Uber and Rivian plan up to 50,000 robotaxis—but the $1.25 billion deal depends on milestones

Uber and Rivian plan up to 50,000 R2 robotaxis, beginning with 10,000 vehicles and planned 2028 deployments in San Francisco and Miami. The $1.25 billion investment is potential and milestone-based, not an upfront payment.

Uber and Rivian announced a long-term partnership on March 19, 2026, aimed at deploying up to 50,000 fully autonomous Rivian R2 robotaxis. Uber said it could invest up to $1.25 billion in Rivian through 2031, beginning with a planned $300 million equity investment. The money, vehicle purchases and rollout are conditional—not a completed $1.25 billion payment or a guaranteed order for 50,000 cars.

The first planned commercial deployments are in San Francisco and Miami in 2028, with expansion targeted for 25 cities across the United States, Canada and Europe by the end of 2031.

The deal in five numbers

  • Up to $1.25 billion: Uber’s maximum potential investment in Rivian through 2031.
  • $300 million: The planned initial equity investment, subject to regulatory approval and closing conditions.
  • 10,000 vehicles: The expected initial purchase of autonomous R2 robotaxis by Uber or designated fleet partners.
  • Up to 40,000 more: Additional vehicles Uber may purchase beginning in 2030.
  • 25 cities: The companies’ target footprint by the end of 2031.

The companies’ announcement describes a potential fleet of up to 50,000 vehicles. That wording matters: the 40,000 additional vehicles are an option, and the full investment is tied to conditions and autonomous-driving milestones.

What the $1.25 billion actually means

The headline figure is not an upfront purchase price and does not mean Uber has already invested $1.25 billion. It is the maximum amount Uber could invest through 2031 if the partnership meets specified requirements.

  • Long-Lasting Dual Battery Power:Two 600mAh rechargeable batteries provide up to 60 minutes of continuous playtime.
  • Perfect Gift for Kids:An exciting and innovative toy that sparks creativity—ideal for birthdays, holidays, and special occasions!

The structure currently described publicly is:

  1. Initial $300 million equity investment: Planned at signing, subject to regulatory approval and other closing conditions.
  2. Potential $250 million later in 2026: Rivian’s first-quarter materials described this additional investment as milestone-based and conditional.
  3. Up to $700 million thereafter: Further investment is expected through 2031, subject to autonomous-driving milestones and other conditions.

Rivian’s first-quarter filing provides the additional breakdown. As of August 18, 2026, the available evidence supports describing the initial $300 million as expected to close subject to conditions—not as a fully completed investment.

For investors, the distinction is important. The announcement creates a possible source of capital and a potential commercial customer, but it does not guarantee Rivian all $1.25 billion. Delays in vehicle production, autonomy validation, regulatory approval or other contractual milestones could reduce, defer or prevent later payments.

How many robotaxis are covered?

The initial phase is expected to involve 10,000 autonomous R2 vehicles. Uber then has an option to purchase up to 40,000 additional vehicles beginning in 2030, creating a possible total of 50,000.

That is different from saying Uber has placed a firm order for 50,000 robotaxis. The SEC-filed vehicle production agreement covers the design, development, testing and manufacturing of the vehicles and purchases by Uber or designated fleet operators. In other words, some vehicles could be purchased or operated by third-party fleet partners rather than owned directly by Uber. The agreement is available in the SEC filing.

When could riders see them?

The planned timeline is:

  • 2028: Initial commercial deployments in San Francisco and Miami.
  • 2030: Potential beginning of purchases under the additional 40,000-vehicle option.
  • End of 2031: Targeted expansion to 25 cities in the United States, Canada and Europe.

These are company targets, not confirmed service dates. A city rollout requires production capacity, safety validation, insurance, local permissions, vehicle compliance and viable fleet economics. The public announcement does not establish that any Rivian robotaxi service is operating today.

What Rivian is building

The robotaxi is planned to use Rivian’s upcoming R2 platform and the company’s third-generation autonomy system. Rivian said the expected hardware package includes:

  • Claimed combined AI-compute performance of 1,600 TOPS

Rivian said this autonomy platform is expected to launch in the R2 in late 2026. Those figures are company-announced specifications, not independent proof that the vehicle can safely operate as an unsupervised robotaxi.

Hardware is only one part of a commercial autonomous-driving system. The companies still need to demonstrate reliable operation within a defined operating area, handle unusual road situations, provide fleet monitoring and remote assistance where needed, and satisfy regulators and insurers.

What “fully autonomous” means here

Uber and Rivian describe the planned robotaxis as fully autonomous and oriented toward Level 4 operation. In a Level 4 system, the vehicle is designed to drive without a human continuously monitoring the road within a defined operational design domain—for example, specified cities, roads, speeds or weather conditions.

That does not mean every Rivian R2 sold to consumers will be a driverless taxi. Nor does the presence of cameras, radar, LiDAR and powerful processors establish that the system has achieved commercially proven Level 4 performance. Rivian’s SEC filings describe the autonomy work as a forward-looking development effort with risks around timing and milestones. See the company’s 8-K filing.

Key unanswered operational questions include the supported weather and road conditions, the use of mapped areas, the role of remote assistance, procedures for vehicle recovery and responsibility for crashes or passenger incidents. The public announcement confirms that milestones exist but does not provide a complete milestone-by-milestone schedule.

