That signals subdued activity, not a uniform house-price crash. The latest official prices-paid data, for July, still showed annual growth, but with a small monthly fall and marked regional differences.
What changed in September?
The Royal Institution of Chartered Surveyors (RICS) reported deterioration across its key sales indicators compared with August. Its figures are net balances: they show whether more respondents reported increases or decreases, not the share of buyers or homes affected.

The buyer-enquiry balance was more positive than its recent low of -41% six months earlier. RICS says conditions remain less downbeat than at the start of 2026, despite this month’s setback. Its results therefore point to a market adjusting to a headwind, rather than establishing a decisive new direction. RICS, UK Residential Survey September 2026.

Are higher mortgage rates slowing the market?
Rate expectations are contributing to caution, but the available evidence does not quantify their effect or show that they are the sole cause of weaker activity. RICS Head of Market Research and Analysis Tarrant Parsons said renewed interest-rate expectations had created “a fresh headwind,” making buyers more cautious and sales activity lose momentum. He also said households may face a longer period of subdued activity as they adjust to borrowing costs remaining higher than previously anticipated.

The Bank of England’s July 2026 Monetary Policy Report summary also described affordability concerns and higher mortgage rates weighing on activity, alongside weak buyer-enquiry sentiment and lenders expecting lower demand for house-purchase lending. Why official house prices can still rise while survey sentiment falls
The measures cover different things and different months. RICS records survey respondents’ assessments and expectations; the UK House Price Index (UK HPI) estimates prices paid in completed transactions. A negative RICS balance can coexist with annual price growth in the HPI because one measures reported direction and sentiment, while the other reflects completed sales over an earlier period.

The latest official HPI figures available here are for July 2026, two months before the RICS survey. They are provisional and may be revised. The index estimated that the average UK house price was £273,000, with annual inflation of 1.4%, down from a revised 1.5% in June. Seasonally adjusted prices fell 0.2% month on month. July’s annual price changes varied sharply by location. London prices were 3.3% lower than a year earlier, while prices in the North East were 4.9% higher. In its September survey, RICS also reported continued price increases in Northern Ireland and modest growth in Scotland. A UK-wide average or sentiment balance cannot describe every local market.

Transactions and mortgage approvals tell different parts of the story
In July, HMRC estimated 97,000 seasonally adjusted residential property transactions valued at £40,000 or more. That was 1.7% fewer than in June and 1.1% fewer than a year earlier. The Bank of England recorded 56,100 mortgage approvals for house purchases, below the previous six-month average of 60,800.
Transactions estimate completed sales; approvals indicate borrowing activity ahead of a possible purchase and completion. Neither is interchangeable with RICS survey responses, and none alone captures all buyer demand.

What buyers and sellers should take from the figures
- Buyers: weaker survey activity suggests less momentum, but national data do not establish a broad price collapse. Check recent comparable sales and local conditions rather than treating a UK-wide balance as a forecast for one property.
- Sellers: the combination of weaker enquiries and negative short-term price expectations points to a more cautious market. Pricing and time to sell may vary substantially by area and property.
- Anyone assessing the outlook: keep the dates and measures separate. September’s RICS survey is a sentiment snapshot; July’s HPI and transaction figures describe earlier completed activity, while mortgage approvals are a forward-looking indicator.
The rental market is a separate signal, not evidence of sales strength: RICS recorded tenant demand at +23%, constrained landlord instructions and a +37% three-month rent-expectations balance in September.
