Washington’s New EV Rebate Is Expected in Early 2027: What Low-Income Residents Need to Know

Washington expects to launch a new EV instant rebate program in early 2027 for eligible individuals, but the rebate amount, application process and vehicle rules have not yet been published.

Washington’s new electric-vehicle instant rebate program is expected to begin in early 2027, but applications are not yet open and the final rebate amounts and rules have not been published in the reviewed official sources. State law limits eligibility to individuals who meet the statutory definition of “vulnerable populations”; it does not set out a specific income ceiling for this program.

What Washington’s new EV rebate will do

Washington law directs the Department of Commerce, working with the Interagency Electric Vehicle Coordinating Council, to develop and implement a program of instant rebates that reduce the cost of buying or leasing electric vehicles. Implementation depends on funding being appropriated for that purpose. The legal framework is in RCW 43.330.615.

The law says: “Only individuals meeting the definition of vulnerable populations in RCW 70A.02.010 are eligible to receive instant rebates under the program.” Commerce’s clean transportation funding overview says the Legislature established an ongoing funding source in 2026 and that the agency expects the new program to begin in early 2027.

Who qualifies for the Washington EV rebate for low-income residents?

The statute makes eligibility depend on meeting the “vulnerable populations” definition in RCW 70A.02.010. The reviewed program overview and statute do not provide a separate income cutoff or explain how applicants will document eligibility. In particular, the 300%-of-federal-poverty threshold used by the 2024 rebate program is not stated as a rule for the upcoming program.

What funding is listed—and what it does not tell you

Commerce lists a $5,000,000 appropriation in the transportation budget and Electric Vehicle Account for a “Used EV Instant Rebate Program.” That is a program-level funding figure, not an announced rebate amount per person or vehicle. The reviewed overview does not establish whether this is the entire budget for the new program or only a specified component.

The statute describes rebates that reduce purchase or lease costs for electric vehicles broadly, while Commerce’s funding page specifically names a used-EV program appropriation. The available sources do not establish the final vehicle scope, so the funding label alone is not proof that new EVs will be excluded.

What is still unknown about the new program

As of the current Commerce overview, the expected launch window is early 2027. The reviewed official sources do not state an exact opening date or provide application instructions. They also do not specify:

  • the rebate amount for an individual purchase or lease, or whether amounts will vary;
  • which vehicle models qualify, any vehicle price limits, or eligible purchase and lease terms;
  • how Commerce or participating sellers will verify vulnerable-population eligibility; or
  • whether rebates will be available for both new and used vehicles under the final program rules.

Until Commerce publishes those details, shoppers should treat the program’s timing as an expectation rather than a confirmed application date, and should not rely on an assumed rebate amount when budgeting for a vehicle.

How the 2024 Washington rebate differs

Commerce’s August 1, 2024 announcement described a separate, earlier program for Washington residents with income up to 300% of the federal poverty level. Its transaction-time rebates through participating dealers were:

2024 program transaction Historical rebate amount
New EV lease of at least three years $9,000
New EV purchase or two- or three-year lease $5,000
Used EV purchase or lease $2,500

Those figures and requirements describe the 2024 program only. Commerce has not confirmed them as benefits or rules for the program expected in 2027. The historical announcement is available at Commerce’s 2024 program page.
