A hybrid airline is a carrier that combines some features of low-cost airlines, such as lower starting fares and cost discipline, with some features of full-service airlines, such as included seats, drinks, or checked bags. The label has no universal regulatory definition, so it describes a business model rather than a guaranteed bundle of services. Two airlines that both call themselves hybrid can sell very different tickets, which means the fare conditions for your specific trip matter more than the label.
What the term means
“Hybrid” is a descriptive label, not a legal category. The OECD, in its 2014 report Airline Competition, describes airline business models as a spectrum rather than a set of fixed boxes. It notes a view that “there is now a continuum of different business models in play rather than a simple categorization by discrete groups,” and it reports a research classification that separates hybrid carriers with stronger low-cost characteristics from hybrids with stronger full-service characteristics.
That spectrum explains why two hybrids can look nothing alike. One may sit closer to a budget carrier that adds paid extras; another may sit closer to a traditional airline that keeps a few low-cost habits, such as lower fares on certain routes or tighter operating costs. The useful question is not “Is this airline hybrid?” but “Which features does this airline include, and which does it sell separately?”
How the hybrid model works
Hybrid carriers make four broad choices. Each one can be combined differently.

Lower base fares with paid add-ons
The most common approach is to advertise a low starting fare and charge separately for selected services. Allegiant Travel Company’s 2025 Form 10-K says it separates base airfare from “baggage fees, advance seat assignments, travel protection, change fees, priority boarding, and food and beverage purchases,” which it says lets it lower airfares and target leisure travelers who want to buy only the conveniences they value. The European Commission’s glossary describes low-cost carriers in similar terms: they reduce operating expenses, offer lower basic fares, and commonly charge extra for food, baggage, priority boarding, or seat selection.
Services included in the fare
Some hybrids do the reverse of a pure budget carrier and include items that others sell. Skymark Airlines describes its proposition as combining “the high-quality service of a full-service carrier (FSC) with the affordable fares of a low-cost carrier (LCC).” In its FY2026 investor-relations description, it lists seat selection, beverages, free checked baggage up to 20 kg total, and 31-inch seat pitch as part of that concept. These are Skymark’s stated features, not a template for every hybrid, and its ticket conditions still depend on the fare purchased.

Network and customer focus
A hybrid can also be defined by where it flies and whom it serves. Allegiant describes a leisure focus, service to underserved smaller and medium-sized markets, nonstop flights, variable schedules, and direct sales. It presents these as deliberate departures from a “traditional airline approach.” Those characteristics belong to Allegiant, not to the hybrid label in general.
Revenue beyond the base ticket
Ancillary revenue is central to many of these models. Volaris lists baggage, seat selection, sports equipment, subscriptions, travel insurance, hotels, rental cars, and airport parking among its non-ticket revenue sources. For readers, the practical point is that the ticket price is only one layer of what a trip can cost.

The revenue figures come from different companies, use different reporting definitions, and measure different units (per passenger versus per passenger flight segment). They should not be read as a ranking.

What to check before you book
Use the following sequence on any hybrid or low-cost ticket. It works whether the airline calls itself hybrid or not.
- Price the whole trip. Add the bag, seat, and any other service you expect to use. The cheapest headline fare can cost more than a fuller fare once these are added.
- Confirm the baggage allowance for your exact route and fare. Do not assume a bag is included because another airline includes one. Skymark’s free allowance of up to 20 kg total is specific to Skymark’s stated terms.
- Check seat choice and onboard items. Confirm whether seat selection, drinks, food, and priority boarding are included or sold separately on your fare.
- Review the schedule and connections. Check whether the flight is nonstop, how often it operates, and whether your itinerary includes a connection. Allegiant’s all-nonstop, variable-schedule approach is its own choice, not a hybrid standard.
- Read the change and protection terms. Find the change fees and any travel protection or insurance before paying. Volaris reports offering third-party trip interruption insurance through its website, and availability and terms vary.
If you plan to carry a bag close to a weight limit, weigh it at home before you reach the airport. Baggage rules and fees are set by the airline and can change, so check them again close to travel.

Reading the disclosed figures
Company-reported numbers are useful for understanding how much revenue a model draws from extras, but they do not show what a typical passenger pays. Allegiant’s $76.35 is a per-passenger figure for 2025 covering ancillary items. Volaris’s approximately US$54.96 is an average per passenger flight segment in 2025. Neither figure tells you what a specific ticket will cost, and neither should be compared directly with the other.
What the available evidence does not establish
- No universal definition. There is no regulatory standard that tells you which services a hybrid must include.
- No market count. The OECD material and company disclosures do not provide a figure for how many hybrid airlines exist or what share of the market they hold. Do not assume a prevalence level.
- No complete roster. The carriers named here illustrate different approaches; they are not a full list of hybrids.
- Terms change. Baggage policies, routes, fares, and ancillary options can change after the disclosures cited here, so verify the airline’s current terms before you book.
Bottom line for travelers
A hybrid airline mixes low-cost fare structures with some full-service inclusions, but the mix differs from one carrier to the next. The label tells you how an airline positions itself, not what your ticket includes. Compare the complete price, baggage, seat, schedule, and change terms for your own itinerary, and treat any single airline’s inclusions as specific to that airline.
