On February 20, 2025, the U.S. Department of Agriculture (USDA) announced it would release approximately $20 million in contracts that had been paused during a review of Inflation Reduction Act funding. The announcement covered contracts under EQIP, CSP and ACEP that USDA said had already been made directly to farmers. It was a pledge to release funds—not confirmation that every payment was later completed.
What USDA announced
USDA described the approximately $20 million as the first tranche of funding paused while the department reviewed Inflation Reduction Act (IRA) funding. It said the release would honor contracts already made directly to farmers and ranchers. Agriculture Secretary Brooke Rollins said, “We will honor our commitments to American farmers and ranchers, and we will ensure they have the support they need to be the most competitive in the world.” That statement reflected USDA’s position; it does not independently establish when or whether payments reached recipients.
USDA also said additional announcements would follow as its review continued. The announcement did not provide a final accounting of disbursements or a payment timeline for each contract.
Which programs were included?
The release named three conservation programs. It identified contracts in these programs but did not detail eligibility rules, individual contract amounts or the status of specific recipients.

How this fit into the wider funding review
Reuters reported that USDA’s review of IRA-backed grants and contracts was part of a broader examination of more than 400 USDA programs. Reuters also reported that the 2022 IRA included approximately $19.5 billion for farm programs over 10 years. That figure describes the broader funding context, not the amount in USDA’s February 2025 announcement.
Reuters placed the announcement amid a wider pause in USDA funding following a federal loans-and-grants freeze. Reuters reported that a judge found funds were still being withheld after the freeze memo had been rescinded and blocked in court. This is Reuters’ account of the procedural context; the cited reporting does not establish the later status of each farmer’s contract.

Does the announcement mean farmers received the money?
No. The February 20 announcement said USDA would release approximately $20 million and honor the named contracts. The announcement and Reuters’ contemporaneous report do not verify that the funds were fully disbursed, that every affected farmer was paid, or how the wider funding review later concluded. A farmer seeking a contract-specific update would need information from USDA or the office administering that contract.
