Neither Vietnam nor India is a defensible universal winner for expanding a technology business. The better fit depends on where your customers are, what you will sell or build, how you will hire, which approvals and data rules apply, and where the operation needs to be located. Treat national growth figures and trade totals as context—not proof of demand, available skills, or lower operating costs.
Use the comparison below to identify which country merits closer diligence, then validate the choice against your own customer pipeline, legal structure, compliance needs, staffing plan, and total operating budget.

What the available indicators do—and do not—tell you
The available figures describe different things and should not be read as a country-versus-country scorecard. Vietnam’s figures are economic growth forecasts; India’s is a count of young people entering the labor market; bilateral trade measures commerce between the two countries. None establishes a technology company’s likely revenue, hiring success, or expansion cost.
| Indicator | What is reported | How to interpret it |
|---|---|---|
| Vietnam economic outlook | The World Bank projected growth of 6.6% in 2025 and 6.1% in 2026 in its 8 September 2025 update. | These are forecasts, not realized outcomes. The update described a strong first half of 2025 and expected growth to moderate as export growth normalized. |
| India labor-market context | The World Bank said about 12 million young people enter India’s labor market each year in its 30 January 2026 partnership announcement. | This national figure is not a count of technology-qualified workers, a measure of availability in a particular city, or a salary benchmark. |
| Vietnam–India trade | Vietnam’s Ministry of Industry and Trade reported USD 16.46 billion in bilateral trade in 2025 in a 2026 publication. | The ministry identifies technology and the digital economy as cooperation areas, but the total does not demonstrate demand for a particular product or service. |

Start with the business case, not the country ranking
Identify the buyer and the route to revenue
Specify whether the expansion is for local sales, regional sales, product development, support, production, or a combination. Name the intended customer segment and buyer, the problem your offer solves, the procurement process, and the alternatives customers already use. Estimate demand from your own customer discovery and sales pipeline; the sources summarized above do not quantify an addressable market for any particular technology business.
Then test the practical barriers to conversion: language and product localization, local partnerships, payment and contracting requirements, sales coverage, and whether customers expect an in-country presence. A large national economy or rising trade between two countries cannot substitute for evidence that your target buyers will purchase.
Separate market entry from operating location
The country in which you establish an entity need not answer every location question. Map where customers, employees, suppliers, infrastructure, and regulated activity will actually sit. For a business serving several markets, compare the legal and operational consequences of each activity rather than assuming one national headquarters will make all regional operations simpler.

Compare ownership and entry rules for your exact activity
India: determine the applicable foreign-investment route
India distinguishes the automatic route from the government route, and foreign-investment treatment depends on the sector, applicable conditions, and exceptions. The Reserve Bank of India’s Foreign Exchange Management (Non-Debt Instruments) Rules state that investment in unlisted, non-prohibited sectors is generally allowed up to 100% on the automatic route, subject to applicable rules and exceptions. That general rule is not a blanket permission for every technology activity or structure.
Before selecting an entity or committing capital, identify the precise business activity, check the relevant foreign direct investment sector schedule, and confirm any cap, route, conditions, or approvals that apply. The Reserve Bank’s rules and foreign-investment regulations are the relevant starting point; obtain current advice on how they apply to the proposed structure.
Vietnam: verify the current investment-law treatment
A 2025 Government of Vietnam summary of the Law on Investment identifies strategic technology and digital infrastructure as areas associated with special procedures or incentives. It does not establish that every technology company qualifies, what benefit a particular company would receive, or which current implementing rules govern its activity. Confirm eligibility, effective provisions, and any conditions with advice specific to the proposed investment and location.

For either country, keep the investment route question separate from tax, licensing, employment, and operating permissions. A favorable ownership route does not by itself answer whether the actual service or activity needs other approvals.
Map data flows and digital regulation before choosing an operating model
Draw the path of each relevant category of data: what is collected, whose data it is, where it is stored and accessed, which vendors process it, and whether it crosses a national border. Include the service’s hosting and support model, not just the location of the contracting entity. Then check personal-data processing and transfers, cybersecurity obligations, telecom or cloud activity, data-center operations, and any additional rules triggered by serving a regulated customer sector.
The U.S. International Trade Administration’s Vietnam digital-economy guide reports that Vietnam’s Law on Data took effect in July 2025 and that the Personal Data Protection Law and Law on Digital Technology Industry took effect in January 2026. This is a dated secondary government summary, not a substitute for checking the primary laws, regulations, current guidance, and their applicability to the company’s actual service and data flows.

