For personnel, Vodafone said costs would be reduced through savings and relocation involving around 2,000 positions. Contemporary headlines often shortened this to “2,000 jobs,” but the company’s wording does not mean every affected role was necessarily a dismissal.

How the cost-cutting plan was supposed to work
Organizational changes and automation
Vodafone said it would remove complex structures and automate manual activities. It linked automation to the planned reduction and relocation of roles, but did not provide a detailed breakdown showing how many positions would be affected by each measure.

IT, network and operating costs
The company also cited lower material and operating costs and modernization of network elements and IT systems. Reuters reported that a large part of the anticipated savings was expected to come from switching off or updating legacy IT structures. That is a description of the expected mechanism, not an audited accounting of savings achieved.
Areas slated for investment
The programme was not described solely as a cost-cutting exercise. Vodafone said it would strengthen investment in networks, customer experience, customer reachability and advertising, as well as cloud and IoT. It also said it would reinforce cloud and IoT expertise and customer-facing positions, especially in its corporate-customer business.

How the German plan fits Vodafone Group’s wider reductions
Vodafone Germany’s roughly 2,000 roles and €400 million target are specific to the country programme. They should not be combined with the separate group-wide restructuring figures to imply German outcomes.
