When electricity prices rise, Bitcoin miners can compare the value of keeping equipment online with the cost of its power—and with any compensation available for reducing load. If curtailing is worth more than the mining revenue sacrificed, an operator may throttle or shut down equipment temporarily. There is no universal electricity-price threshold: the answer changes with mining revenue, machine efficiency, power contracts, program rules, and location.
Start with the operating decision, not a fixed price threshold
A miner’s decision is a comparison for a particular time period: expected mining revenue if equipment runs, less the electricity and other operating costs that can be avoided, versus the value of turning that load down. Curtailment value may include avoided power purchases or credits and other permitted grid-service compensation. Contract terms and program rules determine which benefits actually apply.
Mining revenue changes too. The 2024 ERCOT analysis used average Antminer S19j Pro specifications and an assumed hashprice of $42.75 per petahash per day to estimate an illustrative break-even electricity cost of $58.4 per megawatt-hour for its February 2025 assessment. That is a scenario-specific model—not a current shutdown price for the industry. ERCOT’s analysis explains its assumptions.
A 2026 working paper using Texas market data reports that mining load falls as electricity-sector costs rise, while higher hashprice moderates that response and shifts the implied curtailment threshold upward. It is evidence about a particular market and analysis, not a rule for every facility. Read the working paper.

When curtailing or shutting down can make sense
If the avoidable cost of power is greater than the value of the mining output that would be lost, reducing load may improve the operator’s economics—especially when curtailment also earns credits. Riot Platforms described its own manual approach in its Form 10-Q for the quarter ended June 30, 2026: “We power down operations and return power to the utility when prevailing market electricity prices offer the potential for us to realize power curtailment credits in excess of the Bitcoin Mining revenues we would have otherwise generated.” That describes Riot’s approach, not a universal market rule. The comparison should account for costs and constraints around reducing load and restarting. The available sources establish curtailment as a practice but do not quantify those costs for an individual site; operators need to use their own equipment, staffing, and contract details.

Use demand response where the site qualifies
Demand-response programs can compensate eligible large loads for reducing electricity use under specified conditions. Eligibility, advance notice, metering, performance obligations, and settlement are market-specific, so an operator should check the current rules and contract before treating a potential payment as revenue.
ERCOT announced a voluntary curtailment program for large flexible customers, including bitcoin mining facilities, in December 2022. Its then-president and CEO, Pablo Vegas, said: “These customers are large power users but have the flexibility and willingness to reduce their energy use quickly, if needed.” The statement described the program’s rationale at the time; it does not establish current enrollment or terms. The U.S. Energy Information Administration’s February 2024 account also described miners reducing electricity use when wholesale prices fluctuated and reported that up to 1,530 megawatts of large industrial consumers had enlisted to curtail through an ERCOT program. That is a dated program figure, not a verified current enrollment total. EIA also said it had discontinued its emergency collection of cryptocurrency-mining survey data. Its preliminary estimate that mining used 0.6% to 2.3% of U.S. electricity consumption in 2024 should likewise not be read as a current measurement. See EIA’s account and qualifications.
Review power procurement and market exposure
Power procurement and curtailment can work together. Company filings describe long-term power purchase agreements alongside curtailment and demand-response strategies. The value of those arrangements depends on the actual contract: how prices are set, what happens during high-price periods, and whether and how the operator can reduce consumption. A fixed or contracted supply arrangement should not be assumed to eliminate every form of price or operating risk.

Adjust consumption as conditions change
Software and site controls can help an operator respond to changing market prices and grid conditions by adjusting mining load. Compare efficiency gains with upgrade costs
More efficient ASICs can produce more mining work per unit of electricity, which may improve a fleet’s position when power is expensive. But a purchase decision also has to account for acquisition, deployment, cooling, and financing costs. ERCOT’s S19j Pro example illustrates how machine specifications affect a modeled break-even estimate; it is not a current model ranking or a payback analysis. The available evidence does not establish a guaranteed return from upgrading.
Consider energy source and location as longer-term choices
For some operators, site economics depend on access to lower-cost or otherwise constrained energy. EIA notes that mining facilities may locate near low-cost or stranded sources, including waste methane that might otherwise be flared, or connect directly to a power source. Siting can change the economics of power exposure, but it is a longer-term decision—not an immediate option for every miner. EIA discusses these facility and energy-source considerations.
A practical checklist for comparing options
- Net economics: Compare expected mining revenue and avoidable power and operating costs with curtailment credits, avoided consumption, or other permitted grid-service compensation.
- Equipment and flexibility: Check machine efficiency, which loads can be throttled or stopped, and whether site controls can respond in time.
- Contracts and rules: Verify power-purchase terms, program eligibility, notice and performance requirements, and how compensation is settled.
- Time horizon and location: A short-lived price spike may call for a different response from persistently high costs; electricity markets and program rules vary by region.
Because those conditions differ by facility and change over time, neither a single electricity price nor a company’s example can determine when another miner should shut down. The decision has to be made against the operator’s own revenue outlook, equipment, contracts, and available alternatives.
