What Valve said about the removals
In a statement published by GamingOnLinux on July 17, 2025, Valve said it had been notified that certain games “may violate” the rules and standards of its payment processors, related card networks and banks. Valve said it was retiring those games from sale because losing payment methods could prevent customers from buying other games and content on Steam.

That is Valve’s explanation of its decision, not independent confirmation that payment methods would certainly have been withdrawn. Valve’s statement did not identify the processor that notified it or specify the standards at issue. GamingOnLinux’s July 16 report, updated July 17 with Valve’s response, also said a possible PayPal connection had not been confirmed.
What Steam’s developer rules say
Steamworks’ current onboarding guide says content that may violate the rules and standards of Steam’s payment processors, related card networks and banks, or internet network providers may not be published. It specifically highlights “certain kinds of adult only content.” The Steamworks onboarding guide was checked October 8, 2026, and still includes that wording.

The rule sets out a distribution restriction; it does not identify which games Valve removed in 2025 or establish that every game removed around that time was affected by the payment-related clause. Steam’s onboarding guide also lists other content restrictions, including unlabeled or non-age-gated adult content and content illegal in jurisdictions where it is available. Valve primarily accepts games for distribution, with some categories of non-game software also eligible.
What developers were offered—and what that does not mean
Valve said it would contact developers of the affected games directly and issue “app credits” if they had another game they wanted to distribute on Steam. The statement describes credits, not cash compensation. It also does not promise that a future submission would be approved; developers still need to meet Steam’s distribution requirements.

Which games were affected?
Valve did not name the affected titles or give a total. PC Gamer reported on July 18, 2025, that Valve had not identified the specific games. The report also noted that a title removed around the same time had a separate stated reason: a DMCA claim. That is a reminder not to treat every concurrent removal as enforcement of the payment-related rule. PC Gamer’s report distinguishes that case from Valve’s broader statement.

What is established—and what remains unclear
- Established: Steam’s onboarding guide contains a payment-related content restriction, and Valve said it retired certain games after receiving notice of possible violations.
- Valve’s stated rationale: It wanted to avoid losing payment methods that customers use for purchases across the Steam Store.
- Not established by the cited reports: Which processor initiated the action, the precise standards cited to Valve, and a complete list or count of affected games.
