By September 2022, the agency had made $500 million available through grants intended to expand U.S. fertilizer production. The program funded production capacity, not direct fertilizer rebates to farmers, and its 2022 application windows are long past.
How the planned investment changed
On March 11, 2022, USDA announced a planned $250 million in grants to support additional fertilizer production in the United States. The stated goals were to address rising fertilizer costs and spur competition. In May, USDA doubled the planned investment to $500 million. Its September 2022 launch announcement described the Fertilizer Production Expansion Program with $500 million available.
USDA characterized the grants as “gap” financing to help bring independent domestic production capacity online. The program was aimed at expanding fertilizer manufacturing and processing, including production of nutrient alternatives, and giving American farmers more independent domestic supply choices. It was not described as a direct payment, rebate, or fertilizer-purchasing program for individual farmers. See USDA’s May 2022 competition plan and its September 28, 2022 program announcement.
Who could apply and what were the grant terms?
At launch, USDA listed a range of eligible applicants. Private entities had to be independently owned and operated. The announcement set a minimum grant of $1 million, a maximum of $100 million, and a five-year grant term.

These are terms from the 2022 launch announcement, not confirmation of a current funding opportunity. USDA’s announcement also identified priorities including independent supply, U.S.-based production, innovative methods and efficient-use technologies, sustainability, and benefits for farmers.
What were the application windows?
USDA announced two submission opportunities in 2022. The first was a 45-day window prioritizing projects that could increase fertilizer or nutrient-alternative availability for crop years 2023 or 2024. It was followed by an extended window of up to 90 days for applicants who needed more time to add production capacity. Those dates and crop-year targets are historical; they do not mean applications are open now.

What is known about the program now?
The official materials cited here establish the 2022 funding increase and launch terms. They do not establish the program’s status as of October 8, 2026, the total or details of later awards, whether funds remain, or whether a successor program exists. USDA’s June 2022 notice extending the deadline for comments on fertilizer competition and supply-chain concerns provides background on the broader policy context, but it is not a current program-status or awards update.
