That deadline has passed; USDA’s original email channel is not an open opportunity to submit comments now.
What was the deadline to comment on USDA’s reorganization plan?
USDA’s final deadline was September 30, 2025. The department’s August 1, 2025 notice invited USDA employees, members of Congress, and agricultural and nutrition partners to submit comments by email to [email protected]. That channel applied to the historical comment period, not to a currently open submission window. USDA’s notice described the period as 30 days and gave September 30 as the closing date.
A September 2, 2025 report said an earlier USDA webpage had listed August 31 before the date changed to September 30. USDA spokesperson Alec Varsamis said the added time was intended “to ensure everyone who wants to submit feedback, can” and to align with the department’s original intent to hear from stakeholders. Successful Farming reported the change and the explanation.
What was USDA proposing?
In its July 24, 2025 announcement, USDA outlined a phased reorganization that proposed relocating approximately 2,600 Washington-based positions to five hubs. The department projected that no more than 2,000 employees would remain in the National Capital Region after the reorganization. These were USDA’s proposal figures and projections, not a confirmed count of moves or remaining staff. USDA’s plan announcement named the hubs:

USDA said the plan was intended to align the workforce with available resources and priorities, bring the department closer to customers, reduce management layers, and consolidate support functions. Those are the department’s stated aims, not independently established results.

USDA’s Food and Nutrition Administration reorganization page, updated September 10, 2026, says many details are being negotiated through collective bargaining and sets a target for new hubs and certain offices to open by summer 2027. That update is specific to FNA implementation; it does not establish that every part of USDA’s department-wide proposal is complete. The FNA page also does not provide a department-wide final accounting of positions moved, employees remaining, or savings.
