Water began flowing after a new section of Enbridge’s Line 5 reroute was installed beneath the Marengo River in northern Wisconsin on September 26, 2026. But the Wisconsin Department of Natural Resources (DNR) had not determined whether an aquifer breach caused the release, according to an agency spokesperson quoted by Civic Media on October 5. The cause and any groundwater effects remained under investigation.
What happened near the Marengo River?
Contemporaneous reporting places the event on September 26, 2026, during construction of the Line 5 reroute. Enbridge spokesperson Juli Kellner told ICT, “A flow of water was observed following the direct installation of pipe beneath the Marengo River.” Kellner said the DNR was notified and agency representatives visited the site. Civic Media and ICT reported on the event.
That sequence establishes an observed water flow after pipe installation; it does not, by itself, establish where the water came from or whether an aquifer was breached. On October 5, a DNR spokesperson told Civic Media: “The site hydrology is complex, and at this time, it is unknown if this event is caused by an aquifer breach.”
What Enbridge and the DNR have said
Enbridge’s account
Enbridge said the flow was being monitored, contained, and managed. The company also reported no flooding and no impacts to drinking-water wells or waterbodies. Those are company-reported conditions, not an independent DNR finding that no impacts occurred.

The DNR’s account
The DNR said the source was undetermined and that groundwater monitoring wells were planned to help characterize subsurface hydrology and assess whether groundwater was adversely affected. Results from those planned wells were not available in the cited reporting. The DNR’s quoted uncertainty is why “aquifer breach” should be treated as an unconfirmed characterization, not an established cause.
What the reported flow rate comparison means
A DNR spokesperson told Civic Media the measured flow was approximately 5% of rates measured in confirmed aquifer-breach events on similar projects in other states. This is a relative comparison only: the account gave neither an absolute flow rate nor the underlying measurements. It does not identify the source of the Marengo River flow or establish whether groundwater was affected.

Why Line 5 construction is taking place there
Wisconsin DNR describes the relocation as a proposed 41-mile segment of new 30-inch pipe through Ashland, Bayfield, and Iron counties, intended to route Line 5 around the Bad River Reservation. The DNR oversees environmental permits; the Pipeline and Hazardous Materials Safety Administration (PHMSA) oversees pipeline safety, and the U.S. Army Corps of Engineers (USACE) has a separate role in permits involving federal waters. The DNR says independent environmental monitors and regular inspections are part of its project monitoring approach. Wisconsin DNR’s Line 5 project page describes the project and agency roles.
The DNR project page also notes that permit and environmental-impact issues are subject to active litigation. The reporting reviewed does not establish that this groundwater event has resulted in an enforcement action or changed project permits.

A December 2022 Enbridge response in the USACE project file described the company’s review of public aquifer and well records, geological and hydrological context, and construction depths. Enbridge said its route assessment found no areas with a high likelihood of artesian conditions and limited areas ranked moderate. That was a historical company assessment in the permitting record; it does not determine what caused the 2026 flow.
What remains unknown
- The source and mechanism of the flow, including whether it involved an aquifer.
- The absolute flow rate, total volume, and duration.
- Results from the planned groundwater-monitoring wells and any measured changes in groundwater level or quality.
- Whether wetlands, drinking-water wells, or waterbodies were affected.
ICT also quoted John Petoskey, an Earthjustice attorney representing the Bad River Band, criticizing the response and urging DNR enforcement. That is a stakeholder’s position, not a regulator’s finding about the cause or the status of a permit.

How to read updates on the incident
For now, keep three distinctions in view: water flow was observed, but an aquifer breach was not confirmed by the DNR account dated October 5; Enbridge reported containment and no impacts, while the agency said it was still investigating; and the 5% figure compares rates without giving an absolute rate. A later DNR determination or monitoring results could clarify the cause and any effects.
