Not conclusively. India’s technology industry is large, but available figures do not show how many suitable jobs are open to returning workers or whether employers can absorb a substantial visa-driven influx. The reported returnee estimate is neither an official migration count nor proof that visa restrictions caused those returns.
What the US visa changes do—and do not—mean
The latest US action is not a blanket ban on Indian technology workers. On September 18, 2026, the president issued Proclamation 11069, published in the Federal Register on September 23. It extended a 2025 restriction on certain H-1B entries for another 12 months, through September 21, 2027. The proclamation describes a $100,000 payment condition for covered petitions and includes exceptions, among them a national-interest exception determined by the Secretary of Homeland Security. The scope and exceptions matter: the measure does not establish that every H-1B worker, Indian applicant, or technology role is covered. Federal Register, Proclamation 11069.

A separate Department of Homeland Security final rule changed selection for the FY2027 H-1B cap season. It generally weights selection toward higher-paid, higher-skilled applicants while retaining opportunities for employers across wage levels. The proclamation reports the following program changes, attributing them to the combined payment restriction and weighted-selection process. These are the administration’s account of measurable effects, not an independent estimate that isolates the cause of each change.

The administration’s stated rationale is that the H-1B program has been used to replace, rather than supplement, American workers with lower-paid labor. That is the government’s justification for the policy, not a neutral finding that describes every employer or case.
India’s technology workforce is large, but headcount is not capacity
Moneycontrol’s report on NASSCOM’s FY2026 Annual Strategic Review puts India’s technology workforce at 5.95 million, up 2.3% from 5.82 million the year before, with about 135,000 net additions. Those figures describe the industry’s estimated workforce, not vacant posts or jobs that returning workers can readily fill. Moneycontrol’s FY2026 report.

The same article’s headline says the sector added only about 2,000 net jobs year on year. That headline figure does not reconcile with the reported increase from 5.82 million to 5.95 million. The 135,000 net-addition estimate is consistent with those workforce totals; the discrepancy means the headline’s “2,000” should not be treated as equivalent to that annual workforce change without a clearer definition.
Readiness depends on the jobs behind the aggregate. A useful assessment would need openings by role and seniority, required skills, employers’ demand, compensation, preferred locations, and actual hiring outcomes for returnees. The available workforce estimate does not answer those questions. Nor does it show whether an experienced specialist can move into a comparable role, rather than simply whether India’s sector is growing overall.

How many people are returning—and why?
The Times of India, citing an Economic Times report that attributed the figure to Xpheno, reported an estimate of about 7,300 professionals returning from the United States so far in 2026. The cohort definition and methodology are unclear, and this is a secondary estimate rather than an official migration statistic. It does not establish that the people counted are all Indian technology workers, or that visa restrictions caused their return. Layoffs, personal choices, and other circumstances cannot be separated using this figure alone. The Times of India report.
That distinction is central to the “reverse brain drain” question. A return is not necessarily a loss of US employment caused by a visa rule, and it is not automatically a gain for India’s technology industry. The available figures do not track what jobs returnees take, how long they remain between roles, or whether their skills match employer needs.

What workers and employers should examine
For a worker weighing a return, or an employer considering returnee recruitment, the practical test is specific to the person and role—not the sector’s headline workforce size. Compare:
- Role and seniority: whether a real opening fits the person’s experience, responsibilities, and level.
- Skills match: whether the employer needs the person’s technical and domain skills, rather than assuming overseas experience alone is sufficient.
- Compensation: the actual offer and its terms, rather than an assumed equivalence between US and Indian roles.
- Location: whether the job is available where the worker can live, including any location expectations attached to the role.
- Employment context: whether the work is India-based delivery, a global capability centre role, or another arrangement, and what that means for the job’s scope.
- Immigration circumstances: whether the worker is actually affected by the covered US measure or an exception, rather than treating every H-1B situation as the same.
These are decision criteria, not published findings about how many suitable positions exist. The evidence available here does not provide a comprehensive count of vacancies, a skills-by-skills match, or returnee hiring outcomes.

India’s position recognizes a two-way relationship
India’s Ministry of External Affairs said on September 20, 2025, that it was studying the implications of the US restriction. Its official spokesperson described skilled mobility as beneficial to both countries: “Skilled talent mobility and exchanges have contributed enormously to technology development, innovation, economic growth, competitiveness and wealth creation in the United States and India.” That statement frames the issue as a relationship involving talent exchange, not simply a one-way transfer of workers back to India.
So, is India’s IT sector ready?
The evidence supports a conditional answer: India has a sizeable, growing technology workforce, but there is not enough information to conclude that the sector is ready to absorb a large wave of returning workers. The scale, cause, and employment outcomes of any visa-related return movement remain unestablished. Readiness will depend on whether employers have suitable openings and can match returning workers’ skills, seniority, compensation expectations, and location needs—not on workforce size alone.
