What did Budget 2025 announce for Bihar?
The Union Budget 2025–26 made two separate infrastructure commitments. It said greenfield airports would be facilitated in Bihar to meet the state’s future needs, alongside capacity expansion at Patna airport and a brownfield airport at Bihta. Separately, it promised financial support for the Western Koshi Canal ERM Project in Mithilanchal.
The budget document described the canal project as benefiting farmers cultivating over 50,000 hectares. This is the stated scale of the expected benefit, not a reported measure of completed irrigation or a guarantee of outcomes. Neither the budget announcement nor the later implementation report specifies a project-specific rupee allocation for the airports or canal.
Where might the new airports in Bihar be built?
A later Ministry of Finance implementation report names three locations where the Airports Authority of India conducted pre-feasibility studies: Sonpur in Saran district, Rajgir in Nalanda district, and Sultanganj in Bhagalpur district. These are candidate study locations; the report does not say that airports at these sites have been approved or built.

The report describes further steps before site approval. Bihar would need to submit proposals seeking site clearance. Those proposals would then be considered by the Steering Committee on Greenfield Airports for a recommendation, followed by approval by the Ministry of Civil Aviation. The study locations therefore should not be treated as final sites.
The budget also referred separately to expanding Patna airport capacity and a brownfield airport at Bihta. Those commitments are distinct from the greenfield airport studies, and the cited materials do not give project-specific budgets or establish completed construction for them.

What is the Western Koshi Canal ERM Project?
The Western Koshi Canal ERM Project is an irrigation project in Bihar’s Mithilanchal region. ERM means Extension, Renovation and Modernisation. In the budget announcement, the government promised financial support and said the project would benefit farmers cultivating over 50,000 hectares.
That figure describes the cultivated area associated with the expected benefit in the official announcement; it does not by itself establish how much land is currently receiving irrigation from the project. The reviewed official materials do not state a project-specific funding amount or final project cost.

What progress had been recorded in the official status report?
The Ministry of Finance implementation report records procedural milestones for both commitments. These show review and appraisal activity, not a completed airport or canal project.

How to read the two commitments
The airport and canal announcements are different kinds of commitments and should not be compared as though they were two fully costed projects. The budget stated a facilitation commitment for airports and a promise of financial support for the canal. For airports, the later report gives candidate locations and a site-clearance path; for the canal, it gives a stated beneficiary scale and dated appraisal milestones. No project-specific rupee amount is stated for either in the cited materials.
