The Vodafone UK–Three UK merger completed on 31 May 2025. It created VodafoneThree, but Vodafone and Three have not instantly become one consumer brand. Existing customers generally do not need to change provider, SIM or handset simply because of the merger.
The biggest practical change is happening behind the scenes: the two networks are being integrated so eligible Vodafone and Three customers can access more shared radio infrastructure. That could improve coverage, capacity and 5G availability in some places, but it is not a guarantee of faster service at every address. Prices are not universally frozen either: selected tariffs and data plans have time-limited protections under the merger remedies.

The short answer
- The legal merger is complete: Vodafone UK and Three UK combined on 31 May 2025.
- The brands remain separate: Vodafone and Three continue to sell their own contracts, SIMs and services.
- The main customer benefit is network integration: shared infrastructure may improve coverage and capacity in supported areas.
- You do not normally need to act: there is no blanket requirement to switch SIM, change number or buy a new phone.
- Price protection is limited: selected tariffs and data plans are protected for three years, not every plan indefinitely.
- Roaming remains plan-specific: the merger does not automatically give Vodafone and Three customers identical overseas allowances.
Whether the merger is good for you depends mainly on your local coverage, tariff, handset, roaming needs and the terms available when your contract ends.

Vodafone and Three remain separate customer-facing brands. Vodafone customers still deal with Vodafone, and Three customers still deal with Three unless their provider separately tells them otherwise. VodafoneThree has described this as a multi-brand strategy, so the merger should not be interpreted as an immediate rebrand or as proof that Three tariffs will disappear.
This is also separate from Vodafone’s later plan to acquire CK Hutchison’s remaining 49% interest in VodafoneThree. That proposed ownership transaction is not the same thing as the original UK operating merger. Vodafone’s announcement said it required approval under the National Security and Investment Act and was expected to complete in the second half of 2026. It should not be described as completed without a later confirmed announcement. See Vodafone’s ownership announcement.
Merger timeline
| Date | What happened |
|---|---|
| 2023 | Vodafone and CK Hutchison announced plans to combine Vodafone UK and Three UK. |
| December 2024 | The Competition and Markets Authority cleared the merger subject to legally binding commitments. |
| March 2025 | Final undertakings and safeguards were established. |
| 31 May 2025 | The Vodafone UK–Three UK merger legally completed and VodafoneThree was created. |
| 2025–2026 | Network integration and shared-access changes have continued to roll out. |
| 2026 | Vodafone separately announced its intention to acquire CK Hutchison’s remaining 49% stake, subject to approval and completion. |
The distinction matters because a headline saying “Vodafone and Three complete the merger” refers to the May 2025 legal completion, not necessarily to the later ownership transaction or to the completion of every network-integration project.

You usually do not need to change anything
There is no general requirement to change your number, replace a working SIM, move to the other brand or buy a new handset because of the merger. If your service is working and your contract suits you, staying put is a reasonable default.
Network improvements may be delivered automatically where your handset, SIM, account and local network configuration are eligible. However, the result can vary by postcode, handset model, mast, indoor environment and the stage of local integration. Some customers may see an improvement; others may notice little or nothing.
The network can change while the brand does not
VodafoneThree is integrating the former networks using a form of network sharing called Multi-Operator Core Network, or MOCN. In simple terms, the radio equipment and spectrum serving an area can be shared more efficiently, while the customer remains a Vodafone or Three customer.
Vodafone explains that the rollout provides access to shared 4G and 5G Non-Standalone services in supported areas. The phone can select a viable shared radio connection rather than being restricted to the infrastructure historically associated with its brand. That does not mean every customer receives identical service or every commercial feature.
VodafoneThree has reported that its integration could improve coverage for up to 28.6 million customers and address up to 16,500 square kilometres of former mobile “not spots”. Those are company-reported figures, not independent measurements or a guarantee for every postcode. Ofcom has separately reported network-roaming changes and observed faster speeds and expanded coverage following the merger, while cautioning that outcomes vary by location. Relevant sources include VodafoneThree’s network announcement, Vodafone’s MOCN explanation and Ofcom’s connectivity report.

