India’s announced UPI merchant discount rate (MDR) framework may improve payment firms’ incentive to expand acceptance services—including soundboxes—in smaller cities and towns. But it is not yet evidence that MDR has caused more devices to be installed: the widely reported growth estimate is anonymous, and the latest official deployment count dates to November 2024.
What the new UPI MDR framework means
MDR, or merchant discount rate, is a charge within the merchant payment ecosystem. The Ministry of Finance said on 15 September 2026 that it is neither a customer fee nor a government tax. Which transactions are covered
- Person-to-person (P2P) UPI transactions remain free.
- Person-to-merchant (P2M) UPI transactions up to ₹2,000 remain free.
- Covered small merchants classified as P2PM, receiving up to ₹1 lakh a month through UPI QR codes, continue to have zero MDR.
- For eligible P2M transactions above ₹2,000, the announced rate is 0.4%, capped at ₹300 on transactions of ₹75,000 and above.
- Transactions above ₹2,000 in specified essential or thin-margin sectors—including railways, telecom, insurance, fuel and agricultural inputs—carry a flat ₹5 MDR. Capital-market payments carry a 0.02% rate, capped at ₹300.
The Ministry estimates that MDR will apply to around 4% of merchant transactions, leaving approximately 96% unaffected. Those percentages are the Ministry’s analysis, not independently verified transaction data. The release does not establish a precise operational effective date for the announced rates. Why MDR could matter to soundbox expansion
A soundbox is a merchant device that announces incoming digital payments aloud, giving staff a real-time confirmation without requiring them to check a phone screen for every transaction. Paytm’s FY2025 annual report describes soundboxes as part of its merchant offering and says they provide real-time voice payment confirmations; it also identifies subscriptions as a growing revenue stream for the company. The Ministry says MDR revenue is shared within the payment ecosystem and that revenue from larger merchants supports payment infrastructure. A dedicated small-merchant fund receives an amount equivalent to 5% of MDR collections. This could strengthen the business case for investment in sales and merchant acceptance, but the official statement does not say that MDR specifically finances soundboxes or quantify any effect on deployments. What is known about soundboxes outside major metros
The latest dated official baseline cited here is in the Department of Financial Services’ Annual Report 2024–25, drawing on RBI data. It records 3,759,557 soundboxes nationwide as of 30 November 2024, including 1,240,343 in Tier 3–4 centres and 2,193,062 in Tier 5–6 centres. How strong is the 20-million-to-50-million growth claim?
The Economic Times reported on 6 October 2026 that NPCI sees potential for soundboxes to grow from about 20 million units to 50 million over time. The estimate was attributed to an unnamed official or person with direct knowledge, not to a public NPCI forecast. The newspaper also reported that providers were stepping up deployments and frontline sales hiring in Tier-II cities and smaller towns, citing industry executives. The careful conclusion is that the MDR framework may improve providers’ revenue case for expanding merchant services, while industry sources expect soundbox growth beyond metros. Neither the reported estimate nor the policy announcement establishes that MDR has already caused, or will cause, a particular increase in installations.

Do not confuse the framework with the earlier incentive scheme
The FY2024–25 low-value UPI incentive was a separate, temporary programme. It covered qualifying small-merchant P2M transactions up to ₹2,000 from 1 April 2024 through 31 March 2025, with a government-estimated outlay of ₹1,500 crore and a 0.15% incentive for eligible transactions.