Who does what?

Company or group Expected role
Rivian Develop and manufacture the R2-based vehicle, autonomy hardware and software, and support testing and commercialization.
Uber Provide investment, rider demand, dispatch technology, marketplace access and commercial fleet experience.
Uber or fleet partners Purchase, own or potentially operate the vehicles under the agreed structure.

The robotaxis are expected to be available exclusively through Uber’s platform. That should not automatically be read as a claim that every future Rivian autonomy application will be Uber-exclusive. The broader master framework references integration with robotaxi, ride-hailing, restaurant and grocery-delivery networks; the precise scope depends on the contract. The relevant master agreement is filed with the SEC.

Why Uber wants the partnership

Uber’s strategy is to become a marketplace and operating layer for autonomous fleets rather than manufacture every autonomous vehicle itself. Rivian offers control over a vertically integrated combination of vehicle design, manufacturing, computing hardware and autonomy software.

That could give Uber another supply source as it builds an autonomous network. Uber can contribute rider relationships, trip-dispatch infrastructure, demand data and experience coordinating commercial fleets. It also avoids making Rivian’s success dependent on building a separate ride-hailing marketplace.

Uber is pursuing several autonomous partnerships, including work involving Waymo, Motional, Lucid and Nuro, and a separate plan with NVIDIA for L4 software-driven robotaxis across 28 cities by 2028. Uber’s autonomous-vehicle newsroom lists its broader strategy, while the NVIDIA announcement provides details of that plan.

The competitive question is therefore not simply which company announces the largest fleet. It is which partnership can achieve safe, permitted and economically sustainable service—and then scale it reliably.

Why Rivian needs the deal

For Rivian, Uber could become an anchor commercial customer for the R2 platform. The partnership could provide capital for autonomy research, a path to real-world fleet data, potential manufacturing volume and a way to enter commercial mobility without building a ride-hailing network.

It also raises the execution burden. Rivian must simultaneously scale R2 production, complete relevant manufacturing capacity, develop the autonomy system, validate safety and make the fleet economics work.

Rivian said the acceleration of autonomy research and development spending meant it no longer expected to be adjusted-EBITDA positive in 2027, according to its SEC filing. That illustrates a near-term financial trade-off: the partnership may create long-term opportunity, but the development effort can increase spending before meaningful robotaxi revenue arrives.

The main risks to the plan

Production and factory execution

The robotaxi rollout depends on R2 production at scale. Earlier reporting noted that Rivian had not yet begun full R2 production and that its Georgia factory was still under construction at the time of the announcement. Rivian later said it had started producing saleable R2 vehicles and made initial employee deliveries, but that does not establish mass production of validated robotaxi versions. TechCrunch reported on the production and execution issues.

Autonomy validation

The hardest technical question is whether Rivian can deliver safe, reliable unsupervised service in real operating conditions. A system that works in a limited test environment may still struggle with construction, emergency vehicles, unusual intersections, severe weather, pedestrians or blocked lanes.

Regulation and geography

San Francisco and Miami are not just launch labels. Operations may require state and local approvals, commercial insurance, vehicle certification, safety reporting, privacy and cybersecurity compliance, and rules governing remote assistance and passenger service. Expanding to 25 cities across three regions multiplies those requirements.

Fleet economics

A large vehicle count does not guarantee a profitable service. Operators must account for vehicle financing, charging, electricity, maintenance, cleaning, insurance, depreciation, battery replacement, remote operations, customer support, idle time and revenue-sharing arrangements.

Rivian’s first-quarter materials also refer to software licensing fees associated with use of its Level 4 autonomous-driving software, but the public materials do not provide a complete commercial pricing schedule. That makes it premature to estimate the partnership’s profitability from the $1.25 billion headline alone.

What this announcement does—and does not—mean

It means It does not mean
Uber and Rivian have established a significant future commercial partnership. Uber has already paid $1.25 billion.
Uber expects an initial phase involving 10,000 R2-based robotaxis. 50,000 vehicles are a firm delivered order.
The companies are targeting San Francisco and Miami in 2028. Robotaxis are already operating in those cities.
Rivian has announced autonomy hardware and a development roadmap. The R2 has independently proven unsupervised Level 4 capability.
Uber or fleet partners may purchase the vehicles. Uber will necessarily own and operate every vehicle.

What to watch next

The most useful checkpoints are operational and financial rather than promotional:

  1. Confirmation that the initial $300 million investment has closed.
  2. Any disclosure of the potential $250 million milestone-based investment described in Rivian’s first-quarter materials.
  3. R2 production rates, deliveries and manufacturing-capacity updates.
  4. Evidence from autonomy testing and clarification of the intended operating domain.
  5. Regulatory and local operating approvals in San Francisco and Miami.
  6. Details about which fleet partners will purchase, maintain and operate the vehicles.
  7. Evidence that charging, insurance, remote operations and maintenance costs can support viable fleet economics.

Bottom line

The Uber-Rivian agreement is a major strategic commitment and potentially an important commercial customer win for Rivian. But it is best understood as a long-dated, conditional bet on Rivian’s ability to build the R2, prove an unsupervised autonomous system, obtain approvals and operate a financially viable fleet. The $1.25 billion and 50,000-vehicle figures describe the deal’s maximum potential—not money already spent or robotaxis already on the road.
