It suspended specified heightened U.S. reciprocal tariffs until November 10, 2026, while a 10% reciprocal tariff remained in force. China described corresponding pauses to specified countermeasures; neither government said all tariffs had been eliminated.
What did the one-year pause cover?
Following trade consultations in Kuala Lumpur, the United States agreed to maintain suspension of heightened reciprocal tariffs on Chinese imports until November 10, 2026, according to the White House’s November 2025 fact sheet. The suspension applied to those heightened reciprocal tariffs; it was not a blanket end to duties on Chinese goods.

China’s Commerce Ministry described corresponding adjustments to countermeasures against the U.S. tariffs discussed in the consultations, continued certain tariff exclusions, and reciprocal one-year suspensions of specified measures. It said China would suspend implementation of countermeasures against the United States for one year once the U.S. suspension of relevant Section 301 measures took effect. The account concerns particular measures, including measures connected to U.S. action involving maritime, logistics, and shipbuilding sectors; it does not establish that China removed every tariff or restriction.
Did the deal eliminate all tariffs?
No. The White House stated: “The current 10% reciprocal tariff will remain in effect during this suspension period.” That is the rate specified in its November 2025 fact sheet, not an overall average tariff rate for Chinese imports. Other duties or measures may also apply depending on the product and applicable rules.

How is this different from the September 2026 tariff cuts?
On September 28, 2026, the Associated Press reported that the United States and China had released reciprocal lists of nonsensitive products valued at about $30 billion on each side for tariff cuts. The approximately $30 billion figure describes the value of the products on each list, not all bilateral trade.
Those product-list cuts were a later development, distinct from the 2025 arrangement’s one-year suspension of specified measures. The available report does not enumerate every product on the lists, so the headline figure alone cannot show whether a particular item qualified.

What determines the tariff on a particular shipment?
The broad announcements do not establish the duty for an individual import or export. A shipment’s treatment depends on details such as its product classification, country of origin, customs entry date, applicable exclusions, and the customs schedule in effect. Do not infer a specific rate from the general description of the pause; businesses and importers need to check the rules applicable to the shipment itself.
