Possibly as a diversion risk, but the U.S. authorization does not itself let Belavia send covered aircraft or parts to Russia. The available sources do not establish that Russia has received parts through Belavia.
What the U.S. change authorizes
On September 11, 2025, the Associated Press reported that the United States had relaxed some sanctions on Belavia as part of a deal accompanying prisoner releases. A U.S. official told AP that the airline could repair its aircraft and buy parts, including for Boeing aircraft. That was a public account of the policy change; the later BIS letter sets out the operative export-control authorization and its limits. Associated Press, September 11, 2025.
BIS issued a letter effective October 10, 2025, superseding its September 11 authorization. It authorizes specified flights, servicing and repair, and certain equipment, supplies, and materials for designated Belavia aircraft. The authorization remains effective unless BIS revokes it. It names particular aircraft, including Boeing 737 MAX 8 and other Boeing 737 variants, by registration and serial number. What it says about Russia
Covered aircraft cannot fly to Russia under this letter
The authorization excludes Russia as a destination for flights by the covered aircraft. It also excludes Cuba, Iran, North Korea, Syria, and specified occupied regions of Ukraine. The letter does not authorize those aircraft to transport items controlled under the Export Administration Regulations (EAR) unless a separate authorization applies. The letter does not authorize covered goods to be sent to Russia
For aircraft-related equipment and materials, the authorization is limited to items controlled only for anti-terrorism reasons or classified EAR99. BIS expressly says the letter does not authorize exports or reexports of those items to Russia, Belarus, or destinations in Country Group E. The authorization therefore is not a route for shipping covered parts to Russia.
BIS says it will assess license applications case by case to determine whether items are for Belavia’s commercial passenger fleet and to address diversion risk. The letter permits some transfers through third countries for covered-aircraft use, subject to its conditions. A narrow clause addresses items separately and lawfully authorized for export or reexport to Russia, Belarus, or Country Group E and then transferred for covered-aircraft use; it is not blanket permission to route parts through Belavia into Russia. Why diversion concerns remain a separate question
Belarusian opposition leader Sviatlana Tsikhanouskaya warned that the easing “could open loopholes that both the Lukashenko regime and Russia will use to circumvent the sanctions,” AP reported. Analyst Valery Karbalevich also raised the possibility of resale. These are attributed concerns about what could happen, not evidence that a transfer occurred. Associated Press, September 11, 2025.
The distinction matters: the letter creates a legal pathway for specified maintenance and parts-related supply for Belavia aircraft, while imposing destination and end-use conditions. Whether any parts were diverted would require evidence about particular shipments, intermediaries, serial numbers, end users, or enforcement actions. The available sources do not document Russia receiving parts through Belavia under this authorization.

Russia’s separate export-control restrictions
The Belavia authorization does not replace other U.S. legal requirements. BIS says it applies only to activities specified in the letter and does not displace other EAR requirements, Treasury’s Office of Foreign Assets Control sanctions, or State Department rules. Those are distinct legal regimes.
A 2026 Federal Register notice describes the broader Russia control baseline: aircraft and aircraft parts destined for Russia under ECCN 9A991 require a license, and BIS reviews applications under a policy of denial. Why Belavia was sanctioned
The U.S. Treasury designated Belavia under Executive Order 14038 in 2023, identifying it as Belarus’s state-owned flagship carrier and citing its ownership or control by the Belarusian government. The designation followed the forced diversion of Ryanair Flight 4978 and the arrest of dissident journalist Raman Pratasevich, amid wider U.S. and allied measures. U.S. Treasury designation, 2023.
How to assess a claim that parts reached Russia
“Sanctions eased” is too broad to establish what a transaction allows. A credible assessment of a particular shipment should establish:

- Aircraft: whether the aircraft is among those named in the BIS letter.
- Destination: whether the goods or aircraft went to Belarus, a third country, or Russia.
- Item and authorization: the part’s export classification and whether a separate license was required or granted.
- End use and evidence: the supplier, recipient, end user, shipment records, and any official enforcement or government statements.
Without evidence on those points, a warning about possible diversion should not be presented as a confirmed transfer.