Could coverage and speeds improve?
Potentially, but “better coverage” and “faster speeds” are not the same thing.
- Coverage means whether your phone can connect to a usable mobile signal.
- Signal strength describes how strong that radio connection is at your location.
- Capacity describes how many users a site can serve without becoming congested.
- Speed depends on coverage, signal quality, capacity, spectrum, backhaul, your tariff, your handset and current demand.
- 5G availability does not guarantee consistently high speeds or 5G Standalone service.
A combined network can use more sites, spectrum and coordinated radio equipment. That should increase the chance of finding a usable nearby connection and may relieve congestion in some areas. It cannot overcome every building’s walls, a heavily loaded mast, limited backhaul or a tariff speed cap.
VodafoneThree has announced an investment programme of more than £11 billion over ten years. Separately, the CMA’s binding remedy describes an eight-year network investment and integration commitment. These are different time horizons: the first is the company’s broader investment ambition, while the second is the regulatory commitment attached to merger clearance. They should not be treated as one identical figure and deadline.

Will your mobile bill rise?
The accurate answer is: some selected tariffs and data plans have time-limited protection, but there is no universal three-year price freeze.
The CMA identified a risk that the merger could reduce competition and create incentives for higher prices or less generous allowances. Its remedies therefore include protections for specified retail tariffs and data plans for three years. The protections are targeted. They do not automatically cover every Vodafone, Three, SMARTY, VOXI or other related product, and they are not permanent.
Before assuming your price is protected, check:
- Whether your exact tariff is one of the specified protected plans.
- Whether the protection covers the headline price, data allowance, other contract terms, or a combination.
- Whether it applies to existing customers, new customers or both.
- Whether an annual inflation-linked increase is allowed by your contract.
- Whether handset repayments, insurance, add-ons and airtime are treated separately.
- What happens when the three-year protection period ends.
The CMA has estimated that the protections could prevent price rises and save UK consumers up to £216 million a year. That is a regulator’s estimate of the overall consumer benefit, not a guaranteed saving for each subscriber. Details of the safeguards are set out in the CMA’s explanation of the investigation and its clearance announcement.
What happens to Three’s low-price reputation?
Three has traditionally competed strongly on price and large data allowances. The merger reduces the number of UK national mobile network operators from four to three, so it also removes one source of structural competition.

That creates a trade-off. A larger combined operator may have more money and spectrum to invest in coverage, capacity and 5G. But fewer independent network operators can mean less pressure to keep prices low or improve allowances over the longer term, especially after the targeted safeguards expire.

The merger does not automatically mean Three deals vanish. VodafoneThree has said it intends to retain a multi-brand approach. The practical question for customers will be whether Three continues to offer a sufficiently distinct proposition and whether independent MVNOs continue to exert price pressure.
What does it mean for MVNO customers?
Mobile virtual network operators, or MVNOs, sell mobile services while renting access to another company’s network. Examples connected with Vodafone or Three infrastructure include brands such as iD Mobile, SMARTY, VOXI, Lebara and Lyca, although the exact host arrangement can vary.
The CMA required certain wholesale prices and contract terms to be set for three years. This is intended to protect MVNOs and competition during the early integration period, which can indirectly benefit their customers. It does not mean every MVNO customer receives the same network access as a direct VodafoneThree subscriber.

- Whether 5G, VoLTE, Wi-Fi calling or 5G Standalone is included.

- Roaming destinations, fair-use limits and customer-support arrangements.
A better underlying network can improve an MVNO’s potential service, but the MVNO’s wholesale agreement and retail policy determine what you actually receive.
Does the merger change roaming?
Not automatically. UK domestic network sharing and international roaming are separate issues.
Vodafone and Three may continue to offer different roaming destinations, fair-use limits, speeds, business terms and charges. A Three customer should not assume they now receive Vodafone’s roaming terms, and a Vodafone customer should not assume they receive Three’s historic roaming proposition. MVNO roaming terms can differ again.
Before travelling, check the exact roaming section of your tariff for the destination country, included data, call and text allowances, fair-use restrictions and charges outside the allowance. Do not rely on the fact that both brands now sit within VodafoneThree.

Do you need a new phone or SIM?
Usually no. A merger alone is not evidence that your handset needs replacing. Most working 4G and 5G phones should remain relevant.

