are valuing the barrels they expect to be bought in coming weeks or months.
Inventories build
Storage connects today’s supply with future consumption. When production exceeds current use, unsold crude can move into tanks or remain in transit. A sustained inventory build is evidence that supply is outpacing consumption at prevailing prices, and it also provides a way to postpone sales. Lower prices can then encourage additional use and discourage marginal production until the balance improves.

Storage is not unlimited or free. Tank capacity, transport availability, insurance and financing affect the price at which it is worthwhile to hold a barrel. If available storage becomes scarce, owners may sell at steep discounts rather than pay to retain crude. Inventory data are also incomplete: EIA notes that oil at sea and less timely information from some countries make the global stock picture uncertain. Its overview of spot markets and crude differentials is available at EIA’s crude-oil spot-price page.
Risk premiums shrink
Oil prices include compensation for the possibility that a disruption will remove supply. A war, storm, damaged pipeline or sanctions threat can add a risk premium even before any barrels are lost. If the threat eases, spare production capacity looks more usable or inventories appear more adequate, that premium can disappear and prices can fall without a corresponding increase in current output.
This is why a headline can move crude markets in either direction. The relevant question is not only what is happening today, but how the news changes the expected probability, size and duration of a future shortfall. EIA discusses the role of spare capacity, inventories and disruption expectations in its spot-price explanation.
Futures-market mechanics amplify particular declines
Trading conditions can magnify a move in one contract. Liquidity may thin as a contract approaches expiration, open interest may remain concentrated, and delivery or storage constraints can become urgent. These forces do not replace the underlying physical supply-and-demand story, but they can make an expiring futures contract behave differently from prices for other delivery months or from broader physical crude assessments.

How is the price of crude oil measured?
Start by identifying what the number represents. A price shown on a financial screen may be a physical-market assessment, an intraday futures trade or an exchange settlement. Those are related measurements, not interchangeable ones.
| Measure | What it represents | Important qualification |
|---|---|---|
| Spot price | An assessment for crude available in the current or near-term physical market. | Actual transactions vary by grade, quality, location, timing and delivery terms. |
| Futures price | The traded price of a standardized contract for a specified future delivery period. | It reflects expectations, contract specifications and market liquidity, and can differ from a contemporaneous physical assessment. |
| Futures settlement | The exchange’s official end-of-session value used for marking positions and, for some contracts, final settlement. | It is not necessarily the last trade and must be labeled with the contract month and date. |
Spot crude prices
A spot quotation describes crude available now or in the near term, but “spot” does not mean every barrel trades at one identical price. Quality, sulfur content, location, freight, taxes and delivery terms create differentials. Crude streams move in an integrated global market, yet persistent regional and quality differences remain.
Futures prices
A futures contract standardizes the grade, quantity, delivery location or settlement method and delivery period. Its price is forward-looking: it incorporates expectations about future supply, demand, inventories, interest and the cost or convenience of carrying crude. A contract can therefore rise while today’s spot assessment is unchanged, or fall because traders expect a later surplus.

West Texas Intermediate is a key U.S. benchmark associated with NYMEX WTI futures and delivery at Cushing, Oklahoma. The contract is physically settled, which closely ties it to the U.S. spot market. Conditions around Cushing—available storage, inbound and outbound pipelines and the ability to take delivery—can have an especially strong effect on the expiring contract. CME describes the contract and its terms at CME Group’s Crude Oil Futures Overview.

