United planned three weekly nonstop flights between Los Angeles and Beijing starting May 1, 2025, and a September 2026 report says it plans to keep that frequency in winter 2026–27. But the specific claim that the U.S. Department of Transportation (DOT) granted United’s request cannot be confirmed from the available primary records. The decision date, conditions and operating period for that alleged grant remain unverified.
What is known about United’s Los Angeles–Beijing service
A December 19, 2024 report said United planned to begin three-times-weekly nonstop service from Los Angeles International Airport (LAX) to Beijing Capital International Airport (PEK) on May 1, 2025, using Boeing 787-9 aircraft. The report listed Tuesday, Thursday and Saturday departures westbound, and Thursday, Saturday and Monday departures eastbound. Those are reported launch plans, not schedule details confirmed by the DOT records described here.
In a September 3, 2026 report, Aviation Week said United planned to operate three weekly LAX–Beijing flights in winter 2026–27. It reported that United intended to operate 24 weekly flights to mainland China that season while seeking relief for 42 unused weekly frequencies. The reported schedule also included daily San Francisco–Beijing, San Francisco–Shanghai and Los Angeles–Shanghai service. This is a reported operating plan and waiver request, not proof that DOT approved the waiver or the earlier request.
Why DOT authority matters for international routes
U.S. airlines may need DOT authority to serve foreign markets. DOT’s International Economic Authority overview says its Air Carrier Licensing Division processes applications from U.S. airlines seeking that authority. It uses simplified procedures for routine applications in liberal aviation markets, but may hold carrier-selection proceedings when rights are limited by the number of carriers or weekly services.

That distinction matters: an airline’s plan to fly a route, a request for authority, a DOT decision and flights appearing on a schedule are separate things. Evidence of a planned or later-reported service frequency does not, by itself, establish what DOT decided on a specific application.
Why Los Angeles–Beijing has a history of limited frequencies
A 2016 DOT proceeding illustrates the constraint, but does not establish the outcome of United’s later request. In November 2016, DOT said American Airlines and Delta Air Lines had each applied to operate daily round-trip nonstop LAX–Beijing service, and there were not enough frequencies for both applications. DOT described U.S.–China frequencies as nearly fully allocated. In December 2016, it selected American, citing connecting points, competition, service and public benefits.

In its November 7, 2016 release, DOT said: “The U.S.-China aviation agreement caps the total number of weekly frequencies that each country’s airlines can operate to primary Chinese cities, including Beijing and Shanghai.” That historical allocation concerned American and Delta; it should not be treated as a ruling on United’s later request.

The available DOT material explains the agency’s authority process and documents the separate 2016 American–Delta competition. It does not include the DOT order or notice for the specific United request. Accordingly, the claim that DOT granted United’s request remains unverified here. The evidence does not establish when DOT acted, the docket number, the precise legal authority, any conditions, the operating season covered, or whether a later frequency or waiver decision changed those terms.

Until the underlying DOT decision is available, the careful conclusion is limited: United’s three-weekly LAX–Beijing service was reported as a planned launch in 2024 and as part of its intended winter 2026–27 schedule in 2026. Those reports do not independently confirm the terms or disposition of a DOT grant.
