The deadline to apply for USDA’s Supplemental Disaster Relief Program (SDRP) for qualifying 2023 and 2024 agricultural losses was September 30, 2026. That deadline had passed by October 8, 2026, so producers should contact their county Farm Service Agency (FSA) office to ask whether USDA has issued a later extension and to get current instructions. SDRP has two stages: one for certain insured or NAP-indemnified losses and another for eligible losses not covered through Stage 1.
What the USDA disaster aid program covers
SDRP provides assistance for qualifying natural-disaster losses to eligible crops, trees, bushes, and vines in calendar years 2023 and 2024. USDA describes more than $16 billion in disaster relief as available through the program; that is not a promised payment amount for an individual producer. Eligibility and any payment depend on program rules and producer-specific records.
The program has two stages, and a producer may qualify for one or both. The distinction is the type of loss and the records or documentation used to support the claim.
How Stage 1 and Stage 2 differ
| Stage | Losses addressed | Basis for assistance |
|---|---|---|
| Stage 1 | Eligible losses for which the producer received an indemnity through Federal Crop Insurance or the Noninsured Crop Disaster Assistance Program (NAP). | FSA uses existing Federal Crop Insurance or NAP information to calculate assistance. |
| Stage 2 | Eligible losses not indemnified through Stage 1, including certain shallow, uncovered or uninsured, and quality losses. | Applicable program records and supporting documentation; producers should confirm requirements with their county FSA office. |
These categories do not establish that every uninsured or quality-related loss qualifies. The county FSA office can confirm how program rules apply to a particular crop, disaster year, and loss record. See USDA’s SDRP program information and the USDA Risk Management Agency’s SDRP FAQ.

Application deadline and current status
USDA announced on August 10, 2026, that the application deadline for both SDRP stages was extended to September 30, 2026. The stated deadline has passed. The available program information does not establish whether USDA subsequently extended it, so do not assume applications are still being accepted. Contact your county FSA office for the latest status and instructions; the August 10 deadline announcement records the extension then in effect.
What producers should do now
- Contact the county FSA office. Ask whether a later deadline or other current application instruction applies to your situation.
- Identify the stage and loss year. Organize information for qualifying 2023 or 2024 losses and determine whether the loss was indemnified through Federal Crop Insurance or NAP, or may fall under Stage 2.
- Ask which records and forms are required. Program materials identify CCC-902, CCC-901 when applicable, and AD-1026 among the eligibility forms. Confirm which apply and whether additional loss documentation is needed.
- Follow the office’s current submission instructions. The RMA FAQ listed in-person, fax, email, and electronic submission through Box and One for the September 30, 2026 deadline. Because that deadline has passed, confirm with FSA which methods, if any, are currently available.
Under the stated program process, required eligibility forms must be submitted and the county committee must review and approve an application before payment processing. Submitting paperwork alone does not establish eligibility or guarantee a payment.

Quality-loss documentation flexibility
In its August 10, 2026 announcement, FSA said producers with quality-related discounts could use verifiable and reliable documentation to demonstrate qualifying quality losses. The announcement also allowed use of a quality-loss percentage for crops whose final use differed from the intended use. These options do not, by themselves, waive other eligibility or documentation requirements; ask the county FSA office how they apply to your claim.
