In the U.S. consumer credit-card market, the biggest structural difference is who runs the payment network and who issues the card. Visa and Mastercard generally operate networks used by cards issued by separate financial institutions. American Express and Discover commonly act as both network and issuer, though arrangements can vary by product and market. The logo alone does not determine a card’s interest rate, fees, rewards, or approval criteria.
What a card network does—and what the issuer does
A network provides the system and rules that help route a card payment between a merchant and the financial institution responsible for the account. In a typical Visa or Mastercard transaction, the cardholder pays a merchant; the merchant’s acquirer or processor sends the transaction through the network to the issuing institution for authorization and settlement. The CFPB describes this as a four-party model: cardholder, merchant, issuer, and network. The CFPB’s 2023 report describes Visa and Mastercard as generally using this model.
The issuer is the financial institution that provides and manages the card account. It is the place to look for the card agreement, billing terms, and account-specific assistance. Visa’s consumer guidance, for example, directs cardholders to their issuing financial institution for disputes and account questions. Visa’s consumer support page explains this distinction.

These are broad operating-model descriptions, not rules for every card in every country. The CFPB report is from October 2023 and should not be read as a current market-share measurement.

Does the network determine interest, fees, or rewards?
No. A logo is not a reliable guide to a card’s APR, annual fee, foreign-transaction fee, rewards, benefits, or approval criteria. Those depend on the issuer and the individual product. For example, Discover’s live portfolio lists multiple cards with different fees, reward structures, and APR offers; check the current listing and offer terms before applying because offers can change.
Compare the actual card agreements and offer disclosures. Check whether an APR is variable, whether a fee applies to your planned use, how rewards are earned and redeemed, and whether benefits have conditions or exclusions. A network’s role in routing a payment does not make it the source of the cardholder’s account terms.

Which network is accepted more widely?
There is no current apples-to-apples acceptance comparison for all four brands established here, so a universal ranking would overstate what the available evidence shows. Acceptance is practical and location-specific: it can depend on the country, merchant, and whether the purchase is online or in person. Mastercard’s statement that its network reaches more than 210 countries and territories is a corporate reach claim, not a guarantee that every merchant accepts every Mastercard product.
Before relying on one card, check the merchants and destinations that matter to you. If a declined card would create a problem, carry a second payment method from a different network or another form of payment. That is a precaution, not a claim that one brand is always accepted more widely.

How to choose a card
- Start with the card’s terms. Compare APR, annual and foreign-transaction fees, rewards, benefits, and eligibility requirements for the specific offers you are considering.
- Check where you will use it. Confirm acceptance with your regular merchants and, for travel, with relevant providers at your destination.
- Identify the issuer and support route. Use the issuer’s account support for billing or dispute questions, and read the card agreement for the procedures and protections that apply to that product.
- Consider a backup if acceptance uncertainty matters. A second payment method can reduce the risk of being unable to pay where your primary card is not accepted.
Why merchant fees do not tell you which card is cheaper
Merchant interchange is not the same as a cardholder’s APR or annual fee, and it does not by itself provide a complete comparison of merchant acceptance costs. The Federal Reserve material cited here reports average debit-card interchange, not a credit-card comparison across these four networks. The Federal Reserve’s interchange-fee page should not be used to infer which credit card is cheapest for consumers.
