València’s Requiem in Power (RIP) is a municipal solar project installing photovoltaic panels across five city cemeteries. The city’s plan calls for electricity to serve municipal facilities and support around 800 vulnerable households, but the published figures describe projected generation and intended allocation—not confirmed household savings or current project-wide output.
What is València’s Requiem in Power project?
RIP is a city-led photovoltaic installation on municipal cemetery grounds. València has described it as Spain’s largest urban photovoltaic plant; the European Commission also called it the country’s largest urban solar farm. These are attributed descriptions, not a separately documented national comparison. Ajuntament de València, April 3, 2023; European Commission, August 7, 2024.
The name makes a practical point: the project uses available space in existing public facilities to generate electricity. In announcing the project, then-councillor for Climate Emergency and Energy Transition Alejandro Ramon said, “Las ciudades son grandes consumidoras de energía y tienen que tener la responsabilidad también de ser grandes productoras” (“Cities are major consumers of energy and must also take responsibility for being major producers”; translation).
Where are the panels, and how many are planned?
The project spans five cemeteries: General, Cabanyal, Grau, Campanar, and Benimàmet. València’s January 2025 update reported a planned total of 6,658 panels, an investment of about €3.2 million, and a total installation area of 14,339 square metres. The city’s March 2023 award notice described the project as intended for municipal self-consumption and households at risk of social exclusion. 2023 project announcement; January 2025 city update; March 2023 award notice.

How much electricity is it expected to produce?
València’s published annual generation estimates differ. The city’s April 2023 announcement projected 3,838,530 kilowatt-hours (kWh) per year; its January 2025 update gave 3,388,530 kWh per year. The cited announcements do not explain the change. Both are estimates, not reported measurements of actual annual output, so they should not be combined or treated as verified production.
The 2023 announcement also projected that the installation would avoid 1,019 tonnes of CO₂ emissions annually. That, too, is a projection rather than a measured reduction. The city’s September 2024 update described more than 2,495 kilowatts-peak (kWp) of planned capacity for municipal facilities and 335 kWp for the household-support allocation. Capacity in kWp describes rated power; it is not the same measure as annual energy in kWh. April 2023 announcement; January 2025 update; September 2024 update.

Will the electricity help vulnerable households?
The city says the planned allocation includes support for about 800 vulnerable households, alongside electricity for municipal facilities. Its September 2024 update specified 335 kWp for that household allocation. This is an intended distribution of generation, not evidence that 800 households have already received electricity or achieved a particular bill reduction. The cited updates do not establish project-specific household savings.

The available milestones are dated and partial. In August 2024, the European Commission reported that 810 panels at Grau, Campanar, and Benimàmet were operational. In September 2024, València said Campanar’s completed array was expected to be the first to connect to the grid. In January 2025, the city said work was continuing across the sites and expected all panels to be installed in the first half of 2025.
