USDA announced new Farm Service Agency (FSA) and Rural Development (RD) state director appointments on May 2, 2025. The agency named its Natural Resources Conservation Service (NRCS) chief and chief of staff earlier, in a separate March 21, 2025, announcement. The NRCS appointments are national leadership roles—not a state-by-state slate.
Who did USDA name?
The May 2, 2025, announcement by Agriculture Secretary Brooke Rollins covered presidential appointments to FSA and Rural Development state director roles. Examples named in the release include:
- Alabama, FSA: Monica Carroll
- Arizona, FSA: Sine Kerr
- Arkansas, FSA: Ty Davis
- California, FSA: Connie Conway
- Kansas, FSA: David Schemm
- New York, FSA: Clark Putman
- Kentucky, Rural Development: Travis Burton
This is a selection of names, not the full roster. Consult USDA’s May 2 announcement for its complete state-by-state list. The release describes appointments as announced at that time; it does not establish that each person still holds the role today.
Who were the NRCS leaders?
In a separate announcement on March 21, 2025, USDA named Aubrey Bettencourt as NRCS Chief and Colton Buckley as NRCS Chief of Staff. These were national agency leadership appointments, not state director appointments. The names and roles appear in USDA’s Farm Production and Conservation mission-area announcement.

Together, the releases identify state-level appointments for FSA and Rural Development and national appointments for NRCS. They do not establish a state-by-state NRCS director roster or verify who remains in office as of October 8, 2026. USDA’s May announcement included Rollins’s statement: “When America’s farming communities prosper, the entire nation thrives.”
