To apply for the UniFAST Tulong Dunong Program (TDP), a first-time applicant needs three items on UniFAST’s TDP page: the TDP-TES Application Form, a certified true copy or electronically generated Certificate of Enrolment (COE) or Certificate of Registration (COR) showing your number of units, and a Certificate of Indigency signed by the Punong Barangay where you live. Continuing grantees need the COE or COR and, only if they are returning after failing to enroll for one semester in an academic year, a certified true copy of the Leave of Absence (LOA) submitted to their school.
That list is the currently displayed guidance, not the final word. UniFAST’s guidelines index also lists a 2026 revised TDP guideline, and the full text of that revision was not available when this guide was prepared. Confirm the active rules, the cycle deadline, and the submission route with your higher education institution (HEI) or through official UniFAST and CHED channels before you gather or send anything.
Who the page says qualifies
UniFAST describes TDP as a subsidy under the Tertiary Education Subsidy (TES) that aims to support at least the partial cost of tertiary education, inclusive of education-related expenses of the grantee. The TDP page, as displayed in 2026, sets out these eligibility conditions:
- You are a Filipino citizen.
- Your combined parental or guardian gross household income does not exceed ₱400,000.
- You are enrolled in a first undergraduate degree program in a State University or College (SUC), a CHED-recognized Local University or College (LUC), or a private HEI.
- You are not already a beneficiary of TES, a CHED Scholarship Program, or another national government-funded student financial assistance program.
Check the 2026 revised guideline first
UniFAST’s guidelines index lists a “2026 REVISED GUIDELINES ON THE IMPLEMENTATION OF THE TULONG DUNONG PROGRAM (TDP)” alongside older 2024 rules. The 2026 PDF linked from that index could not be opened in full, so this guide cannot tell you whether its criteria or document requirements differ from the page. Do not assume the 2024 rules or the current page are unchanged. Once you can read the revised guideline, check your own situation against it, and ask your HEI which version applies to your cycle.

Documents for new applicants and continuing grantees
The table below compares the document lists shown on UniFAST’s TDP page. “Not stated” means the page does not list that item for that applicant type.
| Document | New applicant | Continuing grantee |
|---|---|---|
| TDP-TES Application Form | Listed | Not stated |
| COE or COR showing number of units | Certified true copy or electronically generated; serves as proof of enrollment | Certified true copy or electronically generated; shows units |
| Certificate of Indigency (income proof) | Signed by the Punong Barangay where the applicant resides | Not stated |
| Leave of Absence (LOA) | Not stated | Certified true copy submitted to the HEI, only if returning after failing to enroll for one semester in one academic year |
Two details matter when you prepare these papers. The COE or COR must show your unit load, not just confirm enrollment. The indigency certificate must come from the barangay where you reside, since the page specifies that office as the signatory.

How applications are validated after submission
The 2024 UniFAST guideline, Memorandum Circular 03, series of 2024, describes a validation chain. The full PDF did not render readable text in the browser, so the sequence below comes from official search-result text and should be read as the program’s internal flow, not your personal submission steps:
- UniFAST Central Office initially assesses new applicants.
- Central Office endorses applicants through the portal to CHED Regional Offices for validation.
- Regional Offices endorse the masterlist to the respective HEIs for checking and billing.
- Central Office and the CHED Regional Office check that applicants have no existing nationally funded student assistance.
Your school’s scholarship office or UniFAST focal person is the reliable source for what you must physically submit and when, because that process sits between you and the HEI.

Where to submit and how to avoid fake links
The displayed document list on UniFAST’s TDP page does not include a downloadable TDP application form, an online application portal, or a local deadline. Its listing alone therefore does not confirm where an individual submits the form. Until your HEI or an official UniFAST or CHED announcement says otherwise, do not treat any online form or link as the official route.
CHED-UniFAST has warned the public to check purported application links and to avoid sharing personal information until a site or account is verified. That matters here because TDP applications involve household income and family details.

What the ₱7,500 benefit does and does not guarantee
UniFAST’s TDP page states a benefit of ₱7,500 per regular semester, subject to prioritization and availability of funds. The 2024 UniFAST TDP infographic records the same ₱7,500 per regular semester. Treat this as the stated per-semester amount, not a guaranteed award, an annual total, or a payment date. Any yearly figure you calculate from it is your own arithmetic, based on how many regular semesters your program has, and is not a UniFAST figure.
Selection depends on the program’s prioritization and funding, so a complete application does not by itself secure the benefit.
