Unemployment in Stewart Town: What a 2021 Student Survey Says About Causes and Effects

A 2021 student social studies project offers a snapshot of how 50 questionnaire respondents viewed unemployment in Stewart Town, St. Mary—not a current unemployment rate or proof of what causes unemployment or crime. Respondents most often selected lack of education as a perceived cause, increased crime and violence as a perceived effect, and opening more businesses as a proposed response.

What the Stewart Town project found

The project was a Caribbean Examination Council social studies School-Based Assessment (SBA) about unemployment in Stewart Town, St. Mary. Its findings reflect answers to a questionnaire, so they describe respondents’ selections rather than verified conditions across the community.

These percentages are not labor-force statistics. They do not tell how many people in Stewart Town were unemployed, and the report does not establish that unemployment caused crime or violence. The linked student report is the source of the survey results, not an official statistical agency.

How the questionnaire was conducted—and what it cannot show

The report says it used a 12-question printed questionnaire distributed to every other household. Sixty forms were handed out, and 50 were returned. Collection took place from January 10 to 17, 2021.

The report does not provide enough information to determine whether those responses represent all households or residents in Stewart Town. A small descriptive questionnaire can show what its respondents thought, but it cannot by itself establish a community-wide unemployment rate, identify proven causes, or measure the effects of unemployment. Because the responses date from 2021, they also cannot establish current conditions or trends.

Causes respondents perceived

The largest reported response to the causes question was “uneducated,” selected by 44% of respondents. This is a perception recorded by the student project, not a finding that lack of education explains unemployment in Stewart Town.

The project’s recommendations point to education seminars, lower tertiary tuition costs, and skills training. Those ideas address possible barriers to education and preparation, but the questionnaire did not test whether any of them would increase employment or compare their costs and effectiveness.

Effects respondents perceived

Increased crime and violence was the most frequently selected perceived effect, at 36%. That result records respondents’ views; it does not demonstrate a causal link. Other comments about community effects should likewise be understood as the student’s interpretation of questionnaire responses, rather than independently established outcomes.

Responses proposed in the project

Opening more businesses to create jobs was the most selected proposed measure, at 58% of respondents. The report also recommends entry-level work, skills training, education seminars, lower tertiary tuition costs, and self-employment. It records preferences, not evidence that these proposals were implemented or produced jobs.

  • Business development and job creation: Respondents most often chose this approach. The report does not assess which businesses might be viable, what resources they would need, or how many jobs they could create.
  • Education and skills support: Seminars, more affordable tertiary education, and skills training are among the student report’s recommendations. It does not evaluate their feasibility or employment outcomes.
  • Entry-level work and self-employment: These are also proposed routes into work. The report does not compare them with business development or provide measured results.

What the project can—and cannot—tell residents

The project is useful as a dated record of how a group of respondents described unemployment and possible responses in Stewart Town. It should not be used as a present-day estimate, a representative community survey, or proof that any one factor causes unemployment or crime. Establishing current levels and trends would require up-to-date local labor data and a study designed to support those conclusions.