There is, however, a separate issue involving the UK’s 3G switch-off. Ofcom says Vodafone, EE, Three and O2 have completed their 3G switch-offs. Older devices that depend on 3G, or phones that do not support 4G calling (VoLTE), can experience problems with calls and potentially emergency calling.
The Government published a voluntary 2G switch-off charter in March 2026. That is part of the wider UK mobile transition and should not be confused with the Vodafone–Three merger.
If you experience calling problems:
- Check that 4G calling or VoLTE is enabled on the phone.
- Install available operating-system and carrier-setting updates.
- Restart the phone so it re-registers on the network.
- Test in another location to separate a handset issue from a local coverage problem.
- Contact your provider before buying a replacement phone.
Ofcom’s guidance on the transition is available here.
Will Vodafone and Three become one brand?
Not immediately, and not necessarily. A corporate company, a network, a billing platform and a retail brand are different layers.
VodafoneThree can integrate sites and radio access while continuing to sell Vodafone and Three contracts separately. That is why you may receive better access to network infrastructure without seeing a new logo, new SIM or changed account portal.
The company has stated that its multi-brand strategy will continue. Any future change to branding, billing or contracts would need to be communicated separately and should not be assumed from the merger itself.
Independent reader supportYour contribution helps us test, update, and keep practical guides available for everyone. What does the merger mean for EE and Virgin Media O2 customers?
It changes the competitive market even if you are not a Vodafone or Three customer. The UK now has three major national mobile network operators rather than four: EE, VodafoneThree and Virgin Media O2.
The merger remedies also include arrangements intended to preserve or extend certain network-sharing and spectrum benefits beyond VodafoneThree’s direct retail customers. VodafoneThree has said its network-sharing relationship with Virgin Media O2 will continue. These are company and regulatory commitments, not a promise that every customer on every competing brand receives identical coverage or performance.

For an EE or Virgin Media O2 customer, the practical question remains local: compare your current service with alternatives at home, work and along regular travel routes rather than assuming the merger makes one network universally best.
Should you switch?
Do not switch solely because the merger happened. Use the following decision guide.
Stay for now if:
- Your coverage and call quality are acceptable.
- Your current tariff is competitive or protected.
- You are still in contract.
- Your phone supports 4G calling and the features you need.
- You have no specific roaming or data-capacity problem.
Compare alternatives if:
- Your contract is ending and the renewal price is unattractive.
- Your home, workplace or regular route has poor coverage.
- Your local network is congested at the times you need it.
- You need particular roaming countries or a larger roaming allowance.
- You require reliable low-latency service, high upload speeds or 5G home broadband.
- An MVNO offers materially better value on the same or an acceptable host network.
Compare in this order
- Exact-location coverage: check your home, workplace and travel routes, not just a broad regional map.
- Indoor performance: outdoor map coverage may not reflect signal inside a flat, office or thick-walled house.
- Observed congestion: ask whether speeds collapse at the times you use the service.
- Total cost: include the price after introductory discounts, annual increases, handset repayments and add-ons.
- Roaming: check countries, fair-use rules and out-of-bundle charges.
- Network features: verify 5G access, speed limits, VoLTE, Wi-Fi calling and eSIM support.
- Contract terms: check minimum term, cancellation rights and what happens after the promotional period.
- Provider type: direct Vodafone or Three service may offer features that an MVNO does not, even on related infrastructure.
For 5G home broadband, check address eligibility, indoor signal, congestion, expected speeds, return rights and minimum term. Compare it with fibre availability rather than relying only on an advertised maximum speed.
Do these 3 things before closing this tab:
1Fix the driver behind crashes, sound loss and screen glitches2Repair Windows errors before they cause bigger problems3Scan for outdated or missing drivers - takes under a minuteThe wider consumer trade-off
The CMA approved the merger because the parties offered legally binding safeguards intended to address competition concerns while allowing network investment to proceed. The remedies include an eight-year network investment and integration programme, selected retail protections for three years, and regulated wholesale terms for MVNOs. The CMA and Ofcom have roles in monitoring the commitments, including annual progress reporting.
The potential upside is a stronger, better-funded network with more sites, spectrum coordination and investment in 5G. The potential downside is a less concentrated competitive market, with greater risk that prices or allowances become less favourable after temporary safeguards expire.
Neither outcome is determined solely by the merger announcement. Your own bill and service will still depend on your tariff, device, postcode, indoor environment, congestion and the commercial decisions made by VodafoneThree and competing brands.
Bottom line
The Vodafone–Three UK merger is already complete: the legal completion date was 31 May 2025. It did not require customers to move immediately to a single brand, change their SIM or replace a working phone. Its main practical effect is the gradual integration of the two networks, which may improve coverage and capacity in some areas but cannot guarantee faster service everywhere.
Selected tariffs and data plans have three-year protections, but there is no permanent universal price freeze. Roaming, MVNO features and handset compatibility remain plan- and device-specific. Existing customers with acceptable service should usually wait and compare at renewal; customers with poor local coverage or unsuitable roaming should test alternatives at the exact locations and destinations that matter to them.
