The new deadline is May 2029, according to the City of Melville—not a promise that construction will start then or that the redevelopment will be finished by then. Retailers had mixed views: one long-serving centre worker feared further delay would worsen the centre’s condition and vacancies, while chocolatier John Walker was more concerned about the disruption construction could cause to current businesses.
What changed in the planning approval?
PerthNow reported on 23 January 2025 that Scentre Group had requested more time, with the original substantial-commencement deadline due in February 2025. That report described the request as an extension to 2029. The Western Australian Planning Commission (WAPC) later approved the amendment on 15 May 2025. The state planning register says it extends the period for substantial commencement by four years and makes no other changes to the approved development. The WAPC planning register lists the application value as $792 million. City of Melville meeting material gives the revised substantial-commencement deadline as May 2029.
Substantial commencement is a planning milestone, not a completion date. The available records do not give a confirmed construction start or finish date. The City material also says significant works had not commenced as of its reporting point; that statement is not a real-time update on work after that point.
Why did Scentre Group seek the extension?
The applicant attributed the delay to labour shortages, supply-chain problems and uncertainty about cost and delivery. In its application, prepared by consultant planner Urbis, it said: “Builders and key trades continue to confront labour shortages and supply chain issues which is generating significant cost and delivery uncertainty.” The WAPC agenda also records the applicant’s explanation that it needed time to progress and resolve pre-development work and avoid the approval potentially lapsing. These are the proponent’s stated reasons, not an independent finding about the causes of delay.

A Scentre Group spokesperson told PerthNow the request would “enable further planning” and said the development opportunity remained part of the company’s investment pipeline. Later coverage in The West Australian reported the company saying the project was not on the backburner while it focused on a more immediate Bondi Junction redevelopment opportunity. That reporting did not provide a Booragoon construction date.
What did local retailers say about the delay?
A long-serving worker worried about further deterioration
An unnamed employee told PerthNow they had worked for 17 years in outlets at the centre, including a business they owned and operated. They worried that empty shops and the centre’s condition were making it harder to draw customers and attract businesses, and questioned whether another extension might follow. The worker said customers asked, “where is the post office or the florist or the butcher?” Their description of vacancies and the centre being run down is their account, not an independently audited measure of occupancy or condition.

John Walker focused on construction disruption
John Walker, founder of John Walker Chocolatier, was less troubled by postponement. He described major and minor shopping-centre developments as difficult for retailers, saying: “I’ve been in shopping centres for over 40 odd years and when they do major or minor developments it’s a nightmare, so I’m not too upset with it.” Walker said traffic flow can drop by 30–50 per cent during development, with sales falling accordingly. That figure is his estimate from experience, not a published study or a measurement of the impact on every retailer.
Walker said he had seen four developments at Garden City and had been there since 1987. He hoped the food court would be improved and worried that simply adding retailers could create duplication. His view highlights a practical trade-off: an upgrade may address concerns about the existing centre, but the construction period can make trading harder for businesses already there.

How large is the proposed redevelopment?
PerthNow’s January 2025 report described the approved plan as a $792 million redevelopment with 72,500 square metres of additional shopping space. It said the centre would total 114,620 square metres if the proposal were completed, comparing that projected figure with Karrinyup’s reported 114,000 square metres. These are figures for the proposal and a hypothetical completed centre, not its current floor area.

The WAPC agenda summarized both support for the extension and opposition to waiting longer. Some submissions pointed to economic conditions, underuse or anticipated community benefits from redevelopment. Another theme was that an upgrade was long overdue and that four more years was too long. These are qualitative themes from submissions, not a representative survey or a count of retailer opinion.

The applicant also told the WAPC that it continued investing in common mall works to maintain the centre as an attractive place to shop. That statement describes the proponent’s response; it does not establish a construction timetable for the redevelopment.
