China is the largest consumer of refined copper by a wide margin. In the 2024 country shares reported in an industry overview within a Hong Kong-listed company’s filing dated 31 December 2025, China accounted for 55.4% of refined copper consumption, more than eight times the United States’ 6.5% share. The United States, Germany and Japan follow, but China’s lead is so large that the ranking below the top spot matters far less than the concentration itself.
Two caveats shape everything that follows. First, “largest consumer” can mean a country or an industry, and the two rankings come from different measures. Second, the country figures come from a secondary source that attributes its numbers to the International Copper Study Group (ICSG), industry interviews, and Frost & Sullivan. They are not a full country-by-country table lifted directly from ICSG.
Which countries use the most refined copper
The filing lists four country shares for refined copper consumption in 2024. It does not publish a complete country list, so the table below shows only the figures that are stated.

Read these as shares of world refined usage in one year. They are not tonnages, and they do not tell you how much of the remaining share belongs to other countries. Because the figures come through a company filing rather than a direct ICSG table, cite them with that attribution and avoid presenting them as official ICSG statistics.

What “consumption” actually measures
Copper statistics are easy to misread because several different quantities get called consumption. The table below separates the measures that appear in this topic.

ICSG has warned that fluctuations in Chinese bonded stocks can make apparent-consumption calculations, which rely on trade, production and exchange inventories, inadequate for measuring industrial use over a specific period. That is why apparent-usage figures for China should be read as estimates with a known weakness.
The distinction also matters for trade. Refined copper used in a country can be embodied in manufactured goods that are then exported. A high consumption share therefore indicates where copper is processed into use, not necessarily where the finished goods end up.

The 2023 China benchmark
The Indian Bureau of Mines, in its Indian Minerals Yearbook 2024 entry on copper, relays ICSG World Copper Factbook 2024 data. It puts China’s apparent refined copper usage in 2023 at about 15.5 million tonnes, roughly 58% of global copper consumption.
This figure is a different year and a different measure from the 2024 share of 55.4%. Do not place the two side by side as if they describe a trend. Read together, they indicate that China’s share has been above half of global use across both years, with the caveat that the 2023 figure uses apparent usage.
Largest consumers by end use
Industry rankings use a different framework from country rankings. Two sources give end-use information, and their categories do not match.

The U.S. Geological Survey’s sector ranking
The U.S. Geological Survey (USGS) copper statistics page, which does not state a publication date in the version reviewed, describes copper’s main applications. Electrical uses, covering power transmission and generation, building wiring, telecommunications, and electrical and electronic products, account for about three quarters of total copper use. Within its broader market list, USGS orders the sectors as follows:
- Building construction, identified as the single largest market
- Electronics and electronic products
- Transportation
- Industrial machinery
- Consumer and general products
USGS’s own wording is: “Building construction is the single largest market, followed by electronics and electronic products, transportation, industrial machinery, and consumer and general products.”
The filing’s downstream shares
The 2024 filing gives its own downstream breakdown. Its categories are broader or differently grouped than USGS’s list, so the two should not be merged into one ranking.

Both sources put building construction at or near the top, and both place electrical and electronic uses among the largest categories. The shares above are attributed to the filing’s sources, not to USGS.

The International Energy Agency (IEA), in Global Critical Minerals Outlook 2025, says that rapid expansion of grid investment in China was the single largest contributor to copper demand growth over the two years it discussed. This describes recent growth. It does not prove that China’s grid investment alone explains its overall consumption lead, which reflects a much longer build-up of manufacturing and construction.
The same IEA outlook looks ahead. It estimates a potential 30% copper supply shortfall by 2035, based on its analysis of the current mine-project pipeline. The agency points to declining ore grades, higher capital costs, limited new discoveries and long lead times as reasons. This is a modeled scenario, not a forecast that will certainly occur.

How to compare these rankings without going wrong
When you encounter a copper ranking, check these points before drawing a conclusion:
- Geography: Is it a single country or a region? If a region, which countries does it include?
- Measure: Is it refined usage, apparent usage, mine output or embodied copper?
- Year: Are all the figures from the same reporting year?
- Taxonomy: Is the sector list from USGS, the filing or another publisher? Do not mix them.
- Scale: Is the figure a share of world usage or an absolute tonnage? Compare them only when both come from the same dataset.
- Attribution: Is the number from the original statistical body, or from a secondary source that cites it?
Why the concentration matters for money decisions
For readers who follow copper prices, commodity funds or mining equities, the central point is concentration. When more than half of refined copper use sits in one country, the pace of that country’s grid, construction and manufacturing activity has an outsized effect on global demand. That is an analytical observation drawn from the shares above, not a prediction about prices. Forecasts such as the IEA’s 2035 scenario depend on mine supply as much as on demand, and neither should be read as a basis for a specific investment decision.
