Unfair competition? What the Evidence Shows on Uber, Ola and Mumbai’s Auto and Taxi Drivers

Uber and Ola are often blamed for hurting Mumbai's auto and taxi drivers. Here is what the evidence shows, what it cannot show, and how Maharashtra's aggregator rules fit in.

The available evidence does not show that Uber and Ola are killing the livelihoods of Mumbai’s auto and taxi drivers. What it does show is narrower. Traditional drivers, in 2016 reporting, described lost business, lower earnings and heavier permit and compliance costs. Platform-side studies report higher earnings for app drivers, but they are India-wide, drawn from 2019 fieldwork, or summarised by the platforms themselves, and none compares Mumbai’s traditional drivers with app drivers on matched hours and costs. No current, Mumbai-specific estimate of livelihoods lost to app competition could be verified. The question with more present-day weight is how Maharashtra regulates the apps.

What the headline would have to prove

“Killing livelihoods” is a causal claim. To support it for Mumbai, an analyst would need to show three things:

  • Fewer paying trips for traditional drivers that can be tied to app competition, rather than to other shifts in demand.
  • Lower net income for those drivers, measured after fuel or CNG, vehicle finance, permit and compliance costs and platform deductions, and expressed per hour worked.
  • Those effects measured in Mumbai, for the same vehicle category, in the period being discussed.

The sources below meet at most one or two of these tests, which is why they support a narrower conclusion than the headline.

What Mumbai reporting documented in 2016

The closest local account that sets traditional drivers beside app drivers is Scroll’s 2016 reporting. It is a news story rather than a study, and its earnings figures are about a decade old. It remains useful because it records the complaints as drivers and transport experts framed them at the time.

Fares and pricing

According to Scroll, app-based cabs drew riders partly because they offered air-conditioned travel, often at prices below kaali-peeli (black-and-yellow) taxis. Conventional taxis and autos ran on fixed meter fares, while app prices could rise at times of high demand. That describes the 2016 fare structure and should not be read as how app or meter fares work in Mumbai today.

Trip mix

Dhawal Ashar, senior project associate for urban transport at WRI India Sustainable Cities, offered a mechanism for lost business:

“One reason for this could be that app-based cab drivers have captured the market for long-distance trips, and taxi or auto drivers are plying shorter distances than they used to,”

This is an expert’s explanation, not a measured result. It identifies a specific channel, long-distance trips, and that channel matters for any estimate: the income effect depends on how much of a driver’s day once relied on those trips.

Costs carried by conventional drivers

Scroll reported that conventional taxi and auto drivers face official permit, uniform, badge and policing costs. Zainab Kakal, project head at WRI India Sustainable Cities, summarised the burden:

“All in all, taxi and auto drivers are paying more for permits, uniforms, badges and having to deal with the police,”

The same May 2016 reporting noted that some app-based operators were using All India Tourist Permits. Unions disputed whether those permits should cover local city journeys, and the article described the legal position as unclear. That is the position as it stood in 2016, not a statement of current law.

The earnings figures

Scroll reported monthly earnings of ₹25,000 or ₹60,000 for app-based drivers, and an average of ₹8,000–₹10,000 that it attributed to most kaali-peeli drivers in Mumbai. The article gives the two app figures without saying how common each level is, so neither represents a typical app income. It also does not establish whether the figures are before or after fuel, vehicle payments and commissions. Read them as what drivers reported in 2016, not as a current income benchmark.

The platform-side evidence

Companies and industry-linked studies make the opposite case: that app work raises incomes and gives entry to people who might otherwise be shut out of formal transport work. Each of the three sources below is useful, and each has a clear boundary.

Uber’s 2016 scheme for Mumbai taxi and auto drivers

When Uber launched its Mi Pan Malak scheme in 2016, it offered a route into vehicle ownership through financing aimed at existing Mumbai taxi and auto drivers. Shailesh Sawlani, Uber’s Mumbai general manager, framed the scheme this way:

“At Uber we are keen on building micro-entrepreneurship by providing flexible economic opportunities for all.”

Uber also said that in a survey, more than 30% of its existing Mumbai driver partners were former taxi, auto or radio-taxi drivers, and it published a driver testimonial about improved financial stability. These show that some traditional drivers did move onto the platform. They are company figures and a single testimonial, so they do not show that the scheme was broadly accessible or that it worked for most drivers.

Ola Mobility Institute report, 2021

The Ola Mobility Institute report, published in 2021, is the broadest platform-side survey that covers Mumbai. It draws on roughly 5,000 drivers across 12 cities, about 3,300 of them platform drivers and about 1,700 non-platform drivers, with data collected from August to October 2019. Its comparisons control for age and hours worked, but they are descriptive, so the report cannot show that platform entry caused any change in income. Platform drivers could also use more than one app, which makes “platform driver” a loose category. The institute is affiliated with a platform operator, and the study covers more than Mumbai.

Uber’s 2024 summary of Public First

Uber’s 2024 summary of Public First’s India Economic Impact Report estimates that driver-partners earned about 60% more annual income than their next-best alternative, and about 24% more than working without a platform. These are India-wide figures. They do not compare Mumbai’s platform drivers with traditional taxi or auto drivers, and they come from a summary published by the platform itself. Treat them as a counterclaim with a clearly stated geography, not as a verdict on Mumbai.

Maharashtra’s aggregator rules: the 2025 draft and what followed

For drivers today, the more consequential question is regulation. In October 2025 Maharashtra published draft aggregator rules covering fares, platform deductions, working hours, training and licensing. The Indian Express reported the draft’s main proposals as follows:

Pratap Sarnaik, Maharashtra’s transport minister, said of the draft: “These rules will increase public confidence, improve service quality and ensure that drivers are not exploited,”

Where things stand in 2026

Times of India reporting from July and September 2026 described a Maharashtra aggregator policy as implemented, along with a state request for verified driver profiles and domicile documents. The notification text itself is not reproduced in those reports, and the draft figures may have changed before implementation. Check the notification issued by the state transport department before relying on any specific cap, deduction limit or document requirement.

Testing the claim with your own numbers

If you drive for an app, or depend on one for income, the headline question can be tested against your own records. A four-week log will not separate app competition from seasonal demand or fuel prices, but it will show whether your net income per hour is moving, and by how much. Keep it this way:

  1. Record each shift’s start and end time, logged-in hours and time with a passenger. If you use more than one app, log each one separately.
  2. For each trip, note the fare, the platform’s commission or deduction, and any convenience fee shown separately.
  3. Note whether each trip was local or long-distance, since the trip-mix explanation depends on it.
  4. Record fuel or CNG, vehicle loan or lease payments, permit and renewal fees, uniform or badge costs and maintenance.
  5. Divide your net amount, after all of the above, by hours worked. Compare that per-hour figure, not the monthly total, with your earnings before you joined the platform or with a conventional driver’s log.
  6. Repeat the same log after any fare floor, deduction cap or hours rule starts to apply to your trips, so that the before-and-after comparison uses the same measure.
