Lawmakers and regulators were weighing how to address risks such as scams, election misinformation and child safety without slowing innovation—a debate with direct relevance to people who rely on digital services and financial information.
Why did Washington turn its attention to AI?
ChatGPT’s explosive adoption made AI feel urgent to policymakers: products were reaching the public quickly, while concerns were growing about child safety, election misinformation and scams. For personal-finance readers, the concern about scams matters because deceptive or misleading content can affect how people assess offers and information online. The April 8, 2023, Washington Post report by Cat Zakrzewski describes the policy response at that moment, not the law or agency policy in force today.
There was also a recent precedent lawmakers did not want to repeat. Congress had held years of hearings about social media without passing a comprehensive technology law. Sen. Chris Murphy warned against relying on companies to regulate themselves: “We made a mistake by trusting the technology industry to self-police social media. I just can’t believe that we are on the precipice of making the same mistake.”
What safeguards were lawmakers and regulators discussing?
Some lawmakers, including Rep. Ted Lieu and Rep. Mike Gallagher, favored enforceable guardrails that could coexist with innovation. Lieu put the challenge plainly: “AI is going to remake society in profound ways, and we are not ready for that.” The debate included whether safety evaluations should be mandatory rather than left to voluntary company practices, and whether oversight should come through existing agencies, new legislation or a federal commission.

President Joe Biden told advisers that AI companies had a responsibility to “make sure their products are safe before making them public.” The Federal Trade Commission warned businesses against exaggerating what their AI systems could do and against failing to evaluate risks. These were warnings and policy discussions reported in April 2023; the report does not establish that a particular safeguard was enacted.
Were technology companies asking for regulation?
Representatives from OpenAI, Microsoft, Google, Palantir and Scale AI engaged with lawmakers. Their arguments emphasized innovation, competition and federal investment. That does not amount to a single shared position on the details of regulation: the report captures companies seeking to influence the policy conversation, not a unified industry blueprint.

The tension was between maintaining the pace of deployment and taking precautions, and between promoting U.S. competitiveness—particularly in relation to China—and limiting harmful uses. The broader question was whether companies should be expected to police themselves or face mandatory requirements, and whether Congress, existing agencies or a new body should set and enforce them.
Who wanted an AI pause?
Technology critics Tristan Harris and Aza Raskin urged a moratorium or pause, arguing that institutions needed time to respond before AI became embedded in society. Harris contrasted the speed of AI’s spread with social media’s earlier growth: “By the time lawmakers began attempting to regulate social media, it was already deeply enmeshed with our economy, politics, media and culture. AI is likely to become enmeshed much more quickly, and by confronting the issue now, before it’s too late, we can harness the power of this technology and update our institutions.”

Not every critic welcomed political enthusiasm about AI. AI researcher Timnit Gebru cautioned against amplifying inflated claims: “Please do not spread misinformation. Our job countering the hype is hard enough without politicians jumping in on the bandwagon.” Her comment underscored that disagreement was not only about how quickly to deploy AI, but also about how to describe its capabilities and risks accurately.

What this April 2023 debate does—and does not—tell you
The report documents the early U.S. political reaction to generative AI: companies made their case for innovation and federal support, critics urged a pause, and lawmakers and regulators raised the prospect of enforceable safeguards. It is a historical snapshot of proposals, meetings and warnings. On its own, it does not show which proposals later became law, what agencies subsequently did, or what any company’s current policies are.
