Short answer: California is not requiring every Uber driver to be fingerprinted. The California Public Utilities Commission (CPUC) requires drivers who want to transport unaccompanied minors through services such as Uber for teens to pass a fingerprint-based background check connected to California’s TrustLine system.
Uber’s current California relaunch applies only in parts of the state. Uber says participating drivers must already be registered with TrustLine, satisfy Uber’s experience and rating requirements, upload their TrustLine registration letter, and complete additional teen-ride training.

What changed for Uber drivers in California?
The headline that Uber will need to fingerprint drivers is directionally correct but too broad. The requirement applies to drivers seeking eligibility to transport unaccompanied minors—not to every driver who accepts ordinary adult UberX trips.

The relevant rule comes from CPUC Decision D.24-12-004, adopted December 5, 2024. It requires transportation network company drivers transporting unaccompanied minors to satisfy a fingerprint-based criminal-background-check requirement.

Uber suspended teen and guardian ride requests in California on December 23, 2024. After filing compliance materials with the CPUC in July 2025, Uber announced on July 30, 2026 that Uber for teens was returning in parts of California.
The practical result is narrower than the headline suggests: drivers who want teen-trip eligibility need fingerprint-based TrustLine screening, while drivers who only take ordinary adult trips do not automatically need TrustLine registration.
What “fingerprinting” means
This is not simply Uber adding fingerprints to its ordinary commercial background check. The relevant process involves registration with California’s TrustLine system and fingerprint-based screening through the California Department of Justice process.

The CPUC describes its fingerprint-based criminal-history screening as using criteria comparable to those applied to licensed childcare providers.
- The driver is registered with TrustLine.
- TrustLine uses fingerprint-based California criminal-history screening.
- Uber verifies the driver’s existing registration and applies its own eligibility rules.
- The driver completes Uber’s training for teen trips.
Uber’s current California announcement says it does not support or sponsor new TrustLine applications for drivers seeking teen-trip eligibility. That makes existing registration the key practical distinction: an already registered driver may be able to upload the registration letter and continue onboarding, while a driver starting from zero may not currently have a path through Uber.
Does every Uber driver need to be fingerprinted?
No. The requirement concerns drivers who want to accept trips involving unaccompanied minors. A driver can continue taking ordinary UberX trips without qualifying for the teen-ride category.

Uber separately states that teen-trip eligibility does not affect a driver’s ability to take ordinary UberX requests. Drivers who do not want teen trips can also opt out through the Driver app’s preferences or settings.
The rule is therefore best understood as a category-specific requirement:
| Driver activity | TrustLine fingerprint screening required? |
|---|---|
| Ordinary adult Uber trips | Not solely because the driver drives for Uber |
| Official Uber for teens trips involving unaccompanied minors | Yes, along with Uber’s other eligibility requirements |
| A minor using an adult account without an approved teen arrangement | This is not an authorized teen-trip setup |
Who can use Uber for teens?
Uber for teens is designed for riders ages 13 through 17, with enrollment and consent from a parent or legal guardian. Teen trips use a designated teen account rather than an ordinary adult account.
Guardians receive trip notifications and can access live trip tracking. Drivers can identify eligible requests through labels such as “UberX • Teen.” A minor attempting to ride through an adult’s account without the approved teen-account arrangement is a different situation. Uber’s rules allow a driver to cancel an apparent unaccompanied-minor trip that lacks the proper designation.
What must a California driver do to qualify?
According to Uber’s California relaunch announcement, a driver must generally:
- Meet Uber’s minimum lifetime-trip requirement.
- Meet Uber’s minimum driver-rating requirement.
- Have no disqualifying history under Uber’s teen-trip safety criteria.
- Already be registered with TrustLine.
- Upload a copy of the TrustLine registration letter.
- Complete Uber’s teen-trip training toolkit.
Uber says its trip and rating thresholds can change. Its general driver eligibility policy also includes restrictions involving certain interpersonal allegations, failed real-time identity checks, and other safety-related issues.

TrustLine registration alone does not guarantee eligibility. Uber applies additional screening, experience, rating, identity-verification, and training requirements.
What safety features do teen trips include?
The CPUC’s requirements and Uber’s described controls include:
- PIN verification: The rider confirms a code before the trip begins, helping match the correct teen and vehicle.
- Guardian tracking: A parent or guardian can receive notifications and follow the trip in real time.
- RideCheck: Uber may send alerts about unusual route deviations, unexpected stops, or early trip termination.
- Pickup procedures: The teen and driver can verify the vehicle and trip details before departure.
- Drop-off procedures: The service provides procedures for situations where a parent or custodial adult is expected.
- Driver training: Participating drivers receive training specific to transporting unaccompanied minors.
- Communication and reporting tools: The app supports communication among the teen, guardian, and driver, with additional safety tools such as optional audio recording where available.
These measures are layers of protection, not guarantees that every trip will be incident-free. TrustLine registration also should not be treated as a guarantee of a driver’s future conduct.

Uber argued in the CPUC proceeding that its existing Checkr process searched more databases than TrustLine. The CPUC nevertheless concluded that fingerprinting was necessary for drivers transporting unaccompanied minors and identified TrustLine as the appropriate specialized screening mechanism. The Commission’s decision is a regulatory judgment; it should not be converted into a claim that fingerprint checks detect every relevant offense or eliminate all safety risks.
The distinction is between different screening methods. A commercial database check searches records associated with names and other identifying information. A fingerprint-based process connects the applicant to biometric identity records and supports the relevant state criminal-history screening system.
The California requirement is therefore not simply an Uber marketing policy. It originates with the CPUC and applies to transportation network company service involving unaccompanied minors.

Is Uber for teens available throughout California?
Not necessarily. Uber says the service is being offered in parts of California, rather than confirming unrestricted statewide availability.

What parents and teens should check
- Confirm that Uber for teens is available in the specific California area.
- Request the trip through the authorized teen account, not an adult account.
- Make sure guardian notifications and live tracking are active.
- Use the pickup PIN and verify the vehicle and driver shown in the app.
- Discuss the expected drop-off arrangement before the trip begins.
- Remember that Uber for teens is a rideshare service, not a school bus or guaranteed supervised transportation service.
Teen riders should be prepared to show or confirm the trip PIN without unnecessarily sharing their date of birth with the driver. A driver may cancel if a minor appears to be traveling alone through an unauthorized account.
What drivers should know about the trade-offs
Teen-trip eligibility may give an experienced driver access to a differentiated ride category and potentially additional ride opportunities. It also adds administrative and compliance burdens: fingerprint-based registration, additional training, higher eligibility standards, and the possibility of losing access because of rating changes, identity-check failures, or disqualifying allegations.
Drivers already registered with TrustLine are in the strongest practical position under Uber’s current process. They may be invited to participate and asked to upload their registration letter. Drivers who are not registered should not assume that Uber will arrange or reimburse a new fingerprint appointment; Uber currently says it does not support or sponsor new TrustLine applications for this purpose.
The timeline in brief
- December 5, 2024: The CPUC adopts Decision D.24-12-004 concerning transportation of unaccompanied minors.
- December 23, 2024: Uber’s California help page says teen and guardian ride requests were suspended.
- July 19, 2025: Uber files Advice Letter 36 addressing compliance with the CPUC decision.
- July 30, 2026: Uber announces a limited return of teen rides in parts of California, subject to existing TrustLine registration and other requirements.
That timeline matters because the fingerprinting requirement is not a brand-new 2026 rule. The 2026 development is Uber’s implementation and limited relaunch after the 2024 suspension and subsequent compliance process.
