USDA Had Obligated More Than $6 Billion in Farmer Bridge Assistance by Early March 2026

The early-March “half allocated” headline referred to just over $6 billion obligated—not a final payment total. FSA later reported more than $9.4 billion paid by April 13, 2026.

USDA had obligated just over $6 billion in Farmer Bridge Assistance (FBA) payments by March 4, 2026, an early program snapshot—not the final amount paid. The agency later reported more than $9.4 billion in FBA payments by April 13. FBA applications closed April 17, 2026.

What “half allocated” meant in March

Agweek reported on March 6 that USDA had obligated just over $6 billion of the $12 billion assistance package announced for farmers. Richard Fordyce, then USDA undersecretary for farm production and conservation, told the publication on March 4: “As of yesterday, we have obligated for payment just a touch over $6 billion.” The phrase “half allocated” is therefore an approximate comparison with the package’s announced overall size, not a final accounting of payments.

The package included up to $11 billion for FBA row-crop payments, with the remaining funding designated for other commodities. The FBA figure and the overall package are related but not identical measures. The University of Illinois Farm Policy News page carried the matching headline and additional context.

Obligated money versus payments made

An obligation is not the same as a payment already made. The early-March figure described funds USDA had obligated for payment. On April 13, 2026, the Farm Service Agency (FSA) reported that it had made more than $9.4 billion in FBA payments. That later figure is a separate milestone, not a revised March obligation total. The reviewed official sources do not establish a final post-deadline payment total or final application and approval counts. FSA’s April 13 announcement provides the later payment figure.

Applications and per-acre payment rates

March application snapshot

As of March 3, USDA had received more than 277,000 applications and approved about 231,000, according to figures reported by Agweek. Those counts are dated snapshots, not final totals.

How FBA calculated payments

FBA was a one-time bridge payment based on eligible reported 2025 acres, cost-of-production information and USDA’s World Agricultural Supply and Demand Estimates. It used a flat rate for each eligible commodity rather than basing payments on production volume or each producer’s documented revenue loss; there was no payment factor. Prevent-plant acres were ineligible, while double-crop acres—including initial and subsequently planted crops—were eligible under FSA’s program description.

Agweek reported these examples of USDA-announced rates in March 2026: corn, $44.36 per acre; soybeans, $30.88 per acre; and wheat, $39.35 per acre. They are examples, not a complete rate schedule. Consult FSA’s FBA page for official program information and its current rate materials.

Fordyce said USDA used per-acre rates to estimate demand across commodities: “When you have a set dollar amount and you’re trying to spread that across 20 commodities nationwide, the best way to predict what the dollar demand would be was to use a per-acre payment.” He also characterized the program as making up about 30% of the gap between cost of production and crop sale value. That was an agency estimate, not an independently verified result for every producer.

Who was eligible and what the limits were

FSA’s program description lists barley, chickpeas, corn, cotton, lentils, oats, peanuts, peas, rice, sorghum, soybeans, wheat, canola, crambe, flax, mustard, rapeseed, safflower, sesame and sunflower as eligible commodities. Producers had to be actively engaged in farming, have risk and interest in the eligible planted commodity, and report eligible 2025 acres by the applicable deadline.

  • FSA lists a $155,000 payment limit per producer.
  • A person or legal entity with adjusted gross income (AGI) exceeding $900,000 is ineligible.

FBA is closed; check status through FSA

The application period ran from February 23 through April 17, 2026, and is now closed. Eligible applicants can use the FSA page to find the online payment and application status tool, which requires a secure Login.gov account, and the payment calculator. Producers can also contact their local FSA county office. The page directs people seeking specialty-crop aid to the separate Assistance for Specialty Crop Farmers program; that program is distinct from FBA.