The available material here does not provide a corresponding current analysis of India’s data-protection implementation. Do not infer that India has fewer obligations or that Vietnam’s rules alone determine the comparison; commission a current country-specific review for both proposed operating models.
Test the hiring plan by role, not by population
Build a role-by-role plan for the first operating year: skills needed, seniority, hiring sequence, work location, language requirements, compensation range, and the managers who will recruit and retain the team. Validate candidate availability and expected total employment cost in the particular cities or provinces under consideration. The figures cited above do not provide a comparable technology-talent count, salary dataset, or hiring-speed estimate for either country.
Do these 3 things before closing this tab:
1Fix the driver behind crashes, sound loss and screen glitches2Clear out junk files and repair common Windows errors3Scan for outdated or missing drivers - takes under a minuteFor Vietnam, the World Bank says the country’s high-tech ambitions require a stronger pipeline of STEM graduates and a deeper core of experts who can lead research, run laboratories, and commercialize products. This is strategic context about capability-building needs, not a finding that a specific company cannot hire the people it needs. Test availability for the actual roles, particularly where the plan depends on experienced research, laboratory, or commercialization leadership.
For India, the annual labor-market-entry figure offers national context only. It does not show how many entrants have the technical skills, experience, location, or language ability your roles require. Verify the hiring pool and retention prospects directly rather than treating the figure as a proxy for a ready-made technology workforce.

Prepare comparable budgets for the specific locations and operating designs under consideration. Include entity setup and professional advice, payroll and benefits, office or facility costs, connectivity and power, cloud or data-center needs, logistics, taxes, compliance, management travel, and the cost of maintaining suppliers or customer support. Model a base case and a disruption case, and identify which assumptions change the decision most.
The available sources do not establish comparative city-level operating costs, entry costs, time to market, or a general ranking for technology hiring. They flag infrastructure gaps and export exposure as relevant considerations for Vietnam, but do not provide comparable location-level measurements. For an export-oriented operation, test dependencies such as transport routes, supplier concentration, power and connectivity requirements, and exposure to changes in external demand rather than assuming the national outlook predicts the performance of your site.
World Bank Division Director for Vietnam, Cambodia, and Lao PDR Mariam J. Sherman said in the 8 September 2025 World Bank release: “Viet Nam’s low public debt gives the country ample fiscal headroom—policymakers can use well-executed public investment to close infrastructure gaps and create jobs,” and that “At the same time, accelerating structural reforms to strengthen backbone services, advance green growth, build human capital, and diversify trade will help mitigate global risks and sustain long‑term growth.” These are comments on policy opportunities and risks, not a guarantee that a particular infrastructure project will be delivered where or when a company needs it.
Use conditional hypotheses to narrow the shortlist
- Evaluate Vietnam closely if the operating case depends on export-oriented production, digital infrastructure, or a particular Southeast Asian base. Treat these as hypotheses to test against actual location requirements, customer access, skills, and applicable investment and data rules—not as established national advantages for every company.
- Evaluate India closely if validated customer demand there, a specific talent plan, or local market presence is central to the business case. Confirm the applicable foreign-investment route and conditions for the exact activity before selecting the structure.
- Evaluate both or neither if customers, delivery requirements, or staffing make another location more relevant. Bilateral trade and cooperation may inform sourcing or partnership conversations, but do not establish product-market fit.
Run a decision process that protects the expansion budget
- Write down the expansion objective. State whether the priority is revenue, product development, delivery capacity, production, resilience, or a combination, and define a measurable first-year outcome.
- Validate customer demand. Identify the buyer, sales route, local alternatives, procurement cycle, localization needs, and evidence of willingness to pay in each target market.
- Check the legal route. Have qualified advisers map the exact activity to foreign-investment rules, ownership limits or conditions, entity choices, licenses, and tax treatment in the intended location.
- Map the data and infrastructure design. Document data categories, processing locations, cross-border access, hosting, telecom or data-center dependencies, power, connectivity, and suppliers; assess the rules that apply to that design.
- Price and staff the operation. Get location-specific estimates for each planned role and operating cost, include management and compliance overhead, and test retention and supply-chain assumptions.
- Compare risk-adjusted scenarios. Put both country options into the same financial model, with explicit assumptions for revenue ramp, hiring timing, approvals, infrastructure, and downside contingencies. Do not treat a national forecast as your company’s forecast.
- Make the decision reversible where practical. Stage investment against customer, hiring, and approval milestones; avoid committing to fixed costs before the critical assumptions are validated.
What a defensible recommendation should state
A useful recommendation names the business model and target location, explains which customer, ownership, data, staffing, and infrastructure assumptions drive the choice, and shows how the financial comparison changes if those assumptions fail. Without the company’s subsector, customer geography, ownership structure, data architecture, intended cities or provinces, and hiring plan, the evidence supports a structured shortlist—not a general recommendation that one country is cheaper, faster, more permissive, or better for technology talent.
