India’s announced UPI merchant discount rate (MDR) framework is scheduled to take effect on 15 October 2026. Under the published rules, most merchant payments above ₹2,000 carry a 0.4% MDR, capped at ₹300 for transactions of ₹75,000 or more. Person-to-person transfers and merchant payments up to ₹2,000 remain free of MDR; eligible small merchants and specified sectors have separate protections or rates. The government says merchants—not customers—pay MDR. These rules are forthcoming as of 12 October 2026, and their effects on prices and merchant acceptance are not yet known.
What UPI MDR is, and when the announced rules start
MDR, or merchant discount rate, is a charge associated with accepting a digital payment. India’s Department of Financial Services (DFS) says its finalized UPI framework takes effect on 15 October 2026. The detailed rates below are therefore announced rules, not charges already in force as of 12 October 2026. DFS FAQ, 15 September 2026.

The payment categories matter. P2P means one individual paying another; P2M means a person paying a merchant. P2PM refers to the small-merchant category described in the government’s rules. A payment’s amount alone does not determine every merchant’s treatment: transaction type, merchant classification, monthly receipts and sector can all matter.

|---|---|
| P2P transfers | Free regardless of amount, according to the Ministry of Finance. |
| P2M payments up to and including ₹2,000 | Zero MDR. |
| Eligible P2PM small merchants receiving up to ₹1 lakh per month through UPI QR codes | Zero MDR on transactions, according to the Ministry of Finance. |
| Standard P2M payments above ₹2,000 | 0.4%. |
| Standard transactions of ₹75,000 or more | The MDR is capped at ₹300. |
| Transactions above ₹2,000 in specified essential or thin-margin sectors | Flat ₹5 per transaction. |
| Capital-market payments, including mutual funds, securities, stockbrokers and dealers | 0.02%, capped at ₹300. |
The sector list for the flat ₹5 rate includes railways, telecommunications, insurance, fuel and agricultural inputs. The rate categories and thresholds are set out in the DFS FAQ; the government’s summary of free categories and safeguards is in its 15 September 2026 PIB release.

How the percentage rate and cap work
The DFS FAQ illustrates the standard calculation with three examples: a ₹3,000 payment produces ₹12 at 0.4%; ₹50,000 produces ₹200; and a ₹100,000 payment would produce ₹400 before the cap, so the MDR is ₹300. These are the FAQ’s examples, not independent fee tests. For an exact merchant charge, the transaction category and applicable cap both matter.
Why a payment over ₹2,000 may still be exempt
The ₹2,000 threshold does not by itself determine whether an eligible small merchant pays MDR. The FAQ says an exempt P2PM merchant can receive an individual payment above ₹2,000 without MDR if the merchant falls within the eligible tier, which is tied to monthly UPI QR receipts of up to ₹1 lakh. Merchants should confirm their P2PM/P2M classification and acquiring arrangement rather than infer liability from one transaction’s amount. DFS FAQ, merchant guidance.

Who pays: merchants or customers?
The announced framework puts MDR on the merchant side. The government says consumers will not pay MDR, banks are advised to prevent merchants from passing the charge on, and UPI application providers are barred from platform or hidden fees under the framework. These are the stated rules and safeguards in the Ministry of Finance’s 15 September 2026 release.
That policy statement is not the same as evidence about what happens to prices after implementation. As of 12 October 2026, the framework has not yet taken effect, so actual merchant pricing, acceptance decisions and pass-through have not been observed under these rules. The official assurance that posted consumer prices will continue is a government position, not a measured post-launch result.

Why introduce MDR, and what are the inclusion safeguards?
The financial-viability case
The government argues that rising transaction volumes require continuing investment in infrastructure, fraud prevention, cybersecurity and service. Its August 2026 announcement said a self-sustaining revenue model could support future expansion and that relying on subsidies alone was not viable for the next growth phase. The September FAQ describes MDR as intended to support infrastructure resilience, innovation, cybersecurity and customer service. Those are the government’s reasons for the policy, not proof that MDR will ensure sustainability. Ministry of Finance / PIB, 8 August 2026; DFS FAQ.
The FAQ also quotes an industry estimate of ₹20,000 crore annually to maintain UPI operations, including bandwidth, fraud prevention and bank technical support. It does not identify the estimator or methodology, so the figure should be treated as an unattributed estimate quoted by the FAQ, not an independently validated operating cost.

Free-use protections and the unresolved trade-off
The published protections keep P2P transfers free, preserve zero MDR on P2M payments up to ₹2,000, exempt qualifying P2PM small merchants, and state that consumers will not pay MDR. The government estimates that approximately 96% of merchant transactions will remain unaffected, and says 70% of total UPI transaction value is P2P and outside the MDR framework. These are government estimates, not post-launch measurements. It also says 5% of total MDR collections will go to a dedicated small-merchant fund; the materials reviewed do not establish the fund’s operating details. Ministry of Finance / PIB, 15 September 2026.
The DFS FAQ says more than 95% of UPI P2M transaction volume is at or below ₹2,000. That is the FAQ’s small-payment figure and should not be confused with the PIB’s separate estimate that approximately 96% of merchant transactions will be unaffected. DFS FAQ.

There is a genuine policy tension: keeping digital payments inexpensive for users while covering the costs incurred by payment-system participants. In its 2022 report, the Reserve Bank of India stated, “Regulation of the costs of payment systems requires a fine balance.” That is historical context, not an assessment of the 2026 framework’s results. RBI, 2022 report.

For merchants
- Check whether the acquiring arrangement classifies the business as P2PM or P2M, and confirm the monthly UPI QR receipt figure used for any small-merchant exemption.
- For standard P2M transactions above ₹2,000, use 0.4% as the announced rate, subject to the ₹300 cap on transactions of ₹75,000 or more and any applicable sector-specific rate.
- Existing working UPI QR stands do not need replacement or re-registration because of this framework, according to the DFS FAQ.
For consumers
The announced rule is that the merchant pays MDR and consumers do not pay a separate MDR charge. If a merchant changes its posted price or payment terms, that would be a merchant decision; the policy announcement does not establish how merchants will behave after the start date.
How the framework fits the earlier zero-MDR policy
Government direction set MDR to zero for UPI and RuPay debit-card transactions from 1 January 2020. The RBI’s retrospective account records that policy, while government incentive payouts during the zero-MDR period show that the ecosystem also had public support. The Prime Minister’s Office reported total payouts of ₹1,389 crore in FY2021-22, ₹2,210 crore in FY2022-23 and ₹3,631 crore in FY2023-24; the respective BHIM-UPI portions were ₹957 crore, ₹1,802 crore and ₹3,268 crore. These are historical annual figures, not current spending. Prime Minister’s Office, March 2024; RBI, 2022 report.

On 8 August 2026, the Ministry described a proposed statutory change as an enabling provision and said an NPCI-led UPI and Services Steering Committee would decide on MDR, if any, after the relevant bill passed. The more specific DFS FAQ and PIB statement of 15 September then described a finalized framework and its 15 October start date. The reviewed official pages do not identify the enacted amendment or formal notification reconciling those announcements, so they do not establish which legal instrument made the framework operative. 8 August 2026 PIB release; DFS FAQ; 15 September 2026 PIB release.
