What Breeze’s Essential Air Service Bids Show—and What Remains Unconfirmed

Breeze held an Ogdensburg EAS contract through September 2026 and appeared in Plattsburgh’s 2024 AEAS proceeding. DOT records cited here do not confirm later Breeze bids or Ogdensburg’s post-contract service.

Breeze Airways held an Essential Air Service (EAS) contract for Ogdensburg, New York, through September 30, 2026, and appeared in a separate 2024 proceeding for Plattsburgh. But the Plattsburgh case was for Alternate Essential Air Service (AEAS), and the U.S. Department of Transportation’s October 2025 report lists Contour—not Breeze—as the AEAS provider there. The public records cited below do not establish whether Breeze submitted later bids or what replaced its Ogdensburg service after the contract ended.

What Essential Air Service contracts was Breeze bidding for?

The public record supports two distinct points, not a broad claim that Breeze was bidding for multiple standard EAS contracts. DOT’s October 2025 community report lists Breeze as the EAS carrier for Ogdensburg. Separately, a DOT order documents Breeze’s participation in a 2024 Plattsburgh proceeding, which concerned AEAS. The later report lists Contour as Plattsburgh’s AEAS provider. DOT’s community reports and the relevant orders distinguish the contract and proceeding types.

Ogdensburg: an EAS contract through September 2026

DOT’s October 2025 report lists Breeze service from Ogdensburg International Airport (OGS) to Washington Dulles and Raleigh-Durham, with seven round trips per week on an Airbus A220 configured with 137 seats. The report gives an annual subsidy rate of $8,860,318 and a contract term of October 1, 2024, through September 30, 2026. That subsidy figure is the rate shown in the dated report, not confirmation of a later or current rate. DOT’s October 2025 EAS report provides the service and contract details.

Plattsburgh: a separate AEAS proceeding

Breeze was among the carriers named in DOT’s 2024 Plattsburgh selection proceeding, but that case was for Alternate Essential Air Service, not a standard EAS award. DOT’s October 2025 report identifies Contour as the AEAS provider at Plattsburgh, with a contract term through September 30, 2027. Did Breeze win the Ogdensburg EAS contract?

DOT’s order establishes that Breeze was selected for the Ogdensburg EAS contract covering October 1, 2024, through September 30, 2026. The Ogdensburg order documents that award and term. It does not establish what carrier or program, if any, provided service after the term ended.

What happened to Breeze’s Ogdensburg service after September 2026?

The records described here do not confirm post-expiration service or a later Breeze bid. DOT’s reports index includes a May 2026 community report, but the service details cited in this article come from the October 2025 report. For a current answer, consult DOT’s latest community report and the Ogdensburg docket for any order covering service after September 30, 2026; neither a new provider nor a continuation by Breeze can be inferred from the earlier contract alone. How does DOT choose an airline for an EAS community?

DOT generally awards EAS contracts for two to four years. As a contract nears its end, the department issues a request for proposals to eligible carriers with scheduled authority and opens a selection proceeding in the community’s regulations.gov docket. Carriers submit sealed, “best and final” bids describing proposed frequency, aircraft size, hub service, and requested subsidy. DOT then seeks the community’s preferences. DOT’s EAS program guidance describes this process.

When comparing actual proposals in a docket, readers can therefore look beyond subsidy amounts to weekly frequency, schedule, aircraft capacity, hub and connection options, reliability, airline relationships, local preferences, and marketing commitments.

Does the October 2026 subsidy threshold change determine Breeze’s eligibility?

No conclusion about Breeze’s eligibility or any specific community’s bid follows from the threshold change alone. DOT says that, effective October 1, 2026, a statutory subsidy-per-passenger threshold for certain communities at least 175 miles from a large or medium hub falls from $1,000 to $850. The rule applies to qualifying communities under the relevant criteria; its effect on a particular community must be checked against that community’s record.
