On Oct. 2, 2025, Treasury Secretary Scott Bessent said soybean farmers should expect news the following Tuesday about substantial support. That was a forecast of an announcement, not a description of a finished program. USDA later announced $12 billion in bridge support, including a soybean payment rate of $30.88 per eligible acre under the Farmer Bridge Assistance program. The application period has since closed.
What did Bessent say about soybean farmers?
Speaking to CNBC on Oct. 2, 2025, Bessent said farmers—especially soybean growers—should expect an announcement the following Tuesday. Axios reported his words: “You should expect some news on Tuesday on substantial support for our farmers, especially the soybean farmers — they have had President Trump’s back and we have their back.” Reuters separately reported his shorter remark, “We’ve got their backs.”
The comments came as U.S. farmers faced a record crop and lower prices while Chinese buyers had not bought soybeans from the new U.S. autumn harvest amid the U.S.-China trade dispute, according to Reuters on Oct. 2 and the Associated Press on Oct. 3, 2025. The remarks set an expectation of government support; they did not establish an amount, eligibility rules, payment rate, or application process.
What aid did USDA later announce?
USDA announced a $12 billion bridge package on Dec. 8, 2025, in a release reported Dec. 10. The package was split between a large program for eligible farmers and a separate reserve for other commodities:

USDA’s Farm Service Agency set the soybean FBA rate at $30.88 per eligible acre in its Dec. 31, 2025 rate release. That is a program rate—not a promise that every soybean grower received $30.88 for every acre farmed. Payment depended on eligible reported 2025 planted acreage and program rules, including applicable limits.
Who could apply, and is the program still open?
FBA payments were tied to eligible 2025 planted acres reported under the program, rather than being a universal payment to all farms growing soybeans. The per-acre rate therefore has to be read alongside a producer’s reported acreage and eligibility under USDA’s rules.

The FSA program page listed the application deadline as Apr. 17, 2026; that period had closed as of Oct. 8, 2026. A grower who submitted an application should use FSA’s program information or contact their local FSA office for case-specific status and payment questions. The published rate alone does not determine an individual farm’s final payment.
Did China resume buying U.S. soybeans?
USDA’s Foreign Agricultural Service reported on Sept. 4, 2026, that China continued U.S. soybean purchases under the Busan agreement. Export Sales data through Aug. 13 showed 5.7 million metric tons of new-crop U.S. soybeans purchased for delivery in marketing year 2026/27, along with 3.8 million metric tons sold to “Unknown Destinations.” USDA said the unknown-destination category can indicate purchases by Chinese state-owned enterprises, but those bookings are not confirmed Chinese imports or a final import total.

The same USDA report said China’s 10% retaliatory tariff led commercial buyers to rely on South American origins. It also reported that Brazil shipped record volumes to China from June through August 2026. Thus, resumed U.S. bookings did not mean the trade dispute had stopped affecting commercial sourcing or that U.S. suppliers had regained all the demand they had lost.
Why did China’s buying matter so much to U.S. soybean farmers?
China had bought about 25% of American soybeans in recent years, according to the Associated Press in 2025. That concentration made a pause in Chinese purchases consequential for an export-oriented crop, particularly when the United States was bringing a large harvest to market and prices were lower.

The dependence ran both ways: soybean exports are a major agricultural trade, but buyers can shift origins. For scale, the American Soybean Association figures cited by AP put U.S. soybean sales at $60.7 billion, or nearly 4.3 billion bushels, in marketing year 2022–23; just over half were exported. Separately, AP’s January 2026 report cited World Bank data showing that, in the prior year, more than 70% of China’s soybean imports came from Brazil and 21% from the United States. Those are historical shares, not a statement of China’s 2026 sourcing mix.

A per-acre bridge payment can provide temporary cash support to an eligible farm, but it is not the same as a stronger market price or a durable export market. The USDA program figures establish the announced rate and framework; they do not establish how much FBA changed soybean farms’ net income, planting decisions, or the national crop price.