Brent
Brent is an international reference benchmark. The ICE Brent Index is calculated from reported and confirmed North Sea cash or forward-market trades and assessments for the relevant delivery month. ICE considers published full-cargo-size trades and assessments; the currently specified full cargo size is 700,000 barrels, a specification that can change and should be checked against the current methodology. ICE Futures Europe uses the index as the final cash settlement price for the expiring front-month Brent futures contract. See the ICE Brent Index methodology and contract page.
What is the difference between Brent and WTI?
| Feature | WTI | Brent |
|---|---|---|
| Primary role | Major U.S. benchmark. | International reference benchmark. |
| Physical connection | NYMEX futures are physically settled with delivery at Cushing, Oklahoma. | The expiring front-month futures contract cash-settles against the ICE Brent Index. |
| Underlying reference | U.S. light, sweet crude delivered under the contract’s specifications. | North Sea cash or forward-market trades and assessments for the delivery month. |
| Why prices can diverge | Cushing storage, pipelines and regional U.S. supply conditions. | North Sea availability, seaborne transport and international regional conditions. |
WTI and Brent often move in the same broad direction because both respond to global oil-market news, but they are not identical measures. A regional supply change, transport constraint or difference in delivery terms can widen or narrow the spread between them.

Before calculating a percentage change or deciding that one market “fell more,” match the measurements. Use this checklist:
The Tool Desk
Outbyte PC Repair FREEClear out junk files and repair common Windows errorsFree Scan →Outbyte Driver Updater FREEScan for outdated or missing drivers - takes under a minuteDriver Scan →- Match the benchmark. Compare WTI with WTI or Brent with Brent unless the purpose is to analyze the spread.
- Match the grade and location basis. A local physical stream may not be comparable with a benchmark delivered somewhere else.
- Match the price type. Do not compare a spot assessment with a futures settlement without labeling the difference.
- Match the date and contract month. A front-month contract nearing expiry can react differently from a later delivery month.
- Match the currency and unit. Most benchmark quotes use U.S. dollars per barrel, but confirm the display rather than assuming it.
- Check the physical context. Look at production, consumption, inventory changes, available storage and transport constraints.
- Separate current facts from expectations. A price move may reflect a forecast or a falling risk premium rather than a measured change in today’s barrels.
A disciplined comparison might therefore say, “The front-month NYMEX WTI settlement fell on a specified date,” rather than simply, “oil fell.” The longer wording identifies what actually moved.

Why did WTI briefly trade below zero in April 2020?
On April 20, 2020, the expiring May NYMEX WTI futures contract settled at −$37.63 per barrel. The CFTC reported that the same contract had been priced at $17.73 per barrel at the start of that day, before the negative settlement. Its interim report identified an oversupplied market, the COVID-19 demand collapse, storage concerns, elevated open interest, declining liquidity and exceptional price moves among the conditions present: CFTC announcement.
The contract was one day from expiry. Traders who could not accept physical delivery at Cushing needed to sell or otherwise close positions, while buyers with storage and delivery capacity were limited. Those contract-specific pressures magnified the broader surplus and storage problem.
This was not proof that every barrel of physical crude worldwide had a negative value. CFTC Commissioner Dan M. Berkovitz noted that the May futures contract diverged from physical-market prices in his May 7, 2020 statement. The precise wording matters: the expiring May 2020 WTI futures contract settled below zero on April 20, 2020. Saying simply that “oil went negative” removes the benchmark, contract and date that explain the event.
How to read an oil-price quote
When you encounter a headline or chart, expand the label before drawing a conclusion. A complete description should answer five questions:
- Which benchmark or crude stream? For example, WTI, Brent or a named physical grade.
- Where is delivery? Location and transport basis can change the value.
- When? State the observation date and, for futures, the delivery month.
- What kind of price? Identify a spot assessment, intraday trade or official settlement.
- What unit and currency? Confirm whether the quote is dollars per barrel or another unit.
Only after those details are aligned should you attribute a decline to supply, demand, inventories or changing risk. A lower price is the market’s current valuation of the specified barrel or contract—not a universal score for all crude oil.
What a falling price does—and does not—tell you
A decline usually signals that the expected balance has shifted toward relatively more supply, less demand or both. Inventory builds can provide evidence of that imbalance while also carrying crude forward in time. Expectations about disruptions, spare capacity and future consumption can move prices before production or use changes.
However, a single daily move cannot establish one cause by itself. To explain a particular decline, identify the exact benchmark and contract, then use dated production, demand, inventory, storage or market-structure evidence. The measurement and the context belong together.
