VMware Explore 2025 was framed as a campaign to help customers get practical value from VMware Cloud Foundation (VCF), not as the debut of VCF 9.0, which Network World reported had become generally available on June 17, 2025. The central question was whether the broader platform—and its subscription-based bundle—could justify its cost through capabilities organizations would actually use.
This is a historical preview of VMware Explore 2025, published by Neal Weinberg in Network World on August 19, 2025. Its descriptions of product packaging, licensing, adoption, financial results and disputes reflect what was reported then, not confirmation of their status in October 2026.
What was VMware Explore 2025 expected to focus on?
The conference was scheduled for August 25–28, 2025, in Las Vegas. The preview presented Broadcom’s agenda as encouraging customers to adopt VCF and learn to use its capabilities, rather than unveiling VCF 9.0 for the first time. Broadcom described the theme as “Simplify Your Cloud. Architect Your Future,” and said customers were dealing with cloud complexity, AI adoption and security demands at the same time. Network World’s preview attributed that statement to Broadcom.
The distinction matters: a conference pitch about realizing value is not evidence that a bundle delivers a particular return for every buyer. The preview’s central issue was how customers could turn a broad private-cloud platform into useful operating capabilities amid questions about price, licensing flexibility and support.

What did “VCF value” mean in the preview?
Technology is only one part of the change
VMware User Group executive director Brad Tompkins described members’ discussion as shifting from resistance to the challenge of making use of additional technology: “Now I have all this extra technology. I need to figure out how to use it, how to provide value.” His point was that the return depends on people and processes as well as features. An organization may need to change how it provisions infrastructure, supports internal teams and manages capacity before a platform’s capabilities translate into operational benefits.
Tompkins also said that not every organization had to use every VCF component to benefit. He suggested that using 70% of the bundle could still support savings, staff efficiencies and process automation. That was his view, not a measured result or a guarantee that a specific customer would save money.
Cloud-like operations on private infrastructure
The pitch described in the article was an on-premises private cloud operated with cloud-like practices: virtualization, performance, automation and an AWS-style consumption model. Tompkins observed, “Everybody wants to operate like AWS.” The practical question for a buyer is whether self-service and automation address real bottlenecks—or add complexity that the organization lacks the staff and processes to manage.
Which capabilities did the article associate with VCF 9.0?
Analyst Steve McDowell of Nand Research characterized VCF 9.0 as Broadcom’s effort to consolidate and modernize VMware for private and hybrid-cloud environments. Network World summarized the capabilities he associated with that effort as follows. These are descriptions in the 2025 article, not a current compatibility matrix or independent evaluation.

- Self-service and automation: Provisioning, chargeback models and API-driven automation for infrastructure services.
- AI and machine-learning workloads: GPU services, confidential computing and Kubernetes-native tools.
- Security and compliance: Security dashboards, compliance scanning and confidential-computing support.
- Cost and capacity management: Metering, predictive modeling and capacity reclamation intended to connect infrastructure use with budgets.
- Infrastructure features: Advanced memory tiering, vSAN global deduplication and NSX Enhanced Data Path.
The article reported two Broadcom savings claims: advanced memory tiering could reduce memory and server costs by up to 38%, and vSAN global deduplication could reduce total cost of ownership by up to 34%. Network World did not report testing those claims or provide measurement conditions in the excerpt. They should be treated as vendor claims, not expected savings or independently verified results.
Why were customers questioning the bundle’s value?
The preview set Broadcom’s expanded-platform pitch against customer concerns about price, licensing flexibility and support. It described a shift away from perpetual licensing toward subscriptions and bundled offerings. For a customer, the value calculation is not simply whether VCF includes more capabilities; it is whether the subscription and transition costs make sense for the capabilities the organization needs and can operate.

The article cited several reported disputes and objections: AT&T said VMware costs would rise sharply and challenged Broadcom over an earlier support extension; Siemens and VMware were litigating over licensing and support; European cloud providers and a German user association raised competition concerns; and a Dutch court ordered continued VMware support for a government agency during migration. These are accounts of parties’ positions and reported proceedings in the 2025 preview, not a determination here of legal outcomes or the disputes’ status today.

Network World cited Broadcom’s second-quarter fiscal 2025 results and CEO Hock Tan’s statement about customer adoption. These figures provide historical context, but they do not establish the return an individual VCF customer achieved.

How should an organization assess the value question?
The preview did not provide a controlled comparison of VCF against alternatives, nor a vendor-neutral ranking. Its discussion points to a practical evaluation: compare what the organization expects to use with the full cost and effort of adopting the platform.
- Price the whole transition: Include subscription costs and the people, process and migration work needed to operate the bundle.
- Map actual needs to included capabilities: Distinguish features the organization will use from those it would be paying for without a clear purpose.
- Check operating readiness: Assess whether teams can run self-service, automation, chargeback and capacity management effectively.
- Match the workload: Identify requirements for AI or GPU workloads, security, compliance, data sovereignty and hybrid-cloud operations.
- Include contract and support constraints: Account for renewal terms, support needs and migration risks when comparing the bundle with other paths.
Because the preview is dated August 2025, it cannot establish current VCF packaging, licensing terms, feature availability, dispute outcomes or customer savings. Buyers making a decision now should confirm those details against current contractual and product information rather than treating the preview’s reported figures as present-day terms.
